STATUS: PROPOSAL-TIER design sheet, written to docs/proposals/bestiary/BESTIARY_ELEVATION_DOCTRINE.md
and critic-gated against its ten refusal tests. It cites canon rows and writes none. It is the HUMAN
REGISTER's fourth pole (corrupted-and-SELF-JUSTIFYING, BE_0009's) built for the first time on a
subject whose kit already supplies the pole's own law as an escalation channel — "he starts talking,
continuously, which is the opposite of everyone else in the chapter" [KIT_BE_0011_S2 escalation]. It
inherits BE_0011's declared corpus edge whole: the Congo Free State has no processed source on this
region shelf, so nothing historical is authored here and § 3 says so on its face.

human register's first rule: what a human antagonist gets is EQUIPMENT, CRAFT and STATE
[doctrine § 3A].
Standard bipedal humanoid rig on the MetaHuman retarget path, identical in structure to BE_0011_S1
§ 2 and differing only in its trained ranges: one skull with a mandible on the temporomandibular
joint; the spinal chain in four named runs — cervical C1-C7, thoracic T1-T12 with twelve rib pairs,
lumbar L1-L5, sacrum and coccyx; the shoulder girdle as clavicle plus scapula through the
sternoclavicular, acromioclavicular and glenohumeral joints; ONE upper limb pair (glenohumeral →
elbow → proximal and distal radioulnar → wrist → five digits, three phalanges each but two on the
pollex); the pelvic girdle; ONE lower limb pair (hip → knee → talocrural → subtalar → the foot's

SET AND IT IS NOT A COMBAT ONE — A WRITING BODY.** The seated hold with the forearm braced along a
desk edge; a pen grip so habitual that the hand takes the shape when it is holding nothing; the
standing lean over a table that puts the eyes eighteen inches from paper; the reach to a shelf
performed without looking, which is the kit's own ability 7 and is the only motion he does better
than anyone in the chapter; and the two-handed carry of a stack that is too tall to see over. His
fighting ROM is UNTRAINED human — the register's honest statement is that he has no guard, no
footwork and no stance, and the encounter never pretends otherwise.

build NARROW AND SOFT, light-boned, with no load-bearing development anywhere and a forward head
carriage set by years of close work. **HE IS A FULL BAND BELOW BE_0011_S1 IN BOTH HEIGHT AND MASS,
DELIBERATELY** — the two Europeans of this station are a contrast pair and the difference must be
legible in black fill before either of them moves.

memorised interior rather than by ground.

clerk with a lamp, standing much closer to the paper than to the door"

BE_0011 AND RESTATED BECAUSE IT GOVERNS THIS SHEET HARDESTOF THE THREE. The region page's region-filtered probe returns NOTHING on the Free State: "THIS REGION
SHELF CARRIES NO SOURCE ON IT. A region-filtered probe for the rubber quota, the Force Publique,
Leopold, and the station returns only a title page and general hunter-gatherer scholarship — the
query returns hits, so the retrieval works; none of them is on topic," and the page rules its own
consequence: "this page authors no new historical claim about the Free State"
[central_africa_congo.md § 6, § 16]. THIS SHEET INHERITS IT EXACTLY, and it bites here more than
anywhere else in the chapter because THIS ENCOUNTER'S WIN IS A DOCUMENT. **THE RULE THAT FOLLOWS:
no quota arithmetic, no tariff, no concession-company chain of command, no establishment, no
procedure, no real company name, no real date, no real place, and no real person appears on any page
the player reads.** What the ledger carries is a STRUCTURE — a contradiction between two entries —
and the structure is the game's own.

