STATUS: PROPOSAL-TIER design sheet. It is the lane's FIRST BOSS WHOSE SUBSTRATE IS ZERO ON THE

ANTAGONIST'S OWN SIDE — the protected cultures of this chapter are the best-attested in the belt and

the extraction machine the chapter is about has no processed source at all — which inverts the Ch-8

corpus problem and is named on the sheet's face rather than absorbed. It is also the HUMAN REGISTER's

FIFTH POLE: not deceived, not knowing, not self-justifying, but a man for whom no question has ever

arisen, which the row's own awareness_category = UNAWARE is the registry's data home for. It cites

canon rows and writes none.

what he gets instead is EQUIPMENT, CRAFT and STATE.

and habit.

His documented training is SOCIAL — a cultivated man with a European social circle, wine, and a

private library, whose day's other half is a rubber quota [BOSS_PERSONAS # BE_0011]. His trained

ranges are a drawing-room set: the composed seated hold, the turn from the waist rather than the

shoulder, the hand that offers and the hand that signs, and a pace that never changes. He has a

formal fencing guard and a sidearm and neither is a soldier's — the sabre lunge and the late revolver

draw in the kit are a gentleman's arms used seriously [KIT_BE_0011 abilities 15-16].

AND NEVER LABOURS. He is the only person at the station whose pace is the same in both phases.

hands empty, looking at the work rather than doing any of it [KIT_BE_0011 silhouette read].

3. lore_source

THE HONEST STATE OF THE EVIDENCE FIRST, BECAUSE IT GOVERNS THIS SHEET MORE THAN ANY OTHER IN THE

CHAPTER AND IT IS THE OPPOSITE PROBLEM TO THE ONE THIS LANE HAS BEEN SOLVING.

measures the shelf at 2,111 chunks across six sources, and the Congo Free State returns NOTHING:

"THIS REGION SHELF CARRIES NO SOURCE ON IT. A region-filtered probe for the rubber quota, the Force

Publique, Leopold, and the station returns only a title page and general hunter-gatherer scholarship

— the query returns hits, so the retrieval works; none of them is on topic" [central_africa_congo.md

§ 6, § 16]. The page draws its own consequence and this sheet inherits it whole: "every Free State

fact this chapter uses rests on the spine's own anchors (Hochschild and the Casement Report, both

named in the RCM as needed Tier-1 acquisitions), and this page authors no new historical claim about

the Free State" [central_africa_congo.md § 6]. The page ranks the acquisition first of five:

"Hochschild, King Leopold's Ghost, and the Casement Report — the chapter's antagonist has NO

substrate at all without them, which makes this the region's first acquisition and not its fifth"

[central_africa_congo.md § 16]. Section 20 states the operational consequence outright: "The

extraction-history session is BLOCKED entirely pending the Hochschild and Casement acquisition"

[central_africa_congo.md § 20].

living community returned zero and the antagonist was attested, so the lane's rule was: author the

antagonist, refuse the community [BE_0008_S2 § 3]. Here it is reversed. The Mbuti, the Fang-Bwiti

and the Fjort are the best-attested peoples in the belt — 461, 1,416 and 164 chunks — and the thing

the chapter is ACCUSING has none [central_africa_congo.md § 16]. That is a different class of

blocker and it needs saying: this is not "we cannot depict the protected people," it is "we cannot

yet depict the thing we are accusing," and HL_0109 makes the accuracy of that depiction a hard-line

obligation rather than a quality preference — the real accountability for the Free State stays with

Leopold II and the concession companies, is never displaced onto a fictional agency, and is never

conflated with the arc's own negative-consciousness reading on a player surface [CH_11.md L217;

T0_Hard_Lines @ HL_0109].

opening: no Free State administrative procedure, no quota arithmetic, no concession-company chain of

command, no Force Publique establishment, rank structure, recruitment, or composition, no atrocity

depicted or staged, no historical individual, no date, no place, and no claim about what the record

says. Everything this sheet authors is the arrangement of ONE FICTIONAL MAN'S STATION — his lamp,

his deck, his coat, his pace, his shade, and the geometry he cut — all of which are the game's own

and none of which is a historical claim.

