Running record of Josh's decisions as we walk docs/DECISION_DOSSIER.md one by
one. Each entry: the ruling + the follow-on action + its state. Rulings 5-7
(vision expansion) live in docs/CANON_AUDIT.md.

by Ruling 5. No decision needed on these three.

Ch 70-75 (arc-complete, resolved-into-referent). The serpent is the human
PERCEPTION of vril-in-motion; the fairy realm is not a human culture, so no
NEW discrete cultural serpent anchor is scored per finale chapter — the thread
completed its discrete arc at Ch 69 (Maatherion / World Tree serpent) and
resolves into its referent, named ONCE at the Ch 76 waterfall ("one thing
wearing many forms", THREADS L996). The absence IS the payoff (the masks come
off) AND the show-don't-tell-safe reading (a scheduled serpent beat through
Ch 70-75 would read as counting down to the reveal — CVD §17.9 hard line).
Canon writes the absences affirmatively (§8: Ch 70/74 "No other Major or Minor
Thread direct anchors"; Ch 75 "No Major or Minor Thread direct anchors"); the
range-level line "Ch 70-77: fairy realm's own serpent tradition" (L180) stays
as background atmosphere. Josh declined the optional (b) single Ch 72 Witness
beat. Feeds the #10 apply: THREAD_02 CH_70-75 = NOT_PRESENT.
SCHOOL_TECHNIQUE / INTUITION_TIER**, assigned to the 26 reward-less rows by a
link_type -> class rule (specific payoffs authored in the cascade).
tied to the health / vril / stamina meters (surfacing a link can open a
puzzle or a discovery that grows a meter); (b) LORE is never empty — a
lore reward POINTS the player toward specific puzzle unlocks, discovery
unlocks, and mystery easter eggs (it is a thread to pull, not a dead-end
codex entry). Make the whole reward structure deeper along these lines.

T4 §9.4 re-keyed (5 lines, op-type overlay preserved), the T0_Antagonist_
Network registry fixed (5 rows had WGM chapter_ids stapled to T4 description
text — self-contradictory, now consistent), Threads §7 summary re-ordered.
Ch 62 op-typing = vril_management CONFIRMED (Ch 62 = Americas, vril-site-
recall content; POLITICAL_ACCESS sector overlay unchanged). No topography
ripple (table already on WGM order).
to "Underwater Sites" is clean, but T4 L411 / §2.5 / T0_Hard_Lines also
anchor a "pre-fall Atlantis first-manifestation" construct to "Ch 64" — and
CVD §17.7 puts Atlantis at Ch 66. So the construct either (a) re-homes to
Ch 66 Atlantis, or (b) stays at Ch 64 as an Underwater-Sites-adjacent
consciousness anchor decoupled from the Atlantis label. Hard-line-flagged
construct placement = Josh's call. The Ch 64 edits (T4 L411, Antagonist
NW_0059, Threads Atlantis clause) are held pending this ruling.