(Thread 3 economic-extraction tier, distinct from the coercion tier — framed as the ABIR/Anversoise
concession structure so no colonized person is cast as villain; 'Prosper' who prospers on the
forest's suffering, 'Delacroix' the civilizing-mission mask)" [BOSS_PERSONAS # BE_0011]. **THE MASK
IS THE POLE.** A civilizing-mission account of oneself is a coherent account believed by the man who
gives it, which is the fourth pole exactly.
on the Loango coast "some collect the milky juice of several vines and trees and sell it as
caoutchouc," and women hoeing their fields dig up pieces of gum copal they call preserved lightning,
aulo or buangu, which they and their husbands sell to the trader [central_africa_congo.md § 4, § 9;
SRC_01385, c53]. The region page names the seam outright: the rubber and copal the coast sells "are
the same commodities the Free State quota system industrialized inland," and it carries the ordinary
logistics of that trade from the colonizer's own archive — an Ogooue trading steamer lightened its
load by putting an entire cargo of rubber onto a sand spit, only to have it swept away by a rise in
the water [central_africa_congo.md § 9; SRC_00179, p. 61]. **THAT IS THE ONE CITED ECONOMIC FACT
THIS ENCOUNTER STANDS ON, and it is the sheet's POSITIVE CONTROL for the citation test: re-landable
at central_africa_congo.md § 9 and at SRC_00179, p. 61 and SRC_01385, c53.**
makes the station "deliberately the ugliest" of the region's four — "a sentry line, a ledger-house,
and the station-master's quarters, in period iron and canvas, sitting in a cut clearing at a river
crossing and charging the forest for passage. Everything about it is fixed where the forest's own
architecture is mobile" [central_africa_congo.md § 7]. EG_0171, the ledger-house interior shell
and the quota record stacks, is CONCEALMENT class, enemy_usable = TRUE, structural_integrity: low,
flammability: high, ambient_state_gift = fuel:flammable, attack_verbs = D2_IGNITE,
elemental_affinity = fire:enhance, alteration_permanence_default = transient_combat. The registry
has already armed this room; the sheet only stages who holds the match.
documented start to finish — a sapling lattice, mongongo leaves slit near the stalk like clothes pegs
and hung like tiles into a waterproof covering, built collectively by women in an afternoon and left
behind when the camp moves [central_africa_congo.md § 7; SRC_00253, p. 62-63]. A building that
moves, against a building that exists to make a place permanent enough to count.
suffocating and oppressive, while under the canopy it stays just warm enough, damp and cool"
[central_africa_congo.md § 1; SRC_00253, p. 116-117], and EG_0169 carries the cut clearing's
exposure_hazard = heat. § 4's state axis is that fact applied to a man who works indoors on the
equator and steps out of doors twice a day.
Fang bikuela iron money was a ceremonial and special-purpose currency used mainly in marriage
transactions inside an essentially non-market economy; colonial-period markets never flourished and
one village market was defunct six years after its founding, with the household virtually
self-sufficient [central_africa_congo.md § 9; SRC_00179, p. 149]. **THE REGION HAS NO
GENERAL-PURPOSE COIN AND NO MARKET HUB.** His quota is therefore not a price and never was — it is a
number imposed on an economy that does not use numbers that way, and that is the fight's real subject
stated in the region's own record rather than in this sheet's opinion.
no folklore attribution. Part two resolves as an ATTESTED ABSENCE, stated affirmatively rather than
left thin.
the filing body, the deteriorating indoor wear-state, the hands discriminator of § 6, the twelve tell
shapes, the two-home part economy, the contradiction's structural form, and the staging of the
exposure.
ONE-LINE READ: **a man in a dark room carrying a naked flame among paper, and the biggest thing in the
frame is his own shadow.**
THE POLE, NAMED: CORRUPTED-AND-SELF-JUSTIFYING, the register's fourth and, by the doctrine's own
reading, its most reusable — "the arc's institutional antagonists are nearly all this one"
[doctrine § 3A.1]. Its three checkable laws, applied here:
him without context takes him for staff.
What he wears is ink, lamp-soot and paper dust — the marks of a clerk, which is exactly what he is,
and which is the point.
"he starts talking, continuously, which is the opposite of everyone else in the chapter"
[KIT_BE_0011_S2 escalation]. He is the only voice in Chapter 11 that explains itself, in a chapter
whose other three antagonists are a silent formation, a man who never notices, and an animal.
allowed to be CORRECT — the page in the player's hands contradicts him while he speaks, and the game
never rebuts him in dialogue.
PRIMARY — EQUIPMENT, EXPRESSED AS A9 THE MARK: THE LAMP. One high-contrast, instantly readable
identifying feature, and one is the number. He is the only lit object in a dark interior of stacked
paper; the light moves when he moves; and his silhouette is thrown twenty feet up a wall of record so
that the player tracks a shadow before they ever see a man. It identifies him across an unlit room at
any distance and needs no second mark to help it.