Dupont confrontation — with the evolve-not-swap clause "station alarms reuse the patrol patterns at

higher tempo; Dupont's duel imports the patrol telegraph-language"; counters "the searchlight sweep

→ canopy height or foliage cover; the enforcer volley → Stone Skin or a dodge-roll"; win "part-break

the colonial extraction apparatus into a pacify/HP finish; shows the first fully-failed mechanism (the

persona adds the pole's second half: "he barely registers them as a threat until the station falls,"

and "his tragedy is that the system runs without his cruelty needing to be personal"

rich): inside this forest "vision is so limited that a person raised there has no need to make an

automatic allowance for distance when judging size, and moved out onto open plains reads buffalo

miles away as insects" [central_africa_congo.md § 1; SRC_00253, p. 226]. And its thermal

counterpart: "in the village clearing the heat of day is suffocating and oppressive, while under the

canopy it stays just warm enough, damp and cool, with the never-ending voice of the forest running

under everything" — so "the Free State station — a clearing cut into the interior — should feel

physically worse to stand in than the forest around it before a single line of dialogue explains

why" [central_africa_congo.md § 1; SRC_00253, p. 116-117]. The environment registry lands both:

EG_0169 carries exposure_hazard = heat on the cut clearing, and EG_0155 types the forest floor as

a short-sightline gallery [EG_0169; EG_0155].

period iron and canvas, sitting in a cut clearing at a river crossing and charging the forest for

passage. Everything about it is fixed where the forest's own architecture is mobile, and the contrast

is the level's whole argument" [central_africa_congo.md § 7]. The Mbuti leaf house is the

counter-structure and it is documented in full — "a fast, collective, disposable build that moves

with the hunt" [central_africa_congo.md § 7; SRC_00253, p. 62-63; EG_0158].

shaded deck and its microclimate, the light-as-hole-in-the-forest idea, the six tell shapes, the

two-home part economy, the pace-invariance rule, and the signature staging. None of it is presented

as a historical claim and none of it is a statement about what any record holds.

4. elevation

ONE-LINE READ: a man at the correct distance from everything — never near the work, never far from the

ledger — and the same hand, at the same pace, does both.

THE HUMAN REGISTER'S FIFTH POLE, DECLARED HERE AND BOARDED (§9). The register's four built poles are

each a man's RELATIONSHIP to his own corruption: BE_0002 was deceived by a bargain he did not

understand, BE_0007 refused the offer, BE_0008 knew exactly what he served and chose it, and BE_0009

has a coherent account of himself and believes it. Dupont is none of the four and the difference is

not a shade — HE HAS NO RELATIONSHIP TO IT AT ALL. Nothing was taken from him and nothing was offered;

he does not know what he serves, and the registry says so in its own token, UNAWARE; and he is not

justifying himself, because justification presupposes that a question has been asked and no question

has ever reached him. The self-justifying man has an argument. This man has an ADMINISTRATIVE

CATEGORY, and the two halves of his day are filed under different headings by a filing system that has

never been asked to reconcile them. Canon states the pole in five words — "feels no seam between the

two" [CH_11.md L31] — and the persona states its consequence: "the system runs without his cruelty

needing to be personal" [BOSS_PERSONAS # BE_0011].

THE POLE'S DESIGN LAW, WRITTEN CHECKABLE BECAUSE THE FOURTH POLE'S WAS AND IT IS WHAT MADE IT USABLE:

(a) HE MAY NEVER DEFEND HIMSELF. One line of self-justification collapses him into BE_0009 and loses

the only thing he is. (b) THE ENCOUNTER MUST SHOW HIM CONTINUING at the exact moment the player

expects a reckoning — the next ordinary act, performed at the ordinary pace, is the character. (c) THE

CORRUPTION IS LOCATED IN A JOIN THAT IS MISSING, never in a face, a mark, an argument or a menace. (d)

Its registry home is awareness_category, and the arc's Category-8 institutional participants are all

this pole, which makes it as reusable as the fourth.

PRIMARY — A10 NEGATIVE SPACE, AND THE ABSENT THING IS THE SEAM. This is A10 applied to a LIFE rather

than a body, and it is built physically so it is not a metaphor. He owns two complete sets of things

with no transition between them: the station coat and the dinner coat, the quota board and the private

library, the clipped command register and the drawing-room register — the three-register voice canon

already names as the Category-8 affiliation tell [CH_11.md L238; BOSS_PERSONAS # BE_0011]. THE

BUILD RULE IS THAT THE PLAYER SEES HIM CROSS AND SEES NOTHING CHANGE: he changes coat and does not

change posture, breath, cadence or pace. The doctrine's own example of this axis is "a gait with a beat

missing"; this is a day with the join missing, it is entirely light-free, it costs one animation rule

rather than one asset, and it is readable from the canopy before the player is ever close enough to

see his face.

