PROPOSAL-TIER. This kit serves canon and never outranks it. It writes no registry row.

docs/proposals/combat/INTELLIGENCE_TIERS.md. The body it fights with is the bestiary
lane's: docs/proposals/bestiary/BESTIARY_ELEVATION_DOCTRINE.md and its sheets. This file
describes the FIGHT; it never restates the BODY. Authors no magnitude -- no damage, no
health, no timing, no coefficient. Those are Phase-5M's behind the tuning firewall.

Opener (MHM-G10, the cheap lesson first). THE ROUSED COIL -- it sets over the spring and the earth around the anchor point stays wet where it should have drained. Free, unpunishing, and it tells the player in one image that this is not the encounter they had in the last chapter.

ELEVATED, AND NOT ELEMENTAL BY DEFAULT (KIT_SCALING_TABLE 3.1b). 4 of the 13 moves
above are non-ordinary and each names its element family, its lore ground and its
mechanism. The rest are a body doing physical things, and they are marked physical rather
than dressed up. An elevated kit is one that CONTAINS the non-ordinary; it is not one in
which everything glows.

EG_0018 Roused-Guardian Encounter Pocket -- BOTH: the arena, and its cells are the ability list's own source. enemy_usable = TRUE, CONSTRICTION, material:saturated_earth, drag hazard, earth:enhance;water:enhance. Abilities 5 and 9 are that row read back.EG_0017 Village Wae Spring Head -- CARE-BOUND, GEOMETRY ONLY: hard_blocked, HL_0001, enemy_usable = FALSE, attack_verbs = none. The protected spring head is the THING BEING GUARDED. It is never damaged, never poisoned, never used as a weapon, and the encounter is staged in the pocket beside it precisely so that it cannot be. IT ENTERS by being roused -- the encounter begins because something was done, not because the player arrived. IT RELOCATES only around the spring. IT LEAVES into the water when the contract is restored. WHAT IT DOES TO THE ARENA: it saturates it, progressively, from the anchor outward, so the fight's difficulty and the site's grievance are the same variable.
SRC_00469 GOVERNS AND IS QUOTED ON THE ROW: the naga are GOOD guardians named for their charge, every village is held to keep at least one, and the wae guardian is APPEASED AND NEVER SLAIN. So the encounter's designed outcome is the withdrawal (13), the kill is available and penalised, and the part economy deliberately pays no material. HL_0005, HL_0002 and HL_0003 bind through CR_0002. The guardian is not a monster and is never styled as one; it is owed something, and the fight is the player finding out what.
This kit is authored ONCE, at Fading. The five modulators of KIT_SCALING_TABLE section 4
express it across the ladder: active_ability_set grows upward through reserved follow-ups
on roots the player already learned, window_class tightens, answer_tree_depth prunes
toward the single true answer, hazard_concurrency rises with the arena rows above, and
phase_overlap interleaves the phase cycles. No second kit exists and no number here changes
with the tier.
