STATUS: PROPOSAL-TIER, ledger row A7. This is ONE weapon's complete canonical content structure —

the exemplar that, once critic-cleared and Josh-graded, sanctions the same build for the other 71.

It authors no magnitude. Every damage number, cost, cooldown, percentage, window and duration stays

behind the Phase-5M firewall the spec itself declares at T1_Combat_System_Spec [ACTIVE v1.0].md

L134, L538 and L694.

It also carries ONE open fork for Josh, and the fork blocks the other 71 rather than this weapon:

the mastery level at which LEGENDARY-GRADE access opens. The brief is at THE LEGENDARY-GRADE GATE

below. Everything else in this document stands independent of how it is ruled.

The selection derivation

The instruction was canon's own slice-first acquisition order. Reading

canonical_chapter_acquisition across all 72 rows of

registries/T0_Weapon_Registry [DRAFT v0.1]/Sheet1.csv and sorting by chapter then by weapon_id,

the earliest-acquired weapon in the whole roster — not merely in the slice — is WPN_033 Shield at

CH_03. It is unique at that chapter; no tie-break was needed. The next six are WPN_039 Dagger

(CH_04), WPN_041 Sickle 1H (CH_05), and the CH_07 cluster WPN_038 / WPN_040 / WPN_042 / WPN_047.

One qualifier, stated for honesty: four rows carry an EMPTY canonical_chapter_acquisition

(WPN_015 Spear, WPN_016 Club, WPN_022 Javelin, WPN_037 Magic Knuckles), so "earliest" means

earliest among the 68 rows that carry a chapter — a blank is not earlier, and none of the four is

slice-anchored, so the selection stands.

The Shield is not degenerate as an exemplar. Four independent canon lines say it is the strongest

possible first case rather than the weakest.

three alongside Xiphos and Great Shield (T1_Combat_System_Spec [ACTIVE v1.0].md L153), and the

structure at L159-167 is stated as binding on each Brute weapon with no off-hand exemption. It

already holds a canonical Mastery-8 mechanic in the live spec text (L447), which most of the 72

do not.

registries/T0_Questline_Index [DRAFT v0.1]/Sheet1.csv with questline_class legendary,

chapter_span Ch_03, and name UNRESOLVED — an authored slot waiting for exactly this content.

_source/02_Tier_2_Region_Pages/flores_island.md L690-694 reads: "the region's legendary seat is

the caci off-hand Shield line — a ceremonial rattan-and-hide shield elevated to a legendary

defensive weapon whose four-ability pool draws on the caci's read-and-turn discipline (the clean

parry, the kept count, the answering pass). The full legendary detail FEEDS T0_Weapon_Registry at

the build pass; the anchor is WPN_033." Canon has already chosen the four abilities' derivation

source. This lane realizes it rather than designing it.

that "the parry class enters at Ch 3 and later," and L645 makes the weapon side of every

parry-only answer a weapon-registry fact. The first weapon that teaches the response vocabulary is

the one whose structure most needs to be right first.

The Shield is also wired into a spine beat already. docs/spine/CH_03.md L145 lists

object:wpn_033_shield in beat CH03_B09's systems array, and the same beat's L147 carries the

attribution [SRC: T0_Weapon_Registry @ WPN_033]. L258

records "chapter_anchored_weapon_add WPN_033 Shield (BRUTE, OFF-HAND) roots here — the caci

whip-and-shield seating the player's first off-hand Shield, grounding the main boss's parry

(whip-and-shield rhythm) verb."

What the row and the profile say about the object

The live row (registries/T0_Weapon_Registry [DRAFT v0.1]/Sheet1.csv @ WPN_033) carries class BRUTE,

subclass OFF-HAND, damage_type GUARD, canonical_chapter_acquisition CH_03, roster_status

DEFINED, regional_bonus_class NO_ORIGIN_REGION, cultural_region_ref empty,

vril_couple_eligibility empty, and physics cells mass_class medium, hardness hard, fragility

durable, flexibility semi. docs/proposals/combat/WEAPON_PROFILES.json carries the same four

physics cells and damage_class GUARD. docs/proposals/combat/MATERIAL_INTERACTION_TABLE.md L45

defines GUARD as "for receiving — which is a damage class in a game with a parry," and its L78 row

resolves GUARD to ABSORBED against soft, firm and hard material and DEFORMED against brittle.

That last line is the design fact this whole exemplar turns on. A shield's damage class does not

deliver. Everything below treats the Shield as an enabler and a protector whose kill comes from the

main hand, which is what the off-hand slot means and what keeps it from duplicating a mace.

The two cultural readings, reconciled without changing canon

Two canon statements about this weapon's origin look opposed and are not.

across every ancient civilization — Greek hoplon, Viking round shield, Zulu cowhide shield." The

registry agrees by carrying regional_bonus_class NO_ORIGIN_REGION and an empty

cultural_region_ref, and the row's mesh_tags describe a Northern-European planked round shield

with an iron boss.

nggiling — a rattan-and-hide shield danced against the larik whip — the seat of the weapon's

legendary line.

The reconciliation, derived and not invented: the Shield is a CLASS with no single origin, and the

class is picked up in its Manggarai rattan form at Ch 3 because that is where the arc puts the

player. The LEGENDARY line is a lineage, and the lineage canon assigns is the caci one. Both

statements stand unchanged. The consequence for the ladder is that this weapon's mid-ladder gates

sit naturally on the shield's own documented spread — Greek, Norse, Zulu — while its capstone stays

Manggarai. That is a strength of the object, not a conflict in it.

