BE_0013 — Cornelis Steenberg, the man of the mountain: the account he gives and the one he keeps (THE HUMAN REGISTER, corrupted and SELF-JUSTIFYING)

CANON SUBORDINATION — this document is PROPOSAL-TIER: it serves canon and never outranks it.
The canon: the CVD · the T1 foundation docs · the T0 registries (registries/) · the spine
(docs/spine/CH_*.md) · the region pages (_source/02_Tier_2_Region_Pages/). Authority order: docs/DOC_MAP.md § 0.

STATUS: PROPOSAL-TIER design sheet. It is the HUMAN REGISTER (doctrine §3A) on the slice's LAST MAIN

BOSS, at the CORRUPTED-AND-SELF-JUSTIFYING pole (§3A.1) — and it is the pole's first instance whose

own private record ANNULS the account he gives out loud, which §9 boards as a variant rather than a

new pole. It is also the first sheet in the lane that COMPOSES rather than designs: two of its three

phases are its siblings' territory (BE_0013_S1, the MACHINE register; BE_0013_S2, the human

register's wage tier), and this sheet builds the SEAM between them instead of re-designing either.

It cites canon rows and writes none.

CENSUS NOTE, stated because the demand for this sheet is not where the demand for the leg-8 sheets

was. BE_0013 is NOT a row of the 224-row landed census (RECENSUS_L8.json): it is already routed,

mesh_pipeline_type = metahuman and mesh_tags.morphology = bipedal, on the row and on CHAR_0095

and on NW_0011 alike. The demand for this sheet comes from the INDEX worklist

(docs/proposals/bestiary/sheets/INDEX.jsonworklist_remaining.boss_rows_through_ch13), which

carries BE_0013 as an unsheeted boss row through Ch 13. §2 is therefore not filling an empty

column; it is making a populated one CHECKABLE, which §9 records.

on the land, it inverts it — a reef is followed down and a pipe emptied upward, and the spoil comes

4. elevation

ONE-LINE SILHOUETTE READ: a figure carrying a book, in a works where every written surface is in his

handwriting.

THE READ WAS RESTATED RATHER THAN THE RANKING RE-CUT, and the reasoning is recorded because the

doctrine's budget rule is that the PRIMARY axis produces the read. The first draft's read — "the only

man in the works standing above it" — was produced by the A10 axis and by a POSITION, and position is

not one of the ten: where a man stands is staging, and the human register puts the elevation on

equipment, craft and state. Two tests separate the candidates and both point the same way. The

DOCTRINE'S OWN TEST, what a player would name if asked what the thing was: they would say the man who

wrote it all down, not the man who stood on a deck. And the TIMING TEST: the mark is present from the

first beat of P1, on pegs, four beats before he is, while the absent closing motion only becomes

visible in P3 and is therefore a fight property rather than an identity. A9 stays PRIMARY and the read

now names its carrier — the book is the mark's object, and it is what makes the mark legible in black

fill at any distance, which is the only thing a silhouette can carry of a script.

THE HUMAN REGISTER, AND THE ELEVATION BUDGET IS ZERO ON ANATOMY. Nothing about this body is enlarged,

distorted, scarred or made to look like what he does. Equipment, craft and state carry the whole read.

THE POLE, NAMED: CORRUPTED-AND-SELF-JUSTIFYING (§3A.1), and its checkable design law binds every line

below — THE CORRUPTION MAY NOT BE VISIBLE ON HIS FACE, the elevation lands on an occupational mark

rather than a sinister one, and the encounter must let him make his case out loud. The kit already

supplies the last of those as ability 17, The Ledger Defence: he answers the accusation in company

language, and its counter class is neutralize rather than a dodge. A man who looks corrupt has been

let off, and this row is the one where that would cost the most, because the chapter's whole argument

is that the harm was administrative.

THE VARIANT, AND §9 BOARDS IT RATHER THAN MINTING A POLE. The fourth pole's law is that he has a

coherent account of himself AND HE BELIEVES IT. Steenberg gives the account — in company language, out

loud, on the deck — and then goes home and writes, in his own hand, that he knows precisely what he is

doing and will do it again tomorrow [CH_13 § Body prose L31]. The account and its refutation are both

his, and the second one is the encounter's WIN CONDITION. He is not the third pole either: the third

pole knows exactly what he SERVES and chose it, and this man is UNAWARE and serves a company he

believes is the top of the chain [NW_0011]. Call the variant SELF-DOCUMENTING. Its design consequence

is exact and it is what makes the fight work: HE IS NOT HIDING THE DIARY. It is on the deck, it is in

the same hand as the pay list, and he has never once thought of it as evidence — which is why taking it

is a decode rather than a heist, and why the chapter's evidence-loop opens here and not at Ch 9.

