Status: PROPOSAL-TIER, refutation-gated and director-adjudicated · 2026-07-28 · supersedes the
care_band table at scratchpad/realm_wave/L-R3-sacred-space-living-tradition_DRAFT.md §1.2, whose
care column was killed by its critic (K-1, K-2, K-3) and rebuilt here under director adjudications
10, 11 and 12. Row content is pulled from that draft as amended by
scratchpad/realm_wave/CRITIC_L-R3-sacred-space-living-tradition.md; no tier is asserted that the
sources do not carry. This is the gating deliverable for every later art wave.
care_tier — the realm's cultural-representation register. RATIFIED two-value enum, standard or elevated, from T1_Region_Page_Template [ACTIVE v2.0] L120-121; it is the field the charter's own
§3.2 board spec already reads for its badge. Not widened here.
obligations a node carries. The corpus already draws this axis in its own words on four road nodes:
standard care, carrying an elevated §17.1 duty. Collapsing tier and duty into one column was the
killed table's defect, in both directions at once.
care_band — the gate-enforced six-value fork enum (open, elevated, maximum, protected-elevated, antisemitism-guardrail, none) at SPINE_SCHEMA_v3 §3c and check_spine_graph.py L99-100 — is
UNTOUCHED. The two coexist: care_band is the per-fork authoring register, care_tier is the
per-zone cultural-representation register. Any normalisation pass must name its target column or it
destroys valid care_band data on BE_0072-BE_0074 and the whole Ch 75-77 block.
generation_class (invented, historical, living — every row settled, zero unsettled remaining)
and source_corpus_state (listed, section_only, absent).
parable; there is no living community to misrepresent, so the duty attaches to the RECEPTION
lineage — Donnelly 1882, Blavatsky's root-races, Churchward's Mu, Hancock, and the
Theosophy-to-Ariosophy-to-Nazi-mysticism pipeline.
docs/spine/CH_66.md body — a canonical hard-line node with STANDARD care (agame-canon L3 realm, no living culture) but carrying an ELEVATED anti-fringe duty; the registry cell
repeats it (STANDARD care with ELEVATED anti-fringe and reveal duties); the same section's
"a §17.1-adjacent CARE matter because the pseudo-archaeology it excludes is documented
hyperdiffusionist RACISM" opens a sentence that continues "the chapter carries no §17.1
living-community obligations in the ordinary sense."
generation_class = invented; one of only two Lane-G-on-Panel-A rows in the whole program). Render Poseidon's temple and its iconography as Critias
describes it, Poseidon honored and not fought.
concentric rings of land and water, the temple, orichalcum known only by name, the hot and cold
springs — so a raw-generated generic-fantasy Atlantis fails Panel A's own definition even though
the lane is legal. No plate may carry hyperdiffusionist or root-race iconography.

docs/spine/CH_67.md body — with STANDARD care, carrying an ELEVATED §17.1duty. The Louhi rule is CVD §17.1 text (honored adversary, never slain, captured or crushed, never
an evil hag, never racialized into an evil northern race); the no-Sámi-conflation and
no-Lapland-witch line; the Hyperborea-and-Thule to Ariosophy firewall. HL_0003 names Sámi noaidi in
its own rule text, which is why the Ch-67 citations of it are correct and must not be re-anchored.

markers of any kind — no noaidi drum, no joik, no gákti. Runic-song tradition is referenced, never
reproduced, which binds the audio program and is recorded in no audio doc today.