MECHANISM, and it is the light law satisfied by construction: COMBUSTION WITH VISIBLE FUEL — a
wick, an oil reservoir, a glass chimney, a colour that tracks temperature and cools to dark when it is
put out. Nothing here is an aura, a corona, a rim-light with no source or a particle sparkle; the read
is OCCLUSION — a body between a flame and a wall — which is the strongest and cheapest read available
in an interior and is entirely inside D1-27's closed vocabulary. And the mark is also the threat:
EG_0171 carries fuel:flammable and D2_IGNITE, and he is the one who arms it
[KIT_BE_0011_S2 ability 6].
SUPPORTING — CRAFT, EXPRESSED AS A4 HYPERTROPHY AND ATROPHY: THE FILING BODY.
finds one volume among hundreds by the feel of a spine, and can name what is missing from a stack by
its height [KIT_BE_0011_S2 ability 7]. It is a real skill, six years deep, and inside this room it
makes him faster than the player at the only thing that matters.
escalation channel because "he is not a fighter and it shows immediately"
[KIT_BE_0011_S2 escalation].
MECHANISM: a single specialisation grown for six years inside one room, and the fight is staged inside
that room so the specialisation is a genuine advantage rather than a note. When the player takes him
outside his own filing — the scatter, phase 2 — he is nothing.
SUPPORTING — A5 STATE: THE INDOOR BODY ON THE EQUATOR. He is the only European in the chapter who
is physically deteriorating, and it is the axis on which he differs from both his station-master and
his adjudant. Dupont arranged a shaded deck; Deprez stands in the heat and will not acknowledge it;
Delacroix is INSIDE, in an iron-and-canvas shell in a cut clearing, and it is worse. Concrete and
paintable: pallor under a permanent sheen; lamp-soot in the creases of the right hand and ink to the
second knuckle; cuffs and forearms grey with paper dust; a collar gone soft; spectacles that fog and
are wiped on a shirt-tail; and the specific hunch of a man whose eyes have been eighteen inches from a
page in bad light for years.
MECHANISM: EG_0169's exposure_hazard = heat and an interior with no relief in it
[central_africa_congo.md § 1; SRC_00253, p. 116-117]. He did not adapt and he did not arrange; he
simply stayed inside, and the body records it.
EMISSION: NONE FROM THE BODY. The lamp is a carried combustion source with visible fuel and a
visible cost, which is the only emission class this encounter contains. No glow on any person, no
glowing eyes, no aura, no sourceless rim.
HOW THE REPLICA TEST RESOLVES IN THIS REGISTER, STATED SO A COLD CRITIC DOES NOT HAVE TO INFER IT.
The test cannot be answered from anatomy here, because the human register forbids anatomical elevation
[doctrine § 3A]. It is answered from ARRANGEMENT AND LIGHT: no photograph of a clerk contains a body
that is the only lit object in a dark room of stacked paper, a shadow thrown twenty feet up a wall of
record, an index that lives in the fingers, or a man who talks continuously through a fight. The
subject is ordinary and the STAGING is the elevation, which is the register's own answer to Josh's
ruling for the two thirds of it that are not creatures.
outside § 2's declared human ranges. The blob test passes because there is nothing to blob.
down, a lamp picked up, a page held over a flame, a spine found by touch, both hands full. § 6's
one-answer discriminator IS the hands, so a hand rig that cannot carry a deliberate two-object
occupation will collapse the encounter's two most important tells into one.
his body, a real shadow cast from it, and three states — set down beside the stacks, carried, and
out. When it is out the room's only remaining light is what comes through the doorway from the
lit compound, which is the part-break's whole payoff.
player, hand goes to the correct shelf. It must read as competence, not as a magic trick.
every other action, which is an animation and audio requirement rather than a cutscene: he talks
while he moves, while he throws, while he holds the page. A man who stops talking to attack has
lost the pole.
formation clock BE_0011 and BE_0011_S1 use, because the row's evolve-not-swap clause is "no new
guards; the same ones, faster" [KIT_BE_0011_S2 phases]. Third dependent on a system with no owner
(§ 9).
EG_0171 is CONCEALMENT with structural_integrity: low and D2_IGNITE: the stacks must topple, scatter, block sightlines and
burn, and the fire must be a real spreading hazard with a real cost to the win.
in any phase [EG_0154; CH_11.md L138]. **A FIRE THAT STARTS IN THIS ROOM MAY NOT REACH THE
FOREST**, at any difficulty, and the arena's containment is a build rule rather than a fiction.
VERBS ARE EXPOSE AND STRIKE, axis 30/40/30, Puzzle-forward — the highest puzzle weighting on any row in
the chapter. Two phases, evolve-not-swap: same guards, same grammar, shorter circuit
[T0_Boss_Encounter_Registry @ BE_0011_S2].
THE ENCOUNTER'S STRUCTURAL IDEA: THE ADVERSARY'S WIN CONDITION IS DESTROYING THE ROOM. He is the
only opponent in the slice whose victory is that nothing survives to be read, which is why the primary
verb is expose and why killing him early is a losing move rather than a forbidden one — a dead man
drops a lit lamp into a stack of paper. That is a PUZZLE, not a kill-ban, and § 7 rules it as one.