PRIMARY — A9 THE MARK, AND IT IS THE HAND. One high-contrast, instantly readable identifying feature

and one only: a round, even, unhurried script, ruled to a line, that is on EVERY written surface in

this operation. The survey pegs on the escarpment at P1. The chalked timetable board at the head of

the stamp floor. The labels on the assay trays. The pay list at the compound gate. The ledger on the

deck rail. The diary. MECHANISM: one man's trained penmanship applied to every written surface of an

enterprise, so that the operation's whole paper texture is a single hand — and a ruled line of even

letters is the only ruled straight thing in a landscape of basalt, scree, fynbos and unsquared rock.

It identifies him as a CLASS of mark at any distance and in any light, it needs no HUD and no

glossary, and the player has been reading him for four beats before they meet him. It is also the

encounter's own win object: the row's win activates the evidence-journal on HIS OWN HARD RECORD, and

what makes the record his is the hand. The doctrine's rule is that one is the number, and this sheet

carries exactly one — §9 records the deliberate refusal to make the sjambok a second.

SUPPORTING — A5 AGE AND STATE, AND THE STATE IS TWO FACTS THAT SIT BADLY TOGETHER. He is RESTED and

his hand is DIRTY. Every other body in the works is on the machine's clock — dust-coated, breathing

shallow, on a shift — and he has slept, eaten, been shaved and changed his collar. The one mark of

work on him is on the writing hand: the drag of wet ink along the side of the little finger and the

heel, the specific stain of a right-handed writer working late by lamp. MECHANISM: the absence of the

occupation's own deposition where that occupation is universal, plus the presence of a DIFFERENT

occupation's mark. This is deliberately the inversion of the pole's founding instance rather than a

repeat of it — BE_0009's hands are clean because the master of the written word does not write, and

Steenberg's are inked because the master of the works does nothing else. It is also deliberately

distinct from BE_0013_S2, whose A5 state is clean CLOTHES on a dusty floor: the overseer's absence

is rock dust, and Steenberg's presence is ink. Three men, one law, three readings.

SUPPORTING — A3 ARMORED AND BREAKABLE REGIONS, TRANSPOSED ONTO THE LOAD PATHS HE SPECIFIED. Not one

breakable part in this encounter is on his body, and every one of them is on something he drew.

MECHANISM: mechanical and structural load paths with no redundancy, in an operation whose engineer is

the man standing on it — which is why the fight's whole vocabulary is his own machine turned around,

and why the kit's turf line reads that he built the arena. The three currencies are met part for part

in §6. The transposition is honest rather than decorative for the register's own reason: courage,

numbers and desperation on the floor restore nothing once a member is gone.

SUPPORTING — A10 NEGATIVE SPACE, AND THE ABSENT THING IS THE CLOSING MOTION. He does not come down.

Every other antagonist in this chapter crosses to the player: the overseer steps onto the floor, the

broker runs for the gate, the night-lion lunges, the taking party's escort comes down onto the shelf.

Steenberg's encounter is a man who never descends until the deck is taken out from under him.

MECHANISM: a fighter with the approach removed — a gait with the beat toward you missing. It reads in

silhouette from the first frame of P3, it is legible as a decision rather than as cowardice because he

is entirely composed while he refuses, and it is the reason the deck's supports are a part rather than

a set piece: the kit's own legibility gain on that break is that he has to fight on the labor floor,

among the people he has been calling at.

MECHANISM ROLL-UP, per the doctrine's requirement: A9 is one trained penmanship on every written

surface of an operation; A5 is the absence of the works' dust plus the presence of a writer's ink; A3

is structural load paths with no redundancy on members he specified; A10 is a body with the closing

motion removed. EMISSION: NONE FROM HIM, with two named and lawful exceptions that both belong to the

light law's first emitting family — the BOILER's fire door and furnace light on the floor below, and

the shaded LAMP on his desk at night, each combustion with visible fuel, a colour that tracks

temperature and ash that cools to dark. He reads by being LIT — from below by the works, from one side

by a lamp, and against the high-veld sky on the cliff at P1 — and by occlusion, which is why §8 briefs

his hero plate as a figure against light he did not make.