SUPPORTING — STATE, READ OFF THE CLEARING RATHER THAN OFF HIM. The region page asks for the station to

feel physically worse than the forest, and EG_0169 lands the heat as a real exposure hazard

[central_africa_congo.md § 1; EG_0169]. So: EVERY OTHER BODY IN THE CLEARING IS SUFFERING THE

CLEARING, and he is not — because he has arranged a shaded deck, a moving-air line, and a covered

approach for himself and for nothing else. He did not stop the heat, he stepped out of it, and it is

the same act as the coat. The read the design wants at a glance is A MAN WHO IS COMFORTABLE IN A PLACE

NOBODY ELSE CAN STAND.

SUPPORTING — EQUIPMENT, AND IT IS THE LIGHT. This is the encounter's structural idea and it is the

region's own thesis inverted. The Ituri is a place with no long sightline, so completely that its

people never developed a distance calibration [SRC_00253, p. 226]. He has CUT A HOLE IN THAT and put a

lamp in it: the searchlight on its fixed traverse, the palisade lane that is "the only way through and

it is lit," the alarm wire between posts [KIT_BE_0011 abilities 1, 5, 6]. THE STATION IS A HOLE

CUT IN THE FOREST'S PERCEPTION, and the fight is the player closing it. When the searchlight goes, the

kit's own legibility gain is exact and is the whole payoff: "the station's own people start colliding

with each other" [KIT_BE_0011 part economy]. They cannot see in this forest either. He was the only

reason they could.

MECHANISM, per the doctrine's requirement: A10 is the physical absence of a transition between two

authored behaviour sets on one body; STATE is an arranged microclimate inside a hazard row that is real

for everyone else; EQUIPMENT is a fuelled reflector lamp on a mount, a wire, and a cut line of sight.

NO ELEVATION ON THIS ROW IS ANATOMICAL AND NONE EMITS FROM A BODY. EMISSION: NONE. The encounter's

only light is combustion with visible fuel behind a lens — a colour that tracks temperature and an ash

cool-down — and the kit already prices its glass and lens as the chapter's optics reagent

[KIT_BE_0011 part economy].

across every context he appears in — command, dinner, duel, and signature. Everyone else at the

station has a state machine; he has one state. It must be visible in silhouette from the canopy at

P1 distance, because that is where the player meets him first and never speaks to him.

transition that is deliberately unremarkable — he crosses from deck to quarters, the coat is

different on the other side, and the walk is identical. It is one shot and it is the sheet's whole

move — the contrast IS the tell taxonomy in §6.

[T0_Boss_Encounter_Registry @ BE_0011].

around it authored so heat reads on every other body: the wiped brow, the shaded eyes, the changed

posture under sun. Without the crowd's discomfort the shade means nothing.

enemy_usable = FALSE, attack_verbs = none, with six hard-line refs on it; P1 is the protagonist's

own traversal through Mbuti ground and is never staged as a fight on a people's territory

[EG_0154; CH_11.md L138]. The build rule that follows: no station asset, hazard, weapon effect or

destruction may write onto EG_0154 or EG_0155 geometry in any phase, at any difficulty.

6. fight_grammar

VERBS ARE TRAVERSE AND STRIKE, axis 40/25/35, Patterns-and-Preparation. The row's counters, verbatim:

the searchlight sweep → canopy height or foliage cover; the enforcer volley → Stone Skin or a

dodge-roll. Three phases, evolve-not-swap — the row's clause is tempo and import, never new patterns

[T0_Boss_Encounter_Registry @ BE_0011].