ONE SHAPE, ONE ANSWER — AND THE PAIR THAT COULD COLLIDE IS RESOLVED AT THE HANDS. The doorway hold
and the last page are both "he stops," which is exactly the coin flip the doctrine forbids. THE
DISCRIMINATOR IS WHAT THE HANDS ARE DOING AND NOTHING ELSE: **hands EMPTY and squared = a contact
surface = parry; hands FULL and still = an armed threat = interrupt.** The two are never combined in
one beat, the hands are lit by the lamp he is holding in one of the two cases, and the rule is stated
here because it is the sheet's own resolution of a legibility hazard the kit left implicit (§ 9).
THE DISTANCE TEST, RUN, AND IT IS UNUSUAL HERE BECAUSE THE ARENA IS DARK. Black-filled at the
interior camera, the idle is a bent figure with a bright hand-object low at one side; the doorway hold
is an upright figure squared in a rectangular opening with both arms clear of the torso outline; the
last page is an upright figure with a bright object at chest height and a flat rectangle held above it,
and the flat rectangle is the most distinctive silhouette element in the encounter. All three are
separable in silhouette alone. The lamp's own break is read as a total change of the room's contrast
rather than as the loss of a small object, which is the honest way a hand-sized part passes this test.
THE DELIBERATE CROSS-CREATURE LESSON: this encounter teaches INTERRUPT AS A COUNTER CLASS for the
first time in the chapter, on three distinct shapes that all resolve to it — the reach for a cord, the
lift of a lamp, and the hold of a page over a flame. Every one of them is a HAND GOING TO AN OBJECT.
The lesson carries forward to the main boss's ledger run, where the same class arrives on a man walking
while everyone else runs [BE_0011_baron_dupont.md § 6].
BREAKABLE PARTS — DECLARED HOME: EQUIPMENT PLUS ARCHITECTURE. None of them is on his body. The
doctrine's enumeration assumes one home per row and BE_0011 boarded that the declaration must be a
SET rather than a value; this is the second of three rows in this chapter that needs it (§ 9).
Silhouette fractions are given against the interior frame, which is the shipped camera for this beat.
STATED RATHER THAN GLOSSED, because § 4 of the doctrine demands a fraction and a hand-object cannot
honestly supply one.** It occupies well under a fiftieth of the frame and its break would be
invisible measured that way. **THE BREAK SIGNAL IS RELOCATED TO THE CHANNEL THAT ACTUALLY CARRIES
IT: WHOLE-FRAME LUMINANCE.** The lamp is the room's only light, so its loss changes every silhouette
in frame at once — the stack shadows fall flat and the only remaining light is the doorway's spill
from the lit compound outside. That is a larger, faster and more certain read than any silhouette
fraction in this encounter, and it is measurable on the shipped camera. Break threshold: taken from
him, extinguished, or its chimney broken. Permanent subtraction: the lamp set down, the tipped lamp
and the last page all leave the live moveset — NOTHING CAN BE BURNED. Legibility gain, and it is the
encounter's whole payoff: the race stops being a race and becomes a search. Material: lamp glass
and oil, the chapter's optics-and-fuel reagent shared with the station's mounted lamp — **A NAMED
DIVERGENCE FROM THE KIT**, which prices this part "nothing harvested"
[KIT_BE_0011_S2 part economy]. The sheet's ground for diverging is that BE_0011's own part
economy already makes lamp glass and a lens the chapter's optics reagent on the mounted searchlight
[BE_0011_baron_dupont.md § 6], and one station should not harvest the same material from one lamp
and not from another. The divergence is boarded in § 9 rather than assumed.
THE READ EITHER — it is a cord.** What makes it findable is not size but ORIENTATION CONTRAST: it is
the only straight taut vertical in a room built of leaning stacks, so it is located by shape class
rather than by mass. THE BREAK SIGNAL IS RELOCATED TO GEOMETRY: taut becomes slack. The line
hangs in a visible curve along its whole run and stays that way, which is a shape change rather than
a size change and survives at the shipped camera because the eye was tracking straightness in the
first place. Break threshold: cut at any point along its run. Permanent subtraction: the cord and the
shortened circuit lose their trigger. Legibility gain: the guards keep their original circuit, which
the player has already solved. Material: cord.
ESCALATION, ON ALL FOUR CHANNELS, obeying the tighten-don't-add clause and taking the kit's channels
as the spine [KIT_BE_0011_S2 escalation]:
player and the shelves. It is a one-line change with an enormous read: the thing he is defending
stops being his escape and becomes his record, and a player can NAME that change before any meter
confirms it.
BE_0011_S1's channel, where the breath belonged tothe men. He is not a fighter and it shows immediately; the breath is audible under the talking and
the talking gets worse for it.
pole's own law arriving as an escalation channel, and it is the single most distinctive audio event