5. articulation_delta

This block is therefore about what the ANIMATION, SIMULATION and PROP lanes owe, which is where a

human-register sheet's build cost actually lives.

forearm-driven with the wrist free and the whole hand travelling the line; the pen is a dip pen and

it is CHARGED, wiped and returned; and the ink drag on the little finger is a material state that

accumulates across a scene rather than a texture that is always on. The player has to be able to

watch him write and believe the pegs, the board, the pay list and the diary all came out of that

hand, because that belief is the mark.

letterform, one slope, one rule spacing — applied across every written surface in three zones: pegs,

board, trays, pay list, ledger, diary. If two lanes author two hands, the encounter's identity is

gone and no line of dialogue will recover it. This is a single shared asset with six consumers and

§9 files it as such.

rail, micro-motion in the fingers only, held against a floor where every other body is in continuous

labour. An idle that reads as "waiting for input" destroys the identification in §2, exactly as it

would have on BE_0013_S2.

rather than sweeping. It must be legible from below at the deck's height, because it is how the

player learns they are being measured.

RE-BUILT. Attachment: the hand. Travel: one span, unbounded direction, tension its only state. What

differs is authored on top of the same asset and is a per-instance parameter rather than a second

asset: the WIND is identical and the RECOVERY is longer and less controlled, and the design's pass

condition is that a player who parried the overseer can parry this and a player who reads the

recovery gets a longer punish window than the overseer ever gave.

D1_COLLAPSE armed, loaded_potential = structural and enemy_usable TRUE, so both sides may

bring it down. What the asset lane owes is a staged failure — the deck leans, then drops, then

becomes floor — because the encounter's A10 axis pays off in that motion and a cut-to-black would

spend it.

of P3, it is legible as a book in silhouette, and at the win it is taken. It is not a pickup icon,

and the journal's activation reads as a physical transfer.

encounter inherits both rather than authoring them: the pressed labor from EG_0217 and

BE_0013_S2 §5, and the company men on the gantry from the same sheet's enforcer class. The player

must tell a worker from a company man from Steenberg in ONE FRAME at distance, because §6 gives all

three different answers and one of the three is not a target at all.

EG_0206, EG_0203 and EG_0204 are hard_blocked, enemy_usable FALSE and verbless, with

env_boss_verb_disabled TRUE on all three. No ability of his, no hazard, no collapse, no

stray physics object and no player action reaches the painted shelters, the panel pocket or the

ascent corridor's own rock. P1's armed surface is EG_0205, the mine's own encroachment works, and

§6 states the consequence.

6. fight_grammar

VERBS ARE STRIKE AND DECODE, axis 45/25/30, blended and Patterns-forward and never 100-0-0

[CH_13 § Boss structure L99]. The row's counters, verbatim: the steam-vent burst answered by timing or

a Heat Shield; the whip-call answered by a parry or by distance. Three phases, evolve-not-swap — the

row's clause is that MACHINERY HAZARDS PERSIST INTO THE DUEL AND THE OVERSEER WHIP-CALLS RUN ON THE

MACHINE-TIMINGS JUST LEARNED, IMPORTING THE PRESSURE, NO NEW ATTACKS. This sheet does not restate the

kit's eighteen abilities; it supplies the bodies they originate in, and it builds the SEAM the row's

clause asserts.

THE ENCOUNTER'S STRUCTURAL IDEA, AND IT IS THE ONE THE WHOLE CHAPTER WAS BUILT TOWARD: THE PLAYER

LEARNS A MAN'S MACHINE FOR TWO BEATS AND THEN USES IT ON HIM. Nothing in phase 3 is new. Every timing

in it was taught for free, every answer in it was earned on somebody else, and the boss's own

contribution is a position and an argument. That is why the axis is Patterns-forward on a boss who

barely fights: the patterns are the works.

The seam — what P3 inherits, and from whom

THE ROW ASSERTS AN INHERITANCE AND NOTHING IN THE SCHEMA EXPRESSES IT, so it is written here as a

build contract. The region page rules the machinery authored as a timing system before it is authored

as a mesh, because three encounters read from it [south_africa.md § 17], and those three are

BE_0013_S1, BE_0013_S2 and this row's P3.

at P1 from the escarpment as a release on a fixed period into empty air; ability 5 is the same vent

aimed with its gap halved at P2; ability 12 is the whip-call landing "on the beat the vent used" at

P3. The battery's drop order is a SECOND rhythm, BE_0013_S1's own, taught and spent at P2. The

seam runs on the first of the two, which is why it survives the machine part-break the row's win

condition requires.

lagging above the walkway darkening with condensate, a wetting-darkening read rather than a light

one [BE_0013_S1 § 6]; the crush lane's telegraph — the floor plate moving a full beat before the

stamp, because the feeder cam is keyed one beat ahead [BE_0013_S1 §§ 2, 6]; the missing-beat

readout, the HUD-free scoreboard [BE_0013_S1 § 6]; and the whip-call's wind-past-the-shoulder

parry frame with its longer wind than recovery [BE_0013_S2 § 6]. Not one is re-designed here.

now arrives from above or from an elevation they cannot reach, and every answer is the same answer

with the angle changed. That is evolve-not-swap performed structurally rather than asserted.

property. BE_0013_S1's economy has three parts — the relief, the belts and the load frame — and

only the last is required for win_condition = PART_BREAK. The relief and the belts are OPTIONAL at

P2, so the arena Steenberg fights in is the player's own leavings, and P2's thoroughness is legible

in P3's air.

makes P3 cooler and quieter — and takes the CLOCK away with it. The kit's own subtraction table

rules that the relief's break kills abilities 1, 5 and half of 13, and it does NOT kill ability 12:

the whip-call still arrives on the vent's period, but the period is now MEMORY rather than sound.