Where the four weapon abilities sit relative to the 185

VERIFIED, not assumed. Weapon abilities live OUTSIDE the locked 185, and four independent lines say

so.

term in it: "111 Layer A single-element abilities across the eight elements ... twenty-six Layer C

trade-element abilities ... and forty-eight Layer B combo-tier expressions." 111 plus 26 plus 48

is 185 exactly. Every member is elemental, trade-elemental or a combo of those.

unlocks, per-weapon bonus pools" as T1_Combat_System_Spec's.

gates are owned by T1_Combat_System_Spec."

levels with ten grade bands, the 120-questline trade roster owned by T1_Trades_Master, seventy-two

weapons, twenty-two familiar slots."

So the four abilities below add nothing to 185, nothing to 72, and nothing to the 120-gate roster —

which T1_Combat_System_Spec [ACTIVE v1.0].md L520 confirms explicitly: "a weapon or combat

proficiency crosses the same twelve level gates per capability without adding to that roster count."

Canon is not ambiguous here, so no options brief is owed.

The four abilities

The pool is derived from _source/02_Tier_2_Region_Pages/flores_island.md L692, which names the

discipline the four draw on: the clean parry, the kept count, the answering pass. The fourth comes

from the shield family's own documented job of covering someone other than yourself. Names below are

WORKING names taken verbatim from canon's own phrasing; the final display strings route through the

naming pass under docs/NATURAL_VOICE_DOCTRINE.md L14-22, which requires that a player-facing line

sound like something a person said.

One naming note is owed so the verbatim claim holds. Canon carries TWO phrasings for ability 1, not

one. The region page commissions "the clean parry" (_source/02_Tier_2_Region_Pages/flores_island.md

L692), while the spine body prose describes the round as "won on the clean turn and the kept count"

(docs/spine/CH_03.md L28). THE CLEAN TURN is taken from L28 for three reasons, and the choice is

named rather than hidden. First, all four names then come from a single canon sentence in a single

register — L28 gives clean turn, kept count and answering pass in one breath, so the pool reads as one

vocabulary rather than as three quotations stitched together. Second, "parry" is a SYSTEM word in this

spec — the counter class parry_only at T1_Combat_System_Spec [ACTIVE v1.0].md L645 and the parry

window at L664-670 — and using it as an ability's display name would collide the ability with the

class it answers. Third, the mechanic below is a turn and not a raise, and L28's verb is the accurate

one for what the hand does. The region page's phrasing is not overruled: "the clean parry" stands as

canon's name for the DISCIPLINE the pool draws on, which is exactly the job L692 gives it.

Resource note binding all four: T1_Combat_System_Spec [ACTIVE v1.0].md L140 rules the Brute

resource line "RAGE primary, with STAMINA for shields," and L447 confirms the block is

"Stamina-based active block, hold to maintain." The Shield therefore meters on STAMINA inside a

Brute loadout — the one archetype-crossing resource fact the class carries, and the reason the

Shield reads differently in the hand from the rest of the Brute roster.

Ability 1 — The Clean Turn

and sends it off-line rather than absorbing it flat. It answers the parry_only counter class,

which T1_Combat_System_Spec [ACTIVE v1.0].md L645 defines as an attack that "cannot be dodged

because it is too sweeping, too indirect, or too large," and L633 derives from the attack's own

geometry rather than from a flag. Outcome runs on The Mitigation Scale at L664-670: full negation

is the top of the scale and never the guarantee, and an attack much stronger than the answer still

leaves residual damage through a successful turn. A clean turn generates STAMINA, per L454

("Successful parry generates Stamina or Vril per weapon class").

window the player puts the answering element forward of the incoming attack. The answering set is

read off T0_Element_Effectiveness and is never chosen by the author, per L657-658: a named

element the matrix does not rate Effective is a defect, not a design choice.

foot as the arm rolls, so the face meets the arc at an angle rather than square. It is a turn, not

a raise. The read is the attacker's entry, not the strike — which is what docs/spine/CH_03.md L28

describes as "reading Ana's step and turning each cracking arc on the shield."

or too piercing to be parried; the shield player who turns everything dies to the one attack that

should have been left. Against a much stronger attack it degrades along the Mitigation Scale

rather than failing outright, so the punish is attrition rather than a wall. Cost is the window

itself: the turn commits the guard for its duration.

enters the game on, per L685.

Ability 2 — The Kept Count

wipes. This is not a new system: T1_Combat_System_Spec [ACTIVE v1.0].md L684 already carries the

chain-meter design whole — "the visible pip meter, five to seven or more correct reads in a row,

and the wipe on any mistake" — and the Shield is the weapon that instantiates it first. The count

is the resource abilities 3 and 4 spend.

rather than only on the HUD: the caci round is scored and timed, and docs/spine/CH_03.md L28

stages a round "won on the clean turn and the kept count, not on anyone's skin." The crowd, the

drum and the assembly are the count made audible. docs/proposals/combat/kits/KIT_BE_0003.md L51

already has the boss moving "on the gong and not on you," with a neutralize counter that means

matching the drum.

defeat the count by construction: KIT_BE_0003.md L63 and L64 carry two moves whose answer "is

not a single tell, it is noticing that three strokes in a row came from the same side," and a

player reading one exchange at a time never sees them. The count rewards rhythm and punishes the

player who mistakes rhythm for reading.

the foundational-mastery questline's own subject per CVD §12.1 L632-634.