docs/spine/CH_68.md body — with STANDARD care, carrying an ELEVATED §17.1duty (Tiamat, Apsu, Marduk). The two live borrowings are the Lemuria/Mu/Kumari-Kandam firewall (the
realm-name reframe IS the corrective) and the Rainbow Serpent, a living Aboriginal Ancestral Being
under Ch 57's own maximum tier, invoked at motif level and referenced never reproduced. The node
carries 22 audit-only markers, the most on the road.
it is the deep's own creation and a ratified fought body. Panel B Lane G over a Lane-R underlay.
presence being the sea-substrate itself; Tiamat's dragon-form is scholarly-contested and may not be
asserted as her likeness. The Rainbow Serpent is never depicted in any form.
("Protected-chapter / living-culture framing (§17.1, standard care, elevated Egyptian +
cross-cultural + anti-fringe duties)"), the CH_69 body twice ("a CANONICAL HARD-LINE node with
STANDARD care, carrying an ELEVATED §17.1 duty"), T0_Chapter_Index CH_69 ("STANDARD care (a
game-canon L3 realm) w/ ELEVATED Egyptian + cross-cultural + anti-fringe duties"), and
BE_0069.care_tier = standard. CH_70.md cites CH_69 as its own precedent for the tier-versus-duty
split. The charter §1.1 line "Care: ELEVATED" is proposal-tier prose and loses to the ratified
surfaces. The elevated duty carries the Agartha firewall (Saint-Yves d'Alveydre 1886), hollow-earth
material held as history-of-science only, and the HL_0109 antisemitism guardrail on the
institutions thread. generation_class = living on the strength of Kemetic practice and Karenga's
Maatian ethics credited in the node itself.
assessors ranged and Ma'at's feather. These ARE the Book of the Dead's own pictures of its own hall
and the Papyrus of Ani is the accurate depiction. This is the ruling that matters on this row.
living, so Lane R only on Panel A and a Lane-Runderlay for Lane P on Panel B). It may NOT render the Hall of Two Truths depopulated —
audit-only bounds INSTANTIATION (never an NPC, never the boss) and has never bounded ICONOGRAPHY,
and an empty hall under a panel header that promises what the source tradition says the place looks
like is an inaccuracy and a slop mode, not care. The Duat board renders Anubis at the scales AND
the Duat's boss is still Apep; both are true at once.
elevated (adjudication 12), and its statedreason — a "live contradiction" between the spine heading and BE_0069 — was a misquote produced by
dropping "standard care," out of the sentence being cited (critic K-3).
adversary never slain, the honored dead never a loot-farm, no Christianized Hell, Eleusinian
arrhēton reverence.
docs/spine/CH_70.md carries a RESOLVED v3 typing — "The care_band typing call(elevated, not protected-elevated) — RESOLVED (v3 conversion, judgment call) … FORK_CH70_A and the
§3b site rows are typed care_band elevated" — and the built data agrees
(build/spine_rows/CH_70/forks.csv reads elevated). The charter §1.1 reads "Care: classical Greek,
standard," and the node's heading carries no tier word at all; the built content wins over the
label, which is the same principle applied in the opposite direction from the Duat row.
generation_class = historical: Homer, Hesiod and Virgil are textual and public-domain, and
Hellenic revival is real but small.

Christianized fire-and-brimstone Hell, no Hades-as-Satan fusion; the register is Homeric-elegiac.
Elysium is never a trap or an illusion. The Eleusinian culminating secret is never fabricated or
staged — procession and promise only.