The row's words are exact and this is what they mean — the timings are "just learned," which is a

thing in the player and not a thing in the building. A player who silenced the works has to keep the

rolling beat ends [BE_0013_S1 § 6]. At P3, ability 18, the WORKS stops — the boiler goes cold and

the headgear's free sheaves finally run down, which BE_0013_S1 § 5 already specified as members

with real inertia. The noise the chapter has carried since its first minute leaves in two pieces,

and the encounter ends inside the second one.

The reading of the P1 leg, and the surface it is armed on

P1 IS A BOSS PHASE ON PROTECTED GROUND AND IT IS ARMED ON THE WORKS RATHER THAN ON THE RANGE. The

amphitheatre's own rows are hard_blocked and verbless — EG_0204, the ascent corridor and scree chute,

carries attack_verbs = none and env_boss_verb_disabled TRUE; EG_0203, the painted gallery, the

same; EG_0206, the panel pocket, the same with ten hard-line references. The ONE armed surface on

that leg is EG_0205, the mine's own encroachment works — headframe staging, blast store and spoil

run, D1_COLLAPSE;D2_IGNITE, fuel:flammable, enemy_usable TRUE, permanent.

THE DERIVATION, AND IT IS ALSO THE BETTER DESIGN: THE ROCKFALL IS THE MINE'S, NOT THE MOUNTAIN'S. The

dust that comes off a face before anything else does comes off the blast store's cut and the headframe

staging's bench; the footing that starts travelling under the player is ENGINEERED SPOIL tipped over

the lip, not the escarpment's own scree. That is the region page's own topography — the spoil comes

out as engineered hills that were not there [south_africa.md § 1] — and it is the chapter's own care

framing: the fight is against the mine works driven into the sacred range, never the /Xam whose

shelters it defaces [CH_13 §10 CH13_B04 L127]. It also makes P1 a boss phase rather than a traversal

segment, because every hazard on the climb is a consequence of this man's operation, and his MARK is

already on the ground in front of the player. §9 files the kit's body-origin wording on abilities 2

and 3 as the edit that follows, and the kit lane owns it.

re-designed here), ARCHITECTURE (the office deck's supports), and EQUIPMENT (his journal). ZERO parts

are on his body, which is the human register's own consequence rather than a gap. BE_0013_S6 raised

the two-home case; this row is the three-home case, and §9 files it. Silhouette fractions are given as

fractions of the ARENA for the machinery and architecture parts, per that section's rule, and of HIS

OWN silhouette for the equipment part.

ONE SHAPE, ONE ANSWER, AND THE DISCRIMINATOR IS A HEIGHT. Three of phase 3's shapes are a man

signalling and they carry three different answers, so the sheet states the rule that separates them

rather than leaving one silhouette carrying three: THE ORIGIN'S HEIGHT IS THE READ. Floor level, a

whip-call from an overseer: PARRY. Deck level, his own arm: DODGE. Gantry level, men answering a

spoken order: COVER. The heights are fixed for the whole phase, they are legible in black fill because

the arena is a building of stacked horizontals, and the rule is TAUGHT IN PHASE 1 — the watch post's

lamp on the cliff line is company men at height and its answer is cover, four beats before it matters.

The fourth phase-3 shape, the answer in company language, is not a motion at all: nothing commits, no

body moves, and its answer is evidence rather than movement, which is a different channel entirely.

PHASE 1'S OWN PAIR IS DISAMBIGUATED THE SAME WAY, AND THE DISCRIMINATOR IS WHERE THE MOTION IS. Both

of the climb's hazards come off the same operation and they carry different answers, so the sheet

states the rule rather than letting one shape hold two: THE GOING FACE moves ABOVE the player and

nothing under them has changed, which is a dodge; THE TRAVELLING GROUND moves UNDER the player and

nothing above them has, which cannot be dodged at all and is answered by breaking off the line. Above

or below, and never both at once — the two are authored to be separated by a full beat so the pair is

teachable rather than a coin flip, which is the same cheap-lesson-first discipline the vent cycle gets.