Ability 3 — The Answering Pass

same beat, opening the attacker's guard rather than damaging it. This is the shield's structural

honesty: docs/proposals/combat/MATERIAL_INTERACTION_TABLE.md L78 resolves GUARD to ABSORBED

against every non-brittle material, so a shield's answer cannot be a damage answer. It produces an

opening the main hand converts, which is precisely how the off-hand slot earns its place under the

Section-15 role axes at T1_Combat_System_Spec [ACTIVE v1.0].md L605. The canonical family

precedent is the parry-and-counter pattern the spec already lists at L456-460 (Cutlass Parry

Riposte, Sword 1H Riposte, the Madu's catch that redirects and creates an opening).

carries the shield edge forward into the attacker's line — one motion, not two. Canon's own name for

the beat is the trade: docs/spine/CH_03.md L28 reads "then trading to the whip for the answering

pass." KIT_BE_0003.md L52 shows the boss using the same verb from the other side, the nggiling

"driven forward as a weapon."

ceiling — the tension is bank or spend, and both are correct against different fights. It requires

a main hand to convert the opening, so a shield-and-nothing loadout gets the opening and cannot use

it. Against an attacker with no guard to open, it does nothing.

knowledge-integration gate — the point at which the player has met a second and third shield

tradition and can be taught the answer rather than only the block.

Ability 4 — Standing Between

moves with the player. The family precedent is canon: L448 gives the Great

Shield a plant that "covers up to 3 NPCs simultaneously" at Mastery 8. The distinction is

deliberate and non-duplicating — the Great Shield's cover is planted, static and multi-target; this

one is mobile, single-target and carried.

seven counter classes are a Josh-ruled CLOSED SET — T1_Combat_System_Spec [ACTIVE v1.0].md L641

calls the three newest members "new members of the same closed set" — and L647 defines cover as

an attack "answered by putting arena geometry between the player and it," with its home at

"T0_Environment_Grammar_Registry tactical_affordance_class." Canon's satisfier for cover is

arena geometry. Proposing that a CARRIED shield can also satisfy a cover demand adds no eighth

token to the closed set and renames nothing in it; it adds a second satisfier to an existing token,

which is the kind of statement the spec already has a data home for. That home is

T0_Composure_Routing.counter_class_interaction, which L694 defines as the column that "records

the demands each ability class can satisfy" — so the proposal is a row on that table, not an edit

to the counter-class roster. It stays PROPOSED until ratified; the ability plays as written above

either way, and only the counter-class satisfaction is at issue.

demand FOR THE COVERED ALLY ONLY, never for the wielder. Reasoning. The fiction is interposition —

the wielder puts their own body and the shield between the ally and the attack, so the wielder is

the exposed one and the arena is still the wielder's own problem. A wielder-satisfying reading

would let a carried shield answer every arena-wide attack in the game for the player who holds it,

which retires arena literacy as a skill and duplicates the affordance L647 already sites in the

environment registry. A both-satisfying reading has the same defect with a second body attached.

Ally-only also makes the ability cost what the counter-play line below says it costs, and it is the

mechanical form of this build's own thesis: someone else's survival bought with the wielder's.

reach: they are all about the wielder's own body. It also gives the weapon a home on the

endgame build-role axes and on the raid-scale protection role. Cite those precisely, because they

are two different lines: L605 carries SIX axes and no protection axis among them — "group support,

group heals, group damage, single-target support, single-target heals, single-target damage" — so

Standing Between seats on GROUP SUPPORT there and nowhere else. The protection language is L273's

"Team 4 Enhancement and Protection ... real-time battlefield assessment buffs and protection," and

L275's reading of the same team as "group support and protection — the same six role axes the solo

player builds a companion party against." Between them the Shield has a build worth taking to the

endgame, which L607 makes a requirement rather than a hope for each of the 72.

to the outside line, arm extended past the shoulder rather than tucked. The posture is legible from

across an arena: the wielder is not fighting, they are standing in front of someone.

open side, and the ability is answered by geometry rather than by an interrupt. Holding it costs

the wielder's own offense outright, so the tank fantasy is paid for in damage rather than granted.

as multi-region or multi-context — which is where a companion party exists to stand in front of.

The Mastery ability at Proficiency Level 8 — The Returned Blow

T1_Combat_System_Spec [ACTIVE v1.0].md L162 owes each weapon one signature mechanic at Proficiency

Level 8, and for this weapon the spec has already authored it at L447: "Reflection bonus at Mastery 8

reflects damage percentage back to attacker." This exemplar carries that verbatim and adds only the

one thing the spec left open. L520 states that the Level-8 mastery ability "sits inside Tier 1

Neophyte's 1-to-9 band rather than at a gate crossing ... which gate carries it authors with the

per-weapon detail below."

PROPOSED answer for WPN_033: it is carried by the Level-1 capability-introduction gate's own grant,

not by a separate event. docs/spine/CH_03.md L97 records that Kaba Lomes "gifts a caci technique on

win and death alike, no fail-wall," and L188 makes that gifted technique SQ2 military_history's Ch-3

reward. A player who has danced the rounds is at single-digit proficiency and holds a gifted

technique from the man who beat them or lost to them. Seating the reflection there costs no new

canon, honours the no-fail-wall rule, and makes the signature mechanic something a person handed

over rather than a threshold that fired.