three surfaces — the spine heading ("§17.1 elevated care — a living people and a living sacred
text"), T0_Chapter_Index CH_71 ("elevated care -- a LIVING people (the K'iche' Maya of highland
Guatemala) and a LIVING sacred text"), and BE_0071.care_tier = elevated. Around six million Maya
alive today; living daykeepers still keep the 260-day count; the Popol Vuh has been Guatemalan
intangible cultural heritage since 2012; the ballgame is still played. Coherent with its earthly
seed pair Ch 47 and Ch 48, which read elevated in heading, registry cell and all eleven boss rows.
This is the model row the other eight should be brought to. generation_class = living.
full marquee-antagonist weight; the ballcourt and the six Houses at full spectacle; the Bat-House
decapitation-and-restoration with the myth's own gravity. Panel A Lane R.
gods, no gore-spectacle read of the Bat-House. No sacrifice or bloodletting ritual staged as a
playable set-piece (HL_0007: registered and protected cultural property is referenced, not
reproduced).
hard_line_status = CULTURAL_PROTECTED isREFUSED. That flag means a living community on stage in the chapter — exactly CH_29, CH_42, CH_50
and CH_57 — and it would import Ch 57's content floors and defang a ratified fought encounter to
solve a problem that belongs in generation_class.
The built maximum cells re-keyed at 28r (BE_0072.care_tier + its sources cell; the CH_72 fork
rows' care_band; the Chapter_Index compliance prefix + combat_framing; the spine body's seven
care-bearing assertions; the derived forks.csv regenerated) with EVERY duty intact at full
strength. The closed maximum roster (Ch 29/42/57 — CVD §6.2's maximum-depth enumeration, with
HL_0009's high-care listing) stands. The contest below is
retained as the historical record of both sources.
BE_0072.care_tier = maximum is a BUILT row, and CH_72's built fork rows carry care_band maximum. T0_Chapter_Index CH_72 reads "MAXIMUM care — Hinduism is a LIVING
major world religion (~1.2B adherents)."
Haiti, Ch 57 Australia — and HL_0009 enumerates the same three. Ch 72 minted a fourth at the spine
without amending either. Note the critic's rider: maximum is a LEGAL care_band value, so the
de-escalation argument no longer rests on "it asserts an enum value that does not exist"; it rests
on the CVD and HL_0009 leg alone, which stands on its own.

generation_class = living.
dignified; Vritra at full Rigvedic cosmic-serpent scale; the graded Narakas as proportionate,

torture-gore. Indra is echoed, never costumed or supplanted — no image may place the protagonist in
Indra's iconography. Vishnu, Shiva, Brahma and Dhanvantari honored and inviolate. The vajra, the
pipal and living temple forms are referenced, not reproduced; no living mantra or sacred sound is
rendered as a legible or audible artifact.
T0_Chapter_Index CH_07 reads standard care for SouthIndia, where the player walks among living Hindu worshippers at a living temple, while CH_72 — a
dimensional realm with no living community present — reads maximum. Whatever the Ch-72 call, that
inversion is real and belongs in the same mint.
Welsh culture/language, honored on its own terms." Welsh is a living language and living culture
and the Four Branches of the Mabinogi are a living cultural possession, which closes the charter's
C-3 to generation_class = living. Re-reasoning note: the killed table justified this row partly
on "the spine's OPEN care is not an enum value and is retired," which is false — open is a
first-class gate-enforced care_band value, the most common in the built corpus (45 of 90 fork
rows), and T0_Chapter_Index CH_73 wrote the rebuttal into its own cell ("OPEN care … (open != low
care)"). The elevated care_tier therefore stands on the living-tradition and firewall grounds
alone, on a different axis from the node's legitimate open care_band.
source_corpus_state = ABSENT. Annwn is the one realm with no RCM AcquisitionPriority block — positive-controlled and confirmed; the list runs Ch 66 to Ch 72 and jumps to
Ch 74. A living row with an absent corpus is the exact condition under which a fan-out silently
reaches for raw generation. Annwn's FIRST BOARD CANNOT SHIP until the Mabinogi corpus is
acquisition-listed; that is a three-line registry edit plus an acquisition pass, not a wave.
friend — warm rather than spectral; the Cwn Annwn as honored hounds; the glass-fort caers and the
cauldron of plenty. Panel A Lane R, once the corpus is listed.
source_corpus_state moves off absent. Annwn must NOT be rendered in the fairy realm's visual
grammar — separate palettes, separate silhouettes, enforced at the bible level, or the Ch-73
firewall fails as a picture. Annwn is an Otherworld of PLENTY; rendering it as another dim
underworld is a canon error and an art error at once.
it while holding it distinct from Folkish strands, so generation_class = living. The elevated
tier is carried by von List's Armanist Ariosophy and the invented Armanen runes, Lanz von
Liebenfels, völkisch racial mysticism, the Irminsul-as-Aryan-axis appropriation, the SS runes, and
the live modern hazard of neo-völkisch reuse of Yggdrasil and runic imagery. Plus the
Álfheim-is-not-the-fairy-realm care call. The same open care_band re-reasoning as row 8
applies.