THE INHERITED SHAPES ARE NOT RE-TAUGHT AND THAT IS DELIBERATE. The floor plate, the vent's darkening

lagging and the whip-call's wind all arrive at P2 and P3 with their lessons already paid for. A player

who skipped nothing has three free answers in the duel; a player who rushed has three unfamiliar

shapes at once. That is what a chapter-long teaching order is FOR, and it is the reason the cheap

lessons were free.

THE DELIBERATE CROSS-ENCOUNTER LESSON is the borrowed tempo. BE_0013_S2 § 4 rules that the overseer

has no rhythm of his own and moves on the battery's beat; BE_0013_S1 § 6 teaches the player to hear

a hole in that rhythm. At P3 the battery is DOWN and the calls still arrive on time, kept by men in a

silent building. The chapter's cruelty and its answer are the same fact: the works stopped and the day

did not.

seized open or the run cut at the gantry; break event is one long release and then nothing;

permanent subtraction is the vent cycle, the aimed steam burst and half the persisting hazards going

cold across THREE ENCOUNTERS rather than one; legibility gain is that the plume over the works stops

and is visible from the labor floor, the compound gate and the escarpment; the material is brass

fitting. The trade is stated in the seam block above and it is real: this break buys safety and

costs the clock.

machine's largest single visual fact, BE_0013_S1 § 6): break threshold is the frame run against a

jam until the cam shaft binds; break event is the pitch dropping and staying down; permanent

on the floor): break threshold is a support taken at the foot with the deck loaded, which EG_0219

arms as D1_COLLAPSE for both sides; break event is the deck leaning, then dropping, then being

floor; permanent subtraction is the office deck and the called volley losing their elevation, which

removes the whole cover answer class from the encounter; legibility gain is the largest in the

fight and it is the A10 axis paying off — HE HAS TO FIGHT ON THE LABOR FLOOR, among the people he

has been calling at; nothing is harvested.

rectangle any figure in this chapter's combat carries): break threshold is the book reached, on the

deck or on him; break event is that he stops answering in company language; permanent subtraction is

the ledger defence, which is the only shape he has that is not somebody else's; legibility gain is

that the company men on the gantry stop taking his orders; the material is THE JOURNAL EVIDENCE,

which is what the chapter came for and which is evidence rather than loot.

ESCALATION on the four channels, obeying the tighten-don't-add clause:

the one §2 sets up: HIS HANDS LEAVE THE RAIL. They have been on it since the player first saw him,

and the encounter's clearest state change is a man letting go of the only thing he has held.

and the mechanism is physical: the battery has stopped drawing steam. His own breath never becomes

panic and never becomes exertion; the design instruction is that he is not out of breath at any

point in this encounter, because he is not doing anything strenuous, and that is the read.

THIS CHANNEL, both of them care rulings recorded in §7: he never monologues and never explains

himself to the player except in the one authored shape that is the pole's required beat, the answer

in company language; and the command-Zulu he uses on the floor is HIS deficiency and never the

language's.

becomes the opener: the same body, the same period, at a shorter distance from the player.

THE OPENER AND ITS VARIANTS: the root is THE VENT CYCLE — free, harmless, unmissable, and the whole

encounter's clock stated once on a cliff. The aimed burst is the vent cycle with the player in it. The

whip-call from the floor is the vent cycle with a man on it. The word on the gantry is the vent cycle

with an order on it. Four beats, one period, three phases.

RELOCATION AND TURF: HE ENTERS above everything, on a deck he had built. HE RELOCATES only along its

40 metres. HE LEAVES when the works do. What he does to the arena is that HE SPECIFIED IT — the load

paths the player breaks are on his own drawings, the timings they learn are his machine's, and the

encounter's whole shape is a man being disassembled by his own engineering. At P1 he is not present at

all and his MARK is, which is the same fact seen from below.

WIN: win_condition = PART_BREAK;REDUCE. The machinery part-broken into an HP finish, the pressed

labor freed, and the evidence-journal activated on his own hard record — the canonical Ch-13 handoff,

and character_engagement_node phase=P3;verb=witness;integrity_routed=false names the register the

last beat is played in: the player WITNESSES rather than judges, and no integrity valence is written

by it. LOSS: he retains partial schematics and the run makes a Truth and Reconciliation and

ANC-resistance contact, so the thread advances on death as well as on the win and the Ch-41 door opens

either way [south_africa.md § 19]. No fail-wall.