Two distinct things are being seated here and they must not be collapsed: the NARRATIVE CARRIER is

Kaba Lomes's gifted caci technique at Ch 3, and the ACTIVATION THRESHOLD is Proficiency 8 on the

ladder — so a player who receives the gift at proficiency 3 carries a technique that does nothing yet,

and the reflection begins working when the number is reached rather than when the gift is handed over.

That separation is the pattern for the other 71: each weapon's Level-8 mechanic should be seated on a

canon grant that ALREADY EXISTS rather than on a newly invented event, and seating it on that grant

never re-dates the threshold to the grant's chapter.

The reflected percentage is a magnitude and stays with Phase 5M per L134.

The mastery ladder

The frame is CVD §12.1 (T1_CVD_Creative_Vision_Document [ACTIVE v1.4].md L617-656), which at L619

makes the twelve-tier structure universal and names "weapon mastery" in the same breath as trades

and abilities, and CVD §17.5 at L1031-1033, which requires a quest-unlock at every tier rather than a

numerical threshold alone. The level-to-grade-to-numerical mapping is the ratified band table at

docs/proposals/GRADE_BAND_MAPPING_2026-07-28.md L55-66, ruled YES by Josh at the sixteenth sitting

per that file's L12-17.

Two lanes run over it, per T1_Combat_System_Spec [ACTIVE v1.0].md L514-524. Lane A grants a minor

pick at each of the twelve levels; Lane B grants a major pick at each of the twelve level gates.

T1_Ability_Tree [ACTIVE v1.4].md L1332 fixes the economy at "twelve minor picks on the levels plus

twelve major picks on the level gates — 24 per developable capability, 22 solo-reachable." Mastery

Points pool per capability and respec per capability, per that doc's L193 and L205.

The ladder for this weapon, with the gate content each level's questline carries. Levels 1 through 5

are where the four abilities and the legendary form land; levels 6 through 12 are extension.

explicitly allows to be "combat school first-encounter quest" for a non-trade capability. Canon has

already built it: docs/spine/CH_03.md CH03_B08 earns entry to the caci from the Todo elders

(L139), CH03_B09 dances the rounds with the shield in hand (L144-145). Ability 1 The Clean Turn

unlocks here. The Returned Blow lands at proficiency 8, inside this band, on the gifted technique.

cowhide shield and the izimpi formation named at T1_Combat_System_Spec [ACTIVE v1.0].md L447 and

L370, which the South Africa node at docs/spine/CH_13.md puts inside the slice. Ability 2 The

Kept Count unlocks here — a formation is a kept count with other people in it.

L637. PROPOSED anchors: the Greek hoplon at Ch 23 (the spec's own naval anchor for Greece at L375)

and the Viking round shield at Ch 24, the two remaining traditions L447 names. Ability 3 The

Answering Pass unlocks here.

§12.1 L640. PROPOSED anchor: Ch 27 Central Europe, whose documented fechtbuch and half-swording

martial layer the spec carries at L418 and which is the Great Shield's own acquisition chapter per

the WPN_034 registry row. Ability 4 Standing Between unlocks here.

CVD §12.1 L643 makes a precondition of Inner-Order initiation. THE LEGENDARY FORM TRANSFORMATION

lands at the top of this band, at Proficiency 99, per T1_Combat_System_Spec [ACTIVE v1.0].md L163

— which reads, in full, "Legendary form transformation at Proficiency Level 99." That is a FORM

event and nothing else. It is NOT, by itself, a grant of LEGENDARY-GRADE access: those are two

different objects, canon does not seat them together, and this document asserts no level for the

grade gate. See the fork brief below.

lineage-transmission event per CVD §12.1 L647-648. The spec's own decay ceiling sits here: L508

reads "Ceiling at Mastery 100 unaffected by decay."

L480.

crossing. This is the solo cap per CVD §17.5 L1035-1037. MYTHIC access for this weapon rides here,

per T1_Combat_System_Spec [ACTIVE v1.0].md L532: mythic "rides the final solo-reachable

mastery-gate crossing, the post-Chapter-77 prestige questline." The mythic form is out of A7's

scope and is named so a later lane does not think it was forgotten.

the generational achievement the spec names at L171.

Two ladder facts worth stating plainly

proficiency "minor rust only," with a floor at 70 of whatever level was achieved and full immunity

above 100. A Shield left in the pack for twenty chapters comes back rusty, not reset.

it a standing balance principle that "the player who invested in a Ch 2 weapon can carry it

credibly into the endgame with the pools filled out," and makes dead kit a measured defect rather

than an accepted cost. WPN_033 is the test case for that principle by construction, and the

build-space sweeps at L625 are what prove or fail it.

Lane A and Lane B pool seeds

The pools are per-class and expandable, and a thin pool is an authoring gap rather than a design

statement, per L524. Seeds appropriate to this weapon family, extending the spec's own seed set at

L516 which explicitly invites "catch-window width on the parry weapons."

returned on a clean turn; count ceiling before wipe; guard-break pressure carried by the rim on the

Answering Pass; the covered arc's width on Standing Between; residual-damage reduction on a turn

that sits low on the Mitigation Scale; elemental-answer breadth on the elemental half.

survives one mistake before wiping; the Answering Pass opens a second attacker in the same beat;

Standing Between covers two allies at reduced arc; a clean turn at full count restores the covered

ally rather than the wielder. Each changes what the capability is, which L520 makes the Lane B test.

resource specs including vril regeneration per second and healing over time; personal scope against

area-of-effect scope," and the same line makes the set "expandable per pool as the factory authors

it." This weapon's pools take the resource-and-sustain purpose directly from that seed set on the

STAMINA return, and PROPOSE two additions under L587's expandability clause: single-target

protection and group protection. The protection vocabulary is not L605's — L605's six axes carry no

protection axis — it is L273's "Team 4 Enhancement and Protection" and L275's "group support and

protection," read down from raid scale to pool scale. Naming the purposes is what lets the sweeps at

L625 read whether a build reached its intended role.