the Armanen runes are von List's 1900s invention and may never appear, and no SS-derived runic form
may enter any plate. No tidy invented roster of worlds. Álfheim must be visually distinct from the
fairy realm, at the same enforcement level as Annwn.
of the realm's own sickened substrate, condition-made-weather, never a marched cabal army and never
an invading people. That is an antisemitism guardrail wearing a fantasy costume; it binds every
Ch-75 concept from the first image and it is NOT expressible in a care column, so it lands in a
guardrail_refs field of its own.
generation_class = invented and source_corpus_state = n/a. CH_75 L29 "woke and turned the
realm's OWN dark mythology"; the ratified Ch-75 win is a sovereignty unseated, never a race
destroyed and never a slaughter.
the realm at Prologue height, in decline, and at war.
invading people, or any organized external host. The condition is weather. Also note the standing
reading correction: register_forbidden governs RENDERING REGISTER only and never gates violence
content or encounter lethality — a bare "no gore" negative prompt against the Ch-75 war front would
defang a surface the content bar requires to land.

invented otherworld (the rift-interior register the charter names as the open design space,
now framed by the ruled 20-rift-dungeon economy); it is NEVER built against Aboriginal
Dreaming substrate. The Dreaming keeps its full weight at Ch 57 (maximum care) and at motif
level (the Ch-68 Rainbow Serpent precedent). Josh's calibration sentence is standing doctrine
(memory: invent-when-needed-fun-calibration). CONSEQUENCE FOR THE ART FAN-OUT: boards MAY now
be commissioned for the INVENTED-otherworld substrate under the charter's normal choice-board
protocol; the MAY-NOT below stays binding verbatim for Dreaming substrate specifically.**

n/a row, for the same reason the human-world baseline gets its non-row note. T1_Vril [ACTIVE v2.2] §1.1's D-2 ruling of 2026-07-27 rules the rift dungeon a MEMBRANE-POCKET
with a player-facing verb and a ruled entrance grammar (HL_0005). The charter line is a zero-token
director edit, not a lens deliverable.
ruleset once its extent_class lands in the Wave-2 mint.
Recorded explicitly and deliberately given NO care value, so a later reader does not mint one and
break the "exactly one baseline" assertion the T-RLM-BASELINE tooth depends on.
generation_class, on Panel A only. living and unsettled mean Panel A is Lane R (rights-cleared reference) only, and Lane P on Panel B must carry a Lane-R underlay. historical
bars Lane G from Panel A and permits it on Panel B over a Lane-R underlay. invented permits Lane
G on both. With every row settled there are no unsettled road rows, so the strict default fires
nowhere and the gate stops being a bottleneck. Atlantis and the fairy realm are the ONLY
Lane-G-on-Panel-A rows in the program.
invented licenses the pixels, never thesourcing. Lane legality is not sourcing licence, and a citation that cannot resolve is a defect
while an empty one means the option is not an accurate depiction at all.
source_corpus_state = absent BLOCKS THE BOARD, NOT THE LANE. Annwn is the live instance.deity_depiction GOVERNS ART; instantiation_class GOVERNS PLAY. They are separate fieldsand a board may never be bounded by the play field.

because the timid option in a rated-M action-adventure fantasy RPG is usually the wrong one — an

ruled otherwise.

every ratified fought encounter stays fought, and the one ruling that changes what reaches a player
— the Duat's iconography — changes it in the direction of MORE rendered, not less.