THE ENCOUNTER'S STRUCTURAL IDEA, AND IT IS THE CHAPTER'S ARGUMENT MADE MECHANICAL: **THE PLAYER FIGHTS

THE STATION FOR TWO PHASES AND THE MAN FOR ONE, AND HE IS EASIER THAN IT WAS.** The 40 on Patterns is

the station's language — the sweep's period, the patrol's interval, the volley's called line — and the

row rules that his duel IMPORTS that language. So the third phase is not an escalation of difficulty;

it is a DEMONSTRATION that the difficulty was never him. A player who solved the perimeter walks into

the confrontation already fluent, and the design wants them to notice. That is how "the first mechanism

to fully fail" becomes something the player FEELS at the controller rather than something a line of

dialogue tells them, and it is the only way to stage HL_0043's L3 truth without showing a pattern

[CH_11.md L163; T0_Hard_Lines @ HL_0043].

the sabre lunge — the rear heel lifts and the point dropsrear leg loading, hips closing, the point falling as the weight goes forwarddodge; a lunge is a whole-body commitment and it is the one thing in the encounter that cannot be metdodge-only

ONE SHAPE, ONE ANSWER. The imported telegraph and the sabre lunge share a body — both are him — and

they are distinguished at the SHOULDERS versus the HEEL: the telegraph squares the shoulders and the

lunge lifts the heel, and the two are never combined in one wind. The deliberate cross-creature lesson

this sheet names: the called line is taught by a CROWD in phase 1 and answered on a SINGLE BODY in

phase 3, which is the reverse of the lane's usual direction (BE_0009 taught a single body's breath and

answered it in a formation). A player who read Deprez's section reads Dupont without being told.

THE 35 ON THE THIRD AXIS IS PREPARATION AND IT IS THE LIGHT. The whole first phase is a

three-dimensional canopy traverse above a lit compound — the chapter's agility course, arboreal

vertical-and-lateral movement, biome-rotated against Ch 10's ravine descent [CH_11.md L245;

central_africa_congo.md § 7; EG_0154]. What the player is doing up there is not sneaking; it is

SURVEYING, because the station's patterns are only legible from above and the fight below is unwinnable

until they are. The heat row makes the descent cost something real: the clearing is `exposure_hazard =

heat and the canopy is not, so every minute on the ground is a minute in worse air [EG_0169`;

central_africa_congo.md § 1].

BREAKABLE PARTS — **DECLARED HOME: ARCHITECTURE, WITH A MACHINERY SECOND, AND THE TWO-HOME CASE IS

BOARDED (§9).** None of them is on a body. Each carries the three currencies, and the kit's four parts

are adopted verbatim and given their silhouette reads:

occupies a small silhouette and an enormous visual field). Break threshold: the mount taken or the

lens broken. Break event: the beam drops and the clearing returns to the forest's own light.

Permanent subtraction: The Sweep and the Canopy Gap's pressure both leave the live moveset.

Legibility gain: the largest in the encounter and it is INVERTED — the station gets darker and much

easier to read, because his people never learned to see in this forest and now cannot. Material: lamp

glass and a lens, the chapter's optics reagent.

along its whole run. Permanent subtraction: The Alarm Line and The Raised Tempo lose their trigger.

Material: wire.

own machine-register test). Break threshold: the frame's one load path taken. Break event: the noise

changes pitch and then stops, and the difference is audible from the canopy. Permanent subtraction:

The Machinery Guard, The Quota Press and The Apparatus Held all end — the station stops working.

Material: none harvested; win_condition = PART_BREAK and the break IS the win.

else runs). Break threshold: the record secured before The Ledger Run or The Bale Fire lands. Break

event: he stops having anything to burn. Permanent subtraction: both of those abilities stop

mattering. Material: the quota record, "which names the concession and the men above him"

[KIT_BE_0011 part economy] — and §7 rules exactly how far that naming is allowed to reach.

ESCALATION on the four channels, obeying the tighten-don't-add clause and taking the kit's channels as

the spine:

clearing. P3 he is in it. The escalation is that the man who arranged never to stand in his own heat

is standing in it, and he still does not hurry — which is worse, and is the pole.

station is losing. His own breath is the encounter's control variable: unchanged, deliberately,

through all three phases, and a player who notices that is the player who has understood him.

design read this sheet adds: in P1 and P2 he addresses functions, and in P3 he addresses persons, and

the shift is not warmth — it is the moment the ledger stops working and he has to reach for the men

individually. It is also the only place his voice's three registers collide in one sentence, which is

the canonical Category-8 affiliation tell arriving as an escalation channel rather than as flavour

[CH_11.md L238].

Raised Tempo becomes the opener, and at P3 The Imported Telegraph opens with a shape the player

already owns [KIT_BE_0011 escalation]. The opener gets cheaper as the fight gets later, which is

the inverse of the usual boss curve and is the correct expression of a mechanism failing.