Every magnitude in both lanes defers to Phase 5M per L538.

The legendary form

Rarity-grade compliant by construction. T1_Combat_System_Spec [ACTIVE v1.0].md L546 rules Grade the

correct noun — "Legendary and Mythic are rarity grades on equipment, consumables, drops, crafting

items, and runes, never mastery-tier names." L548 rules that LEGENDARY is "roll-obtainable only

inside the access the per-item mastery questline opens — the per-weapon LEG_WPN_001 to LEG_WPN_072

... questline rows — never as an ungated early-chapter chest roll," and records that access rule as

data on the legendary row's gate_kind and gate_ref. The live

registries/T0_Rarity_Grade [DRAFT v0.1]/Sheet1.csv legendary row confirms it: ordinal 5,

display_name_text Storied, imprint_slot_count 4, obtainable_by_roll TRUE, gate_kind

questline, gate_ref carrying the LEG_WPN_001 through LEG_WPN_072 list, which includes LEG_WPN_033.

Two facts hold, and a third thing is open — and separating them is the correction this section carries.

transformation at Proficiency Level 99." This is the object changing in the hand. It is uncontested

and it is what the rest of this section describes.

nothing else, per L548 and the rarity row's gate_ref. This is a rarity-ladder permission, not a

transformation.

specific ruling names the QUESTLINE and no level; canon's earlier ruling names a CROSSING and no

weapon. This document therefore asserts NO level for grade access.

An earlier draft of this exemplar fused the two — it treated Proficiency 99 as one event that both

transformed the form and unlocked the grade, and it never named the fusion. That fusion is WITHDRAWN.

The form keeps 99; the grade placement goes to Josh at the brief below, because it is gate canon over

72 questlines and not this lane's to settle.

The rest of this section is FACT ONE and nothing else — what the form transformation is, at 99.

the rattan cane and hide of the caci shield are what the legendary form keeps, because the region's

own martial material is "rattan, hide, and hardwood rather than forged steel"

(_source/02_Tier_2_Region_Pages/flores_island.md L676) and a steel legendary would contradict the

page it comes from. The physics cells stay medium mass, hard, durable, semi-flexible as the live

row carries them, which is deliberate — a legendary that changed the object's weight class would

change how it plays rather than what it means.

per the legendary row's imprint_slot_count and the RN_0018 scheme at L546. It is unique_per_type

FALSE per the same row, so it is a grade the object reaches rather than a singular artifact.

damage class. A legendary shield that started doing damage would be a different weapon wearing this

one's name, and T1_Combat_System_Spec [ACTIVE v1.0].md L179 puts the balance vector the other way

for legacy-foundational types: deeper vril coupling, not deeper mechanical power.

VILLAGE — while Standing Between is held, an attack turned cleanly is not merely negated but

redirected off both fighters, and the count keeps for the covered ally as well as the wielder. It

is The Returned Blow and Standing Between fused, which is the Lane B register, and it is the

legendary quest's own lesson made mechanical.

answer vocabulary in the game and pays for it in output. It answers parry_only natively, brings

cover where the arena has none, and is the only off-hand that protects a second body — and it

contributes no damage of its own at any grade, so every point of the wielder's offense comes from

the main hand and the abilities. A Shield build is a build that decided someone else's survival is

worth its own damage.

level 11 on the ladder above, and per the same line it is "never produced by a drop table or an

imprint roll." The mythic row in T0_Rarity_Grade carries obtainable_by_roll FALSE,

display_name_text Undying, ng_plus_carry carry_level_scaled and level_scaling_model

player_level_permanent, which L534 explains. That content belongs to a later pass.

THE LEGENDARY-GRADE GATE — A FORK FOR JOSH

This is a decision brief, run to the standing protocol, and it is Josh's ruling rather than this

lane's application. State the scope first, because it is the reason it routes upward: the answer sets

where LEGENDARY-grade access opens for ALL SEVENTY-TWO legendary weapon questlines, LEG_WPN_001

through LEG_WPN_072, and by the same sentence of canon for the seven per-seat armour rows LEG_ARM_001

through LEG_ARM_007. It is a mastery-LEVEL placement on a GATE, which is numerical and gate canon

under the cardinal rule, and it is not creative-within-vision. Seventy-two questlines will be authored

against whatever it says, and re-dating a gate after those exist is not a cheap correction. Nothing

below is applied; A7 asserts no level until this is ruled.

What IS in dispute is one thing only: the mastery level at which the per-item questline that carries

the key becomes available.

The canon that disagrees, quoted in full and verified at source

L532 in full, INCLUDING the legendary half this exemplar previously quoted only half of — the omission

is named because it is what let the fusion pass unexamined:

"Completion of the final mastery-gate questline for a capability grants access to the LEGENDARY and

MYTHIC grades on that capability's pools and on its imprints. MYTHIC extends the rarity ladder above

legendary as the apex grade, reached only through the completed mastery questline and never produced

by a drop table or an imprint roll. Which crossing that questline sits on is RULED — Josh, 2026-07-27,

D-MYTHIC-GATE option (a) ... MYTHIC rides the final solo-reachable mastery-gate crossing, the

post-Chapter-77 prestige questline, and the Tier C Magus crossing extends pool rosters without gating

the mythic apex."