encounter.** §17.1 protection is COLLECTIVE and makes no claim whatever about a concession agent
[HL_0003; HL_0123; doctrine § 3A.3]. The reason killing him early is a bad move is MECHANICAL and
is stated in fiction — he is holding a lit lamp over dry paper — and never moral. The guards are
combatants and are killable without qualification, and nothing in the encounter is gated on sparing
anyone. ontology_class is empty on this row and § 9 boards it.
the Free State stays with Leopold II, the concession companies, the Force Publique and the record
Casement made of them, is never displaced onto a fictional agency, and is never conflated on any
player-facing surface with the arc's own reading of corruption [CH_11.md L217;
central_africa_congo.md § 11; HL_0109]. Delacroix and his concession are fictional and composite;
no page the player reads carries a real company, a real officer, a real district or a real date, and

in this encounter, including in his own voice — his register is bureaucratic and the peoples he

a rubber quota enforced on a forest population — has an obvious staging in which the harmed are
shown being harmed. The tool applied is REFRAME, not removal: the aim moves to the ARITHMETIC. The
quota records are the atrocity's own paperwork, the player carries them out of a burning room, and
the exposure is the win. Nothing is removed; a ledger in the player's hands while a man explains
himself is a heavier object than a staged injury, and it is also the only version of this scene that
can be authored honestly on a shelf with no Free State substrate.
(1) A SUB-BOSS WHOSE WIN IS A DOCUMENT. Is a paperwork race a defang of a combat beat? RULED NO.
The devil's advocate is strong and is recorded fairly: this is a rated-M action RPG, the player has
just broken a sentry line, and an errand in a filing room can read as an anticlimax and as the loop's
known habit of routing around violence. It is kept because THE ROW RULES IT — primary_verb = expose,
win_condition = EXPOSE;REDUCE, axis_split 30/40/30 Puzzle-forward — and because the staging is
not soft: EG_0171 is armed with D2_IGNITE and fuel:flammable, two guards are closing a pincer
on a shared clock, the room is structural_integrity: low, and the player is carrying paper out of a
fire. He is killable throughout. The beat is a heist under a burn timer, not an errand.
(2) THE TALKING ANTAGONIST. Does letting a colonial agent make a civilizing-mission case out loud
risk platforming an apologia? RULED NO — and the safeguard is named rather than assumed. The devil's
advocate is right that an uninterrupted, articulate justification of an extraction system is the one
speech in this chapter that could land wrong. IT IS KEPT because the pole's own law requires it and
because a villain forbidden to speak is a villain the player never has to disagree with. THE
SAFEGUARD: his case is coherent and never correct, and the game never rebuts him in dialogue. The
contradiction the player is holding in their hands is the rebuttal, it is mechanical, and it arrives
while he is mid-sentence. Additionally: no line of his may be a real justification quoted or
paraphrased from a real historical person or company, per HL_0109 and § 3's no-historical-claim rule.