THE OPENER AND ITS VARIANTS: the root is THE SWEEP — free, harmless, and it hands the player the

station's metronome before anything is at stake. The called line is the sweep answered by bodies. The

raised tempo is the sweep's clock compressed. The imported telegraph is the sweep's clock inside one

man.

RELOCATION AND TURF: he enters from the office deck and never leaves the station; he relocates between

the apparatus and the quarters, which are the two things he actually defends; and what he did to the

arena he did before the chapter started — he lit it, cut it and fenced it, and the encounter is the

player taking each of those back [KIT_BE_0011 turf block]. HE LEAVES BY SIGNING.

WIN: the apparatus part-broken into a pacify or an HP finish, and "the first fully-failed mechanism —

the Baka and Mbuti persist entirely intact" [T0_Boss_Encounter_Registry @ BE_0011]. The PACIFY is the

row's own and the kit stages it exactly right: he stops fighting and reaches for a pen, and the station

stops because the man who signs for it signs something else [KIT_BE_0011 ability 18]. THE SIGNATURE

IS THE POLE'S LAST FRAME — no speech, no defence, no recognition, just the next ordinary administrative

act performed at the ordinary pace, on a document that ends him. LOSS: the station's method is partially

mapped for the retry, and the fork still plays through to the Ch-12 departure — no fail-wall

[T0_Boss_Encounter_Registry @ BE_0011; CH_11.md L175].

7. care_read

Mbendjele, Fang and Fjort, the farming neighbours, the Jengi ceremony, the molimo and the Bwiti

death-rebirth are inviolate and are never combat targets; combat routes entirely through the Free

State extraction apparatus and its enforcers plus the permitted forest-python crossing

[CH_11.md L217; central_africa_congo.md § 6; HL_0003; HL_0123]. This encounter is that rule's

positive form rather than its restriction: the antagonist is not a person who happens to be

institutional, he is an institution that happens to have a person at the desk, and the win condition

is a machine broken and a signature obtained.

community as villain — is closed by canon before this sheet starts. The live risk is the OPPOSITE:

that a chapter whose entire fight is against a European colonial apparatus renders the Mbuti and Baka

as the objects of a rescue. Canon has already ruled against that too, and this sheet builds to the

ruling: the peoples "persist entirely outside his comprehension," they are not saved by the player,

and the chapter's own thesis is that the machine fails against them rather than that the player

saves them from it [CH_11.md L31; BOSS_PERSONAS # BE_0011]. THE BUILD RULE: no Mbuti or Baka

figure appears in any phase of this encounter as a victim, a captive, a casualty, an escort, or a

quest object. The pressed porters BE_0011_S1's win frees are the apparatus's own coerced labour and

are handled on that sheet; nothing about them is authored here.

accountability stays with Leopold II, the concession companies, the Force Publique and the record

Casement made of them, is never displaced onto a fictional agency, and is never conflated on any

player-facing surface with the arc's negative-consciousness interpretation [CH_11.md L217;

central_africa_congo.md § 11; HL_0109]. TWO BUILD RULES FOLLOW. (1) The quota ledger's naming

reaches the concession and the men above him and STOPS — it never reaches a family, a pattern, or an

organisation, and §7's reveal read below binds it. (2) Dupont is fictional and composite and the

chapter's scene row already says so [CH_11.md L212]; no player-facing string may attribute his

station, his conduct or his quota to a named historical person or company, and no string may imply

the fiction is the record.

Free State rubber system is present as the station's function and its records, never as depicted

mutilation" [KIT_BE_0011 care read]. This sheet holds that and states what carries the weight

instead: the RECORDS, the QUOTA PRESS, the BALE STACK, and the fact that the enforcers will burn

their own quota rather than let it be counted [KIT_BE_0011 ability 12; EG_0174]. A ledger is a

heavier object than a wound when the player has to carry it out of a burning room.

row's own win_condition reads PART_BREAK;PACIFY and the spine's mechanical anchor says "into a

pacify or HP finish" — the HP finish is canon and it works [CH_11.md L245]. §17.1 protection is

collective and it protects the forest peoples; it makes no claim whatever about a Free State

station-master. Combat against the Leopold-era occupier and the extraction machine is first-class per

ruling 5 [CH_11.md L217]. The sentries and enforcers are combatants and are killable without

qualification. Nothing here is softened.