Read alone, L532 puts LEGENDARY at the final mastery-gate questline alongside MYTHIC — level 11.

registries/T0_Questline_Index [DRAFT v0.1]/Sheet1.csv @ LEG_WPN_033, the notes cell, verbatim

(Josh, twenty-sixth sitting, 2026-07-30): "Legendary is MASTERY-GATED PER ITEM (ruling 3: maximum

proficiency and mastery for that item)."

Read alone, the note puts it at the item's MAXIMUM — and does not say what maximum resolves to. The

spec's own scale offers two candidates: L508's "Ceiling at Mastery 100 unaffected by decay," which

makes 100 the named ceiling of the base mastery climb with 101-199 as prestige above it, and CVD §17.5

L1035-1037's solo cap at 200.

docs/proposals/GRADE_BAND_MAPPING_2026-07-28.md L66, verbatim: "THE 11→12 MAJOR GATE: the Tier C MMO

collective path — the final mastery questline; LEGENDARY/MYTHIC rarity access unlocks here (ruled

§10)."

Read alone, the band table puts BOTH grades at level 12 Magus — which L532's own text denies for

mythic, and which finding F-4 below records as a correction owed in that file.

L548 is the LATEST of the four (2026-08-04) and the most specific to this object. It moves LEGENDARY

off the capability's final crossing and onto a per-ITEM questline — a different questline from the one

L532 names — and it states no level for it. That silence is the fork.

Option (a) — grade access at the level-5 crossing, arriving with the form

LEG_WPN_033 is the content of the 5→6 crossing entered at Proficiency 99. One quest, one ceremony: the

form transforms and legendary rolls open on the same weapon in the same beat.

Deep-dive. This is not merely the convenient reading. Under the spec's own vocabulary it can satisfy

the registry note as written, because L508 names Mastery 100 the CEILING of the base climb and treats

101-199 as prestige ABOVE that ceiling — so "maximum proficiency and mastery for that item" is

readable as 99-100 rather than as 200. It satisfies L548 completely: the key is still the per-item

questline, and an early-chapter chest roll is still impossible, which is the abuse L548 was written

against. It treats L532's legendary half as superseded by L548 — which is exactly what L548 does by

its own hand, moving legendary off the capability crossing.

Pros. One authored event per weapon instead of two. Legendary becomes a grade that actually appears in

play, with levels 6 through 12 above it to use a four-slot legendary item in, which is what L528's

horizontal-relevance principle and its "dead kit is a balance defect" clause ask for. MYTHIC keeps a

clean apex at 11 with real ladder distance beneath it. The fiction is strongest here: a tradition hands

the object over and the object is thereby legendary, which is the lineage-transmission register CVD

§12.1 L648 describes.

Cons. It assigns a numerical level to a gate the latest ruling deliberately left unnumbered. It reads

Josh's own phrase "maximum proficiency and mastery" as 99-100, and if he meant 200 the reading is

wrong by six levels on 72 questlines at once. It is also the reading this exemplar previously made

silently, which is a reason to examine it harder rather than to trust it.

Option (b) — grade access at the item's maximum mastery, with mythic

LEG_WPN_033 becomes available only at the item's maximum, and legendary and mythic open at or near the

same altitude.

Deep-dive. This is the most literal composite of L532's first sentence and the registry note: the final

mastery-gate questline grants "the LEGENDARY and MYTHIC grades," and the note says maximum. It is the

lowest-interpretation option — it asks canon for nothing it did not say.

Pros. No line of canon has to be called superseded. One gate to author per capability instead of a

second per-item schedule. It keeps the top of the rarity ladder unambiguously earned against the

hardest content, which is the register L532 and the sigma-bounded imprint lane both work in.

Cons. It collapses two rungs of the rarity ladder into one event. Legendary is ordinal 5 of 6 with

four imprint slots and obtainable_by_roll TRUE, and a roll-obtainable grade that first becomes

rollable at the same moment as the non-rollable apex is a grade with no play window — the four-slot

imprint tier would be functionally dead on the way up, which is precisely the "dead kit" defect L528

names. It also leaves the whole climb from level 1 to level 11 with epic as its ceiling on 72 weapons,

and it makes L548's careful re-seat onto a PER-ITEM questline do no work at all, since the per-item

quest would sit exactly where the capability quest already sits.

Option (c) — decoupled: form at 99, grade access at maximum mastery

The two events are separated on purpose. Proficiency 99 transforms the form per L163; LEG_WPN_033 and

its grade key wait for the item's maximum per L532 and the registry note.

Deep-dive. This is the option under which no canon line is declared wrong or superseded: L163 keeps 99

as a FORM ruling, L532 and the registry note keep the maximum as a GRADE ruling, L548 keeps the

per-item questline as the key's holder, and the apparent conflict is revealed as the artifact's own

fusion rather than canon's.

Pros. Maximum fidelity to every line. It also produces an honest two-stage arc — the object becomes

what the tradition made it long before the rarity ladder lets it roll legendary affixes — which is

arguably the more interesting progression.

Cons. Two authored ceremonies per weapon across 72 weapons, and the second one has no fiction of its

own to carry. Worse, it creates a vocabulary collision at the player surface that canon has no answer

for: the player holds an item canon calls the "legendary form" which is not of LEGENDARY grade, for

several levels. That is the exact confusion L546 was written to prevent when it ruled Grade the correct

noun, and fixing it needs a rename of the form at the player surface through the naming pass — real

work that this option creates and neither other option does. It also inherits option (b)'s dead-window

problem for the legendary grade unchanged.