7. care_read

= institutional_structure_participant, and the row's sources` cell states the routing in terms:

the colonial extraction apparatus, never the /Xam, Griqua, amaZulu, Shona or freed-slave

communities. §17.1 protection is COLLECTIVE — it protects a living community from being cast as

villain, defamed or made the target — and every one of this chapter's protected communities stands

on the VICTIM side of this extraction [HL_0003; CH_13 § Protected-chapter combat framing L226;

§ Decisions surfaced L307]. HL_0003 in its own words: the narrative antagonist routes through "the

Velheim or occupier apparatus, complicit brokers, states, and institutions, corrupted individuals,"

and the protection "does not render individual members mechanically un-attackable, and it never

sanitizes toward rated-G."

violence against human NPCs is core gameplay and that maturity is delivered as weight and

consequence rather than as a kill-ban, with the only floors being genocide-as-goal and the banned

content classes. win_condition = PART_BREAK;REDUCE ends in an HP finish [CH_13 §10 CH13_B11 L159],

the row carries no has_nonkill_path and no defeat_protected, and this sheet adds neither. Nothing

about this encounter is defanged and killing him is not priced — §7's anti-timid pass records the

refusal to price it.

that the workings are an apparatus that outlives its operator: break Steenberg and the shaft, the

compound, the labor contracts and the share register are all still there for a successor to fill,

which is exactly what the Ch-41 revisit reads [south_africa.md § Zone Catalog L134-142]. That is why

the row's win is the RECORD and the FREED LABOR rather than the body, why the durable write is a

mark on the mine's labor-record carried forward to Ch 41, and why the chapter's new power is

documentation. The encounter says this without a line of dialogue: the works keeps running through

most of the duel, and the thing the player carries out is a book.

is the labor floor, the compound gate and the pressed-labor line, and the people on it are people. No

ability of his is authored to harm them for atmosphere, no failure state of the player's harms them,

and the chapter's win frees them [CH_13 §10 CH13_B09 L149-152, CH13_B11 L159]. The A10 axis's payoff

is built on that: when the deck goes, he is standing among them, and the encounter's last minute is a

man who has never been at their level having to be.

DIRECTIONS BECAUSE THIS IS WHERE A CARE RULE AND A TIMID RULE LOOK IDENTICAL. Canon carries it

twice: Cape Dutch and Afrikaans at home, colonial administrative English on the page, broken

command-Zulu on the floor [T3_Supporting_Characters § 3.13 L537; south_africa.md § 12]. THE

DEVIL'S-ADVOCATE READING, TAKEN SERIOUSLY: a European rendering an African language badly is one

frame away from reading as mockery of the language, and a lane could reasonably want it dropped.

THE RULING: it is KEPT, at full weight, because it is the sharpest possible statement of the

relationship — a man who learned exactly enough of a language to give orders in it and never one

word more — and dropping it would be care-tier inflation removing canon's own best characterisation.

THE CONSTRAINTS THAT MAKE IT SAFE ARE STRUCTURAL AND CHECKABLE, not editorial. The deficiency is

HIS: the chapter's isiZulu at full fluency and full dignity belongs to Nkosana Mthembu, whose

register is isiZulu ceremonial [T3_Supporting_Characters § 3.13; CH_13 § Key ally NPCs L207], and

the player hears that BEFORE they hear this. No player-facing string renders any African language

phonetically as comedy, no laugh is staged on his pronunciation, and the localisation discipline the

region page binds applies unchanged — every string in a string table, click characters part of the

spelling and never normalised away, and no period exonym on any player-facing surface

[south_africa.md § 17].

Der Berg" is canon and stands [CH_13 § Decisions surfaced L306]; this sheet names no real mine, no

real company, no real financier, no real administrator and no real share issue, and it authors no

compound regulation or wage figure, because the corpus holds no Witwatersrand working practice at

all [south_africa.md § 16] and anything else would be general knowledge dressed as citation.

laws' world and the sorting written into law are the documented record, and the region page rules the

posture for all of it: care means weight and not omission, the hard material stays, and the colonial

and apartheid history is presented as the documented record holds it [south_africa.md § 4, § 18].

Nothing here is softened into a generic factory and nothing is turned into a lecture.

the standard attended route. There is no folklore being, no condemned register and no sacred subject

among the adversaries in these three beats; the elevated-care parties are the pressed workers, the

communities they belong to, and the sacred range the works stands on, and each is protected by the

routing, by the firewall in §5 and by the chapter's framing rather than by any tier placed on him.

living community in any plate. The pole's design law is the route's hard rule and §8 carries it: he

must look like a competent administrator, and any drift toward a sinister-looking colonizer villain

would weaken the encounter and quietly tell the player that this only happens when someone looks like

this. No plate in this set is briefed from a "colonizer," "villain," "cruel overseer" or "evil

industrialist" prompt of any kind, because that prompt class is exactly where a generator's

stereotype lives and it would defeat the row's own pole at the first step.

