Status: labelled RECOMMENDATION for Josh. Read-only derivation from the spine's staged cast + the ratified
mechanics contract (FOUNDATION B) + the party-structure funnel (FOUNDATION C). Casting and per-companion
loyalty-model assignment are Josh's characterization canon — everything below is a grounded proposal, every
name and culture-call is flagged cardinal, and the verdict is allowed to be "do NOT promote." Honesty over
inflation is the explicit bar: three of these four clear the mandate's "rich meaning + adds value" test as
ROOTED LOCAL ALLIES and would be DIMINISHED, not enriched, by being made to travel.
Citations are [SRC: path # anchor]. T0_Character_Index is in the concurrently-mutating set, so its rows are
cited by CHAR-id/name, never by line number, per the lane rule. Every other cite is line/section-verified.

The load-bearing design claim: the mandate ("rich meaning, adds value") is satisfied for Gert, Amboko, and
Wenceslao *precisely by keeping them rooted.* They are the honest home of the assimilation mechanic — the local
who tests you, takes you in, and whom you EARN AND LEAVE IN PLACE (FOUNDATION C §3 Tier-3). Making a
present-tense-sovereign community authority or a "last practitioner" board the mothership and sail away is the
exact move each character is written to refuse, and for two of them it also breaches §17.1 elevated care. The
value is in the rootedness. Only Binti Hassan is built to travel — and she is built to travel because she is the
one whose *job is the sea.*

flagship is *her* craft's lineage; the "opt-in acquire-and-own mtepe" is seeded in her Ch 8 beat

cleanest culture→trade→station chain in the whole cast.
puzzle_routed /environmental verb (the monsoon-timing seamanship that finds the safe lane through the reef-hazard where raw

Indian-Ocean/Atlantic arc — Ch 9, the ally-conditional dhow-passage landing at Lothal in **Ch 16 (a genuine
actor-beat, CH16_B04) [SRC: docs/spine/CH_16.md # CH16_B04], Ch 17, Ch 33-37 accounted, and the Ch 38
Azores midpoint reunion on the completionist ally-path** [SRC: docs/spine/CH_38.md # Key ally NPCs]. Every
passage is "an opportunity, never a gate."
come_and_go (RECOMMENDATION; the textbook exemplar of it — FOUNDATION A Tier-2). Sherejoins on corridor/sea returns and departs by circumstance, exactly the model's shape [FOUNDATION B §5].
honest_passage_no_human_cargo (RECOMMENDATION; naming-canon → cardinal). Grounded inthe seam: she runs freight by the sea's honest law and would be undone to learn a hold carried people.
circumstance_only for the ordinary come-and-go rhythm, with ONE scripted integrity beat (below). Consistent with Ana's come_and_go shape; note the live-seed drift the contract
flags (Ana seeded major_opposition vs planned circumstance_only) — Binti Hassan is cleaner as
circumstance_only [FOUNDATION B §2 caveats].
slaver Abdallah** — if the player freed the hold (FORK_CH08_A generative), she can be brought to *learn* what
she carried and turn against it (a WAVERING→REBONDED arc, deepening); if the player's pattern is corrosive she
reads it and withdraws by circumstance. This is a covered, non-gating come-and-go beat.
home opens under her line. GE / Neutral: the crossings hold, cooler (the FORK_CH08_B "ambiguous promise").
Drifting: the recurrences cool but nothing walls. Evil: the FORK_CH08_B "take the captain's savings
and slip out before dawn" corrosive option BREAKS the ally status — the Ch 9/38 recurrences close and a
cold-read reception opens instead [SRC: docs/spine/CH_08.md # FORK_CH08_B]. Every branch reroutes (the
crossings "complete by other means") — no-dead-end honored, already built into the fork table.
the same-chapter enemy who recognizes the protagonist to hunt her [SRC: docs/spine/CH_08.md # Body prose]. In a
concealment story, a companion who sees truly and does NOT hunt is thematically load-bearing.
vessel. She is the innocent inside the supply chain — the human face of the "modern world is one long supply
chain" thesis, an entire arc before the protagonist can name it. Because she is UNAWARE, this leaks no
who-frame (reveal discipline intact).

after the childhood familiar bolted. That is a growth beat for the protagonist, witnessed.
belongs to the sea, not a continuous aboard-traveller, and the spine stages her come-and-go, never
continuously present. FLAGGED UPGRADE (cardinal, Josh's): she is the single strongest *promote-to-core*
candidate in the entire light tier — if Josh wants a for_life/invested_sticky **Trade-10 navigator to hold
the mothership's helm** (the ship is literally her craft's descendant), she is the grounded choice. That is a
casting call, presented not decided.

chooses, on his terms.
sacred, more than any of the 10 trades — a moral-teaching role, not a trade lane. Combat: none — he is inviolate
and the fight routes around him (apparatus/enforcer/forced construct only) [SRC: docs/spine/CH_41.md # Boss
structure]. When: Ch 41 only. Model: not_companion / circumstance_only. Paths: the FORK_CH41_A
ownership-direction sets only how "Gert and the CPA remember her, never a gate" [SRC: docs/spine/CH_41.md #
FORK_CH41_A] — his standing shifts, he never travels, nothing walls.

the arc's clearest statement of the assimilation mechanic's moral core: the outsider who is trusted only
because she keeps his terms exactly, "the entire distance between her and the man with the filings."

and disappear. His Ch 41 resolution is that his knowing is "written down the way he wanted it and left with his

mothership would (a) betray his authored arc, (b) breach the §17.1 elevated-care inviolate framing, and (c)
invert the assimilation lesson from "earn and leave in place" to "extract." **His value to the game is that he
stays.** Verdict LIGHT_ALLY is not a demotion — it is the honest, care-correct reading of a figure the story
built to be un-carriable.

env]. THIN-SUBSTRATE FLAG: deepening Amboko into a full traveller is book-processing-blocked (Mbuti

I verified this is a design-intent / cardinal note, not yet staged — at Ch 55 baseline Ana is present and
Wenceslao is a "held" carried tie [SRC: docs/spine/CH_55.md # Companions, Carried]. So Wenceslao is the ONE
modern rooted ally with a pre-seeded guest-arc hook.
IF Josh wants to exercise the come_and_go model on the modern Andean leg, Wenceslao is the grounded candidate
— but it is genuinely cardinal, because it requires: (a) BUILDING him aboard at Ch 55-56 as Ana's cover; (b) a
justification for a present-tense-sovereign water authority to leave the Salar — Ch 56 is Arctic/Greenland,
real travel away from the community he speaks for, which runs against the emphatic present-tense-sovereign,
"NOT a portrait," HL_0003 framing his own row insists on. My recommendation: keep him LIGHT_ALLY unless Josh
wants the guest; if promoted, the belief_axis is water_and_the_community's_ground (naming-canon) and the
travel justification must be authored to protect the sovereignty framing (he travels *for the water*, briefly,
and returns — never abandons the ayllu). Present, not decided.