RECOMMENDATION

Option (a) — LEG_WPN_033 is the 5→6 crossing's content at Proficiency 99, and the form transformation

and the legendary-grade key arrive together. Reasoning, in order of weight. First, it is the only

option that gives the LEGENDARY grade a play window; under (b) and (c) a four-imprint-slot

roll-obtainable grade becomes rollable only when the non-rollable apex does, and a grade with no window

is dead kit by L528's own definition. Second, it does not actually require overruling the registry

note, because L508 names Mastery 100 the ceiling of the base climb and 99 is its last rung — the note's

"maximum proficiency and mastery for that item" reads onto that ceiling without strain. Third, it is

the only option that leaves L548's per-item re-seat doing work: if the per-item questline sits where

the capability questline already sits, the 2026-08-04 ruling changed nothing, and rulings are not

written to change nothing. Fourth, it costs one authored event per weapon rather than two and creates

no player-surface vocabulary collision.

The recommendation carries one explicit sub-question that Josh should answer in the same breath,

because (a) depends on it: does "maximum proficiency and mastery for that item" mean the base-mastery

CEILING (L508's Mastery 100, reached at 99-100), or the SOLO CAP (CVD §17.5's 200)? If the ceiling,

(a) stands. If the cap, (a) is wrong and the ruling is (c).

STRONGEST OBJECTION

Option (a) is the reading this document already made once, silently, and the strongest case against it

is that its supporting argument was assembled AFTER the conclusion. Canon's two most explicit

statements about legendary access — L532's "Completion of the final mastery-gate questline ... grants

access to the LEGENDARY and MYTHIC grades" and Josh's own "maximum proficiency and mastery for that

item" — both say a high place, and the level-5 crossing is not a high place: it is the fifth of twelve,

with more than half the ladder above it. The 99-is-effectively-maximum argument leans entirely on

L508, a DECAY line about a ceiling unaffected by rust, which was not written to define the top of the

mastery climb and is doing load-bearing interpretive work here that it was never asked to do. If Josh

meant what the plain words say, option (a) places seventy-two legendary unlocks six levels too low and

floods the mid-climb with the second-highest grade in the game — and by the time that is visible,

seventy-two questlines will have been authored against it.

The legendary quest — LEG_WPN_033

The registry slot exists and is empty of content: registries/T0_Questline_Index [DRAFT v0.1]/Sheet1.csv

@ LEG_WPN_033 carries name UNRESOLVED, questline_class legendary, chapter_span Ch_03, source_anchor

pointing at WPN_033, and a note recording it as STRUCTURE ONLY with "cultural home region UNRESOLVED"

and "Legendary is MASTERY-GATED PER ITEM." This section fills that slot at proposal tier. The

questline's display NAME is deliberately not minted here — the row's own note routes the 72 names

through the naming pass as one stream, and docs/spine/CH_03.md L300 shows what that pass is for.

The premise

The shield is proven by what it receives, not by what it takes. The region's own record carries a

war whose only honourable resolution was somebody standing in the middle of it:

_source/02_Tier_2_Region_Pages/flores_island.md L714-719 records a twelve-year war of about 1813 to

1825 between neighbouring Keo village domains, sparked when a portion of a sacrificial pig's head was

refused at a garden-clearing feast, and the war "ended only when a neutral peacemaking team from a

third village forced a settlement" (L718, verified at source). That team is the RECORD'S OWN ACTOR and

it is Keo: a third Keo village's team, formed by Keo custom, settling a Keo quarrel. The same page's

L702-707 records the region's warrior-culture fact worth building on — that in Keo adat "service in a

fight is a documented route into a community."

docs/spine/CH_03.md L222 rhymes with this and does not authorize it, and the distinction is

load-bearing. L222 records that Elder Rato's account of "a disputed field boundary being measured by

an impartial elder from an uninvolved third village is KEO customary law," that "the region page

forbids transferring a neighbour's institution into a Manggarai gap," that Rato speaks it as the

neighbours' practice while "arguing that his own village should adopt it," and that "no Manggarai

office is asserted from it." So Rato's argument is a THEMATIC RHYME the player has already heard in

Ch 3 — a man does not measure his own quarrel — and nothing more. No Manggarai council convenes,

dispatches, adopts or authorizes anything in this quest. The institution is the Keo's, the team is the

Keo's, and the governance stays credited where L222 credits it.

The quest is to be the peacemaking team's shield. Not its judge, not its champion, and not its sender.

Where it plays, in canon geography and canon time

The Flores region reaches its own historical strata by time-fluctuation window rather than by travel:

docs/spine/CH_03.md L9 states that "the Portuguese and Dutch colonial strata reached as

time-fluctuation windows within the one Flores region," and L11 sets the chapter's era as composite

through those windows. _source/02_Tier_2_Region_Pages/flores_island.md L719-722 places the

early-1800s inter-domain war inside the Section-18 stratum list and states it "is reached as a

time-fluctuation glimpse (Section 18) in the early-1800s stratum — a war between Flores domains, not

a colonial campaign."