sensitivity — a raw-generated "colonial officer" prompt is exactly where a generator's stock villain

lives, and a stock villain would give him the menace that §4's whole design is built to withhold. NO

PLATE IN THIS SET MAY BE BRIEFED FROM A "VILLAIN", "TYRANT", "SADIST" OR "EVIL COLONIST" PROMPT OF

ANY KIND. Separately and absolutely: no plate, asset, or set-dress element in this encounter may

depict Mbuti, Efe or Baka persons, dwellings, camps, instruments or ceremonies, because those route

to REFERENCE_BUILT under §17.1 and because none of them belongs in this fight at all.

(1) A BOSS WHOSE THIRD PHASE IS EASIER THAN HIS SECOND. Is deliberately making the final duel

the least difficult part of the encounter a defang? The pass rules NO and records the

devil's-advocate fairly, because it is not weak: the AAA convention is that the last phase is the

hardest, players read a soft finale as a design failure rather than as a statement, and this

encounter risks its climax landing flat. It is kept because the row's own evolve-not-swap clause

RULES it — the duel imports the patrol telegraph-language, which can only mean the player already

knows it — and because the alternative destroys the chapter: a station-master who is personally the

hardest thing in the Congo makes the fight about a great man, and the chapter is about a machine that

cannot eat what the forest people are. The safeguard that keeps it from reading as anticlimax is

structural rather than numerical: P3 is short, it is the only phase with a named human on the other

end, and its pressure comes from the ledger and the fire being live behind the player, not from him.

(2) THE MISSING MENACE. Is a villain forbidden to threaten, gloat, or justify himself a timid

villain? RULED NO and it is the fifth pole's whole point. The devil's advocate is right that menace

is the cheapest and most reliable boss affect available, and that this design gives it up. It is

given up because canon spent five words on him that no menace can survive — "feels no seam between

the two" — and because a man who threatens you has noticed you, while the row says UNAWARE

[CH_11.md L31; T0_Boss_Encounter_Registry @ BE_0011]. A player will remember being unregistered

by this man longer than they would remember being threatened by him.

(3) THE PROTECTED-CHAPTER TEST. Is an elevated-care chapter with a station fight in it the

"protected chapter, soft combat" failure the hard lines exist to prevent? RULED NO, and the evidence

is registry-level: the station zone is protected FALSE at care_tier STANDARD with ambient_threat

HIGH, EG_0170 and EG_0172 are both enemy_usable = TRUE with D1_COLLAPSE armed, EG_0171 and

EG_0174 carry D2_IGNITE, and the environment lane recorded EG_0169's heat as "the anti-conservatism

arming of this chapter" in its own note [central_africa_congo.md Zone Catalog L58; EG_0169;

EG_0170; EG_0172; EG_0174]. This is the most heavily armed ground in the chapter and it is a

twelve-year-old on it.

(4) THE ABSENT FOLKLORE FIGHT, WHICH IS NOT THIS SHEET'S TO SETTLE BUT IS THIS SHEET'S TO STATE.

The chapter deliberately imports no malevolent forest-being, and for MBUTI ground that verdict is

sourced and correct — the forest is good and only sleeps, misfortune is never an evil agent,

witchcraft is placed in the village rather than the forest camp, and the biloko belong to the

Mongo-Nkundo [CH_11.md L222; central_africa_congo.md § 5; SRC_00253, p. 49, 71, 86, 205]. The

anti-timid pass records what the region page itself records and the spine node does not: the same

page rules FANG-BWITI "MATERIAL PRESENT, ASSESSED, AND NOT ROWED TODAY," names the MBiri afflicting

spirit as "the candidate the tradition itself names," and rules BAKA and MBENDJELE "UNDETERMINED,

and undetermined is not absent" because the shelf is substrate-free for them

[central_africa_congo.md § 5]. So the chapter's zero is one-third a sourced ethnographic finding

and two-thirds an unrun question. The pass RULES NO CHANGE HERE — no beat slates a folklore

encounter, this lane may not add one, and a boss without a slated beat puts an encounter on ground

canon has not typed — and files it as a finding for the director (§9) rather than swallowing it.