(1) THE DIARY'S CONTENT WAS NOT MADE AMBIGUOUS. Considered: leaving the record open to inference so

the player must assemble the guilt. REFUSED, and refused as the timid option wearing a craft

rationale — canon states he writes that he knows precisely what he is doing and will do it again

tomorrow [CH_13 § Body prose L31], and an ambiguous diary would hand him back exactly the deniability

the chapter exists to remove. What IS refused is the staging: no confession monologue, no read-aloud

cutscene, no villain explaining himself to the player. The player reads pages, in his hand, as

entries, and the horror is that they were written as administration.

(2) THE SJAMBOK WAS NOT MADE HIS MARK. Considered: giving the chapter's main boss the chapter's

strongest object. REFUSED on the doctrine's own one-mark rule and on non-contradiction with a landed

sibling — BE_0013_S2 claims the sjambok as its A9 and builds a trained craft around it, and a

second carrier would leave both rows with half an identity. What he gets instead is the object

without the craft: the kit's ability 15 stands, the wind is the same, and the recovery is worse. The

devil's-advocate reading is recorded fairly — a main boss with a borrowed weapon can read as less

dangerous — and the answer is that the danger in this encounter was never in his arm.

(3) THE KILL WAS NOT PRICED. Considered: costing the player something for killing him rather than

taking him alive, as BE_0009's blade route costs a disposition. REFUSED. The row prices nothing,

the chapter's one durable direction-set is FORK_CH13_A at CH13_B08 and lives elsewhere

[CH_13 §10b L179-189], and adding a moral tax on a permitted act would be this lane inventing care

the canon did not ask for. He is killable, uncomplicated and unpunished, and the game does not

comment.

(4) NO VIOLENCE BY HIM AGAINST A WORKER IS STAGED ON SCREEN. Considered and REFUSED, and the reason

is not squeamishness — it is that a struck worker would give him a PASSION, and the entire read is

that he has none. The one time he uses the whip is on the player, who can answer. The system's

brutality is shown in full through the compound, the line, the pay list and the overseer's own beat

at CH13_B09, where the player is present and can act; what is refused is spending a person as

atmosphere, which is the same refusal BE_0013_S1 § 7 recorded on the same floor.

the surveyor's sight, the rail-hold, the untrained whip recovery, the height rule that separates

phase 3's three shapes, the survey pegs on the escarpment, the deck's supports as a part, the

two-stage silence, and every tell shape in §6 are INVENTED BY THIS SHEET and are the game's own. The

name and its ruled reframe, the diary and its self-awareness, the three-register voice, the day's

rhythm, the office, the persona's Dupont escalation, the routing ruling, the phase clause, the

metronome ruling, the timing-system build ruling, the floor dimensions, the inverted-topography read,

the apparatus-outlives-its-operator reading, and the win and death rewards are CITED. The actual

working practice of a Witwatersrand stamp battery and compound is NEITHER cited nor claimed and is a

boarded acquisition (§9).

reference or a pattern token, and the row's own awareness value is the design constraint rather than

a label: he is UNAWARE, "an institutional participant rather than a knowing vessel, the family

needing only the structure and not the man's belief" [CH_13 § Mechanical anchors L262; NW_0011].

The display name is "Steenberg, the superintendent" — a surname and a job, and no title of the

family and no epithet the arc later uses. THE ONE LIVE HAZARD IS HIS CORRESPONDENCE, and it is ruled

here: his midday letters go to INVESTORS and DIRECTORS, the chain above him is commercial, and no

name, letterhead, crest or phrase in the ledger, the diary or any spoken line reaches a pattern. He

believes the company is the top of the chain, which is what UNAWARE means and which is also,

conveniently, the reveal-safe reading [HL_0043; CH_13 § Boss structure L104; § Three-layer

surfacing L239]. The journal that leaves this encounter is evidence about a MINE.

plume gone, dust settling, the engineered spoil hills in the middle distance and the escarpment

standing behind all of it. The win state, at the same fidelity as the hero read, because the

encounter's whole argument is the comparison between PLATE A and this frame.