(3) THE ABSENT DEPICTED ATROCITY. Same standing as BE_0011_S1 § 7 and the same honest devil's
advocate: erring toward omission is the more costly error, and a rubber-quota beat in which no harm
is visible risks sanitising the period's worst-documented record. RULED with the weight relocated
rather than dropped: the arithmetic IS the harm and the player reads it, the extraction load the win
lifts is stated in the row's own reward, and the encounter's most disturbing single fact is that a
man is willing to burn a building to keep a number from being read. What is refused is one thing —
a reproduced documented mutilation as set-dressing, which on this shelf would also be an uncited
historical claim. The unblock is deep research (§ 3), not a wall.
(4) THE GUARDS. Is routing the pincer as a cover-and-timing problem rather than a kill problem a
way of avoiding violence? RULED NO. They are fully killable, killing them is unremarked and gates
nothing, and the reason cover is the taught answer is that the ROOM is the constraint — a firefight
in a stack range destroys the thing the player came for. That is a puzzle-forward axis expressed
honestly, and the player who chooses to fight anyway simply pays the fire for it.
(5) THE NO-REAL-COMPANY-NAME RULE, RECORDED AS A PASS RATHER THAN ASSUMED AS A COURTESY —
because it IS a reduction and the timid test says a reduction carries a recorded devil's-advocate
pass or it does not stand. THE DEVIL'S ADVOCATE, CALIBRATED AGAINST OVER-CONSERVATISM AND IT IS THE
STRONGER ARGUMENT ON ITS FACE: THE ROW'S OWN sources CELL ALREADY NAMES THE HISTORY —
"ABIR/Anversoise structure" — and the spine's beat objective says "dismantle the ABIR-style
concession quota" [T0_Boss_Encounter_Registry @ BE_0011_S2; CH_11.md L145]. The concession
companies are documented, HL_0109 keeps real accountability with them BY NAME rather than displacing
it, TRUE HISTORY IS NEVER HIDDEN, and a ledger that names an invented company where the record names
a real one arguably displaces the accountability HL_0109 exists to protect — which would be the
hard-line failure, not the safe option. That is a genuinely strong case and it is not dismissed.
RULED: DEFERRAL, NOT OMISSION, AND THE LINE IS DRAWN WHERE THE EVIDENCE IS. The DESIGN LAYER
names the structure — this sheet cites the ABIR/Anversoise framing from the row and the spine, and
states it as the encounter's real subject. What is withheld TODAY is a real company's name, seal,
form or wording ON A PAGE THE PLAYER READS, and the ground is that the region shelf's Free State
probe returns nothing at all [central_africa_congo.md § 16], so every document detail would be
invented and then attributed to a real firm — which is the one thing HL_0109 and the region page's
own no-new-historical-claim rule both forbid, and which is worse than withholding because it puts
fiction inside a real name rather than outside it. **THE UNBLOCK IS NAMED AND IS A DISPATCH, NOT A
WALL:** the deep-research pass this sheet asks for in § 3 and § 9 supplies the concession quota's
actual documentary form, and when it lands the withholding is lifted and the ledger names what the
record names. Josh has already ruled that books never gate; this is the same posture applied to a
string. The deferral is dated to the evidence, not to the sensitivity.