rule, the shaded deck and its microclimate, the light-as-hole-in-the-forest reading, the six tell

shapes, the two-home part economy and the signature staging are INVENTED BY THIS SHEET and are the

game's own. The station's three structures, the cut clearing's heat, the forest's short sightline and

the leaf house's mobility are CITED. NOTHING HISTORICAL ABOUT THE CONGO FREE STATE IS EITHER CITED OR

INVENTED HERE, because the first is impossible on this shelf and the second is forbidden by HL_0109.

or pattern token. He is UNAWARE and the player perceives a colonial station and nothing behind it

[CH_11.md L100, L252; HL_0043]. THE ONE LIVE LEAK RISK IS THE LEDGER, and it is bounded here: the

quota record may name the concession and the men immediately above him and may go no further, no

document in this encounter may carry an organisation, a family, a crest, a cipher or a recurring

signature, and nothing in his three voice registers may gesture at anyone he answers to. His whole

persona is that the structure is what is needed and not the man's belief — which is also, exactly, the

reveal-safe reading [CH_11.md L252].

doctrine.** CORRUPTED-AND-UNSEAMED: a man with no relationship to his own corruption at all, whose

two halves are filed under different headings by a system that has never been asked to reconcile

them. Its checkable law is in §4 (he never defends himself; the encounter shows him continuing where

a reckoning is expected; the corruption lives in a missing join; awareness_category = UNAWARE is

its data home). It is at least as reusable as the fourth pole, because every Category-8 institutional

participant in the arc is this one and the antagonist network is built out of them. THE DOCTRINE LANE

OWNS THE EDIT at §3A.1; this sheet does not make it.

instances and seven distinct meanings at BE_0009_S3, with the Ch-10 lane's rows landing between. This

row's parts are ARCHITECTURE (searchlight, alarm line, ledger) AND MACHINERY (the apparatus frame) at

once, and the doctrine's enumeration assumes one home per row. The amendment needed is small and

real: the declaration is a SET, not a value. Until then a gate cannot check this row at all.

phases, an authored import-and-tempo escalation clause in its own phase_breakdown_object, and a

phase voice whose change — orders becoming names — is the encounter's clearest escalation

announcement. Fourth-plus consecutive chapter for the voice column, and here the voice is the boss's

own for once, which makes the empty column harder to excuse rather than easier.

by definition and the kit builds one (ability 18, the signature). Proposed registry value:

has_nonkill_path = TRUE for BE_0011, with pip_count and pip_reveal_threshold decided alongside

neither cell carries anything today. PROPOSED, NOT WRITTEN.

(colonial_apparatus, oppressor_apparatus, fauna). This is the same finding BE_0009 boarded and

it is now four rows wider: the registry lane should rule whether human and institutional antagonists

take an ontology class at all, or whether target_type supersedes it outside the creature register.

SHAPE OF ONE.** The region page ranks it first of five and states the chapter's antagonist has no

substrate at all without it [central_africa_congo.md § 16, § 20]. This sheet raises it from an

acquisition priority to a blocker with a named consequence: three of the chapter's four encounters

are Free State encounters, HL_0109 makes their accuracy a hard-line obligation rather than a quality

preference, and no plate, bark, ledger string, uniform detail or station procedure in any of the three

may be authored beyond the fictional-arrangement layer until it lands. It joins the Mijikenda source

as the lane's second §17.1 BUILD blocker and it is the first one that blocks an ANTAGONIST rather

than a protected community.

region page's per-tradition verdicts are MBUTI confirmed-absent (sourced), FANG-BWITI material

present and not rowed, BAKA/MBENDJELE undetermined for want of a shelf

[central_africa_congo.md § 5]. Nothing here is a defect and nothing here is this lane's to change;

what is boarded is that the chapter's "no folklore boss" line reads as a single ethnographic verdict

and is actually three different answers, one of which is a gap wearing a finding's clothes.

enemy_usable = TRUE with tactical_affordance_class = NONE and attack_verbs = none — armable

while granting no affordance and no verb [EG_0169; KIT_BE_0011 arena block]. Both the kit and this

sheet use it as the CONDITION it actually is. The EG lane owns the row.

escalation off one patrol clock, the row's own clause requires the boss's duel to import it, and there

is no system that carries a formation cadence across two encounters and three phases. It is the same

class of gap as the civilian-routing system BE_0008_S2 boarded and the crowd system BE_0009 boarded,

and it should ride in the same wave.