HARD RULES ON THIS SET, WRITTEN AS THE FRAME'S OWN CONTENT: every plate's subject is an industrial or

administrative one; every written surface in every plate carries the SAME hand, the same slope and

the same rule spacing; the man in every plate is an ordinary competent professional who could be

mistaken in PLATE A for the engineer he trained as, lit by light he did not make; every worker in

frame is a person with a working day, at their own distance, occupied with their own task; every

crate, tray and document in frame is plain company material; the frames of this set are bounded by

the works, the spoil and the open high veld, and the painted shelters, the panel pocket, the ochre

surfaces and the ascent corridor's own rock stay outside every frame at every depth of field; and

PLATE H is mandatory rather than optional, because a boss whose win is a silence has never drawn its

own ending without it.

a doctrine finding for §3A.1. The pole's law is that he has a coherent account and BELIEVES it; this

man gives the account in company language on the deck and refutes it in his own hand every night,

and the refutation is the encounter's win condition. He is not the third pole either, because he is

UNAWARE and does not know what he serves. The variant's design law is as checkable as the pole's:

the account is spoken and the annulment is written, the written one is not hidden, and the encounter

must let the player read both. It is highly reusable — every Category-8 institutional participant who

keeps a record inherits it, and the arc has many. THE DOCTRINE LANE OWNS THE EDIT; this sheet names

the pole as SELF-JUSTIFYING and records the variant rather than minting a sixth pole.

the load frame), ARCHITECTURE (the deck's supports) and EQUIPMENT (the journal). BE_0013_S6 raised

the two-home case four rows ago; this is the three-home case on a MAIN boss, and the shape is now

general rather than exceptional: a human antagonist embedded in an operation has parts wherever the

operation has them. §2.4 should say that a sheet may declare more than one home and must declare all

of them. The doctrine lane owns the edit.

THE DEFECT. The Rockfall Line is bodied on "the basalt escarpment above the approach" and The Scree

Chute on "the ascent corridor's own footing"; EG_0204 is hard_blocked, attack_verbs = none,

enemy_usable FALSE and env_boss_verb_disabled TRUE, and the only armed surface on that leg is

EG_0205, the mine's own encroachment works, blast store and spoil run. No ability needs to change —

the fix is a body-origin wording change on two cells, from the mountain's rock to the mine's cut and

its engineered spoil — and the corrected read is better besides, because it makes P1's hazards a

consequence of this man's operation and keeps the care framing that the fight is against the works

and never the range. THE KIT LANE OWNS THE EDIT; this sheet does not make it.

REQUIREMENT ON TOP. BE_0013_S1 § 9 boarded the ownership; this row is the consumer that SPENDS it

and adds the harder half — P3's arena is a function of WHICH of BE_0013_S1's optional parts the

player broke at P2, and nothing in the registry expresses "this row inherits that row's broken

parts." Three rows sharing one clock and one damage state is a shape the schema cannot see, and if

the three are built by three lanes the chapter's single best idea dies quietly.

tighten_telegraph, and the reason it is empty is that no existing value fits. This row's escalation

is neither a tighten nor a multiply: it is an IMPORT — the row's own clause says the duel adds no

attacks and inherits two encounters' pressure. The value the row wants is something like

import_prior_pressure, and minting it is the registry lane's judgement and not this one's.

siblings carry values. The spine rules the duel "ends by part-breaking the machinery into an HP

finish" [CH_13 §10 CH13_B11 L159] and the win condition is PART_BREAK;REDUCE, so the honest values

look like FALSE and FALSE — but that is a registry judgement and this lane does not make it.

institutional_structure_participant` is doing the work, and the registry lane should decide whether

human antagonists take an ontology class at all or whether target_type supersedes it for this

any of the eight meanings the lane has now recorded.

becoming his) plus a second authored register (the answer in company language) plus two hard care

constraints (never a monologue; the command-Zulu is his deficiency and never the language's). Those

constraints belong on the row where a voice lane will read them, not only in a sheet. This is the

seventh consecutive chapter in which this column turns out to be load-bearing.

NW_0011 alike — and this sheet's §2 is what makes that value CHECKABLE rather than asserted. The

census that ordered the leg-8 sheets measured the base_species block as the only surface on the

boss registry answering skeleton, stance, gait and resting silhouette; this row shows the other half

of that finding, which is that a populated morphology cell says nothing about whether any surface

anywhere describes the body. The registry lane owns nothing here; the finding is for the census

instrument.

pegs, a chalked board, assay labels, a pay list, a ledger and a diary, across three zones and three

encounters. It is cheap, it is the row's whole identity, and it is exactly the class of thing that

gets authored six times by six lanes. It should be scoped once, like the compliant-member simulation

and the drilled-soldier asset before it.

worth recording because it is the first time the orphan has PAID. A running cable (BE_0009_S1), a

drive belt (BE_0013_S1), a hide whip (BE_0013_S2) and a fall (BE_0013_S6) are one physics

requirement; this row needs the whip again with one parameter changed. Built once, it now serves two

encounters in one chapter with no new asset.

BLOCKER, and this row is its second consumer after BE_0013_S1. The region page lists it as a

deep-research target [south_africa.md § 16]. What the acquisition would change is §2's trained ranges

and §8's PLATE B and PLATE F; §6 and §7 stand whatever it says.