The questline seating, however, is AUTHORED and not derived, and the artifact says so rather than

borrowing canon's authority for it. L766-770 does name SQ2 military_history as the questline whose

substrate the feud and the heirloom gun deepen "one stratum out" — and in the same sentence it

DECLINES to seat anything: "both reached through the time-fluctuation windows rather than at the

chapters' pre-colonial present, and both carrying no chapter reference in the harvest, so no chapter

assignment and no SQ2 stage is asserted here." docs/spine/CH_03.md L188 carries SQ2 at stage SEED

and goes no further. So this lane PROPOSES, at proposal tier, that the legendary quest is the

mastery-gated capstone of SQ2 military_history in the Flores region, played through the region's own

early-1800s window. The proposal costs no new spine leg and no new geography, and the substrate it

consumes is canon's — but the STAGE assignment is spine canon, this lane does not hold it, and it

carries no derivation. It is listed in NOT DERIVED below.

Name this as the pattern for the other 71. A region page that names a questline's SUBSTRATE has not

thereby assigned that questline a STAGE, and a lane that reads a substrate line as a stage seating is

inventing spine canon while believing it is quoting. Questline-stage seating goes on the NOT-DERIVED

list every time, in every one of the 72, and the spine is what rules it.

The quest's sites are docs/spine/CH_03.md's own typed site rows read one stratum later — the

Todo royal ground (L85-86), the Compang Ruteng centre and the lingko fields (L79-80), the Wae

water-source spring (L81-82), and the montane forest edge (L87-88). It is Ana's country, and Ana

L719-722. Nobody sends them. On the far side of the window the third village's OWN peacemaking team

is already forming to walk into a feud that is not theirs, exactly as

_source/02_Tier_2_Region_Pages/flores_island.md L718 records it, and the player asks to walk in

with them. What they carry is not an office and not a commission: it is the caci grammar Ch 3

already taught them — the read, the turn, the kept count — and the one qualification the team cares

about, which is that this outsider has no quarrel in it and nothing to win. Rato's Ch-3 argument

that a man does not measure his own quarrel is what the player recognizes in these people; it is

not what put them on the road.

the Keo." Every clause of that applies to him unchanged. An unaffiliated fictional broker is also

the only staging that keeps L733-735's rule intact, since a profiteer belonging to one of the two

Proposed extension-rail rows the pools need

T1_Combat_System_Spec L538 names the pre-5090 data shape: "tier or gate identifier, pool membership,

Lane A minor and twelve Lane B major. Placeholder identifier shape, proposed:

gate is a high mastery level under every reading in the fork brief above — 99 at the lowest, 200 at

the highest. A player at Ch 3 is at proficiency single digits. The finding holds whichever way the

fork is ruled, and the gap only widens if it is ruled higher. The column is currently

recording the cultural home and being read as a play window, and the two are decades of arc apart.

Options: (a) leave the column as the home anchor and add a separate play-window column across all 72

legendary rows; (b) re-key chapter_span to the earliest chapter at which the gate is plausibly

reachable, which loses the home anchor; (c) carry both in the existing cell as a compound string.

RECOMMENDATION: (a) — the home anchor is load-bearing content that (b) would destroy, and (c) makes

a machine column unparseable. STRONGEST OBJECTION: (a) mints a column across 72 rows for a fact that

might be derivable from the gate itself, and a derivable column is a maintenance liability.

and the correction owed in that file is a double one. Its text, verified at source, reads: "THE

11→12 MAJOR GATE: the Tier C MMO collective path — the final mastery questline; LEGENDARY/MYTHIC

rarity access unlocks here (ruled §10)" — seating BOTH grades at level 12 Magus. The MYTHIC half is

contradicted by T1_Combat_System_Spec L532's D-MYTHIC-GATE ruling (Josh, 2026-07-27), which is

later than the band table and explicit in both directions: mythic "rides the final solo-reachable

mastery-gate crossing, the post-Chapter-77 prestige questline" — level 11 Magister Templi — "and the

Tier C Magus crossing extends pool rosters without gating the mythic apex." The Magus crossing is

therefore denied the mythic gate by name, which is exactly what L66 grants it. The LEGENDARY half is

contradicted by the later still L548 (2026-08-04, D-RARITY-LADDER-SHAPE), which re-seats legendary

off any capability crossing onto the per-item LEG_WPN questline and names no level at all — so L66

states a level for a gate that canon has since deliberately unseated. A lane reading only the band

table would build two wrong gates, not one. This exemplar follows the two later and more specific

rulings on both halves, and asserts no legendary level pending the fork brief above. Correction owed

ambiguous on the spec's own scale, and the ambiguity is the substance of the fork brief above rather

than a wrinkle to smooth. It admits at least three readings: 99, the last rung of the base climb;

100, which L508 names outright as "Ceiling at Mastery 100 unaffected by decay"; and 200, the solo

cap CVD §17.5 L1035-1037 sets at Magister Templi. An earlier draft of this exemplar resolved the

ambiguity by convergence — 99 and 100 are one apart, therefore they are the same place — and used

that convergence to seat grade access at 99 without saying so. That resolution is withdrawn. The

three readings are six levels apart at the extremes, they govern 72 questlines, and the choice among

them is Josh's; the brief above puts it to him.

flores_island.md L772-775 declares the whip-and-shield technique, the scoring and the round

objects, and assert no level for the grade until the fork above is ruled. Keep the NARRATIVE CARRIER

of the Level-8 mechanic separate from its ACTIVATION THRESHOLD, so a canon grant never re-dates the

number. And treat questline-STAGE seating as authored in every one of the 72: a region page that

names a questline's substrate has assigned no stage, and reading one out of the other is inventing

spine canon.
