Chapter 43 — Southeast USA (Appalachia and the Sea Islands): The Distribution Chain

Story Spine entry, v3.1 beat→fork→state event graph (docs/SPINE_SCHEMA_v3.md), restructured in place from the v2.5 cascade build (authored fresh to docs/proposals/CHAPTER_BUILD_TARGET.md and the v2.5 twenty-block anchor-hub schema, grounded on the CH43 exemplar, the RCM Ch 43 substrate, and BOSS_PERSONAS), spine_status drafted. The v2.5 anchors, prose, source-anchor provenance, and reveal discipline are preserved; v3 re-shapes the site/boss/beat/side-quest/scene/state blocks into the typed machine layer (join-and-type — no new canon authored). This is NOT a hard-line node, but a Ruling-5 protected-community chapter carrying elevated §17.1 care: the Gullah Geechee, Appalachian, and Cherokee communities are inviolate and never combat targets, and their living practice (ring shout, root-work, the bottle tree, haint-blue) is engaged at witness-depth only. The reveal is LIFTED (the House of Velheim may be named player-facing, the modern hunt two-directional); HELD still: the patriarch (the PHARMACEUTICAL vessel operates in his own Sector-4, but the chain up runs into the nameless Velheim ledger — surfacing at Ch 76) and the full thesis (the Ch 77 Grand Sage, §17.9 guard). Drafted is not canonical.

Body prose

She crosses onto the mainland by the back roads, and the country does not announce itself. It just thins — the billboards for recovery clinics get closer together, the pharmacies outnumber the churches, and in the hollows the pill bottles catch the light in the ditch-grass like a second, poorer kind of wildflower. She had followed a thread of the surviving across an ocean: out of Ouidah, through the drowned coasts and the debt-ledgers of Haiti, all the way to this. She had expected the ending of the thread to be a ruin. Instead it is a waiting room.

The hollow granny-woman does not trust her, and is right not to. Granny Cordelia Aldridge keeps three medicines braided in one basket — the Cherokee root, the plant-lore the enslaved carried up out of the low country, the settler's tincture — and she can name which grandmother each one came from, which is more than the county can. She out-waits the protagonist the way she out-waits weather. Only when the girl asks the right question — not what cures this, but who taught you — does the old woman set down the basket. The three-culture tradition is not a curiosity. It is a living relationship with the ground itself, the kind the whole chapter is about to watch a corporation sever for money.

And there is one place on this ground no boardroom can reach, because it was old long before the first ledger. Granny Cordelia will not lead her to it — she only names it, the way you name weather you respect — but a Cherokee tradition-bearer of the Eastern Band does, up a deep Blue Ridge gorge the removal never wholly emptied, where the water runs green-dark and the recorded stories set the lair of the Uktena. Not a cryptid for a naturalist to bag and photograph, and not a beast she has come to slay for a trophy: the great horned serpent of the Cherokee hero-cycle itself, the one the old telling sets a hero against, with the blazing Ulunsuti crest burning on its brow. She goes in the way the story teaches, because the story is older and wiser than she is — the light of that crest is won by a hero's wit and a single true strike, never by butchery. The coils are death and the crest is a blinding thing, and the whole serpent has just one place that answers a blow: the seventh spot, over the heart, which is a riddle of patience to find before it is ever a matter of the strike. She reads the coils for that mark, out-waits the blaze the way the granny-woman out-waits weather, and lands the one true strike the hero-cycle allows; and the Ulunsuti comes loose into her hand the way the Cherokee telling always said it must — a thing won, not a thing torn off a discovery. And for a single breath under that light she feels a coil she has met before, the same old hunger wearing these mountains' own scales now — and she keeps the knowing to herself and gives it no name, because this serpent is the Cherokee hero-cycle's own and answers to no story but that one.

Because that is the shape of the enemy here, and it is the first time the harm has a body count she can read to the digit. The family has worn many masks across her long road — the caravel, the mission, the concession, the debt-engine — but this one does not even bother to hide behind a century. It is happening now, in her own time, to people whose names are on mailboxes she can touch. The distribution runs like water finding low ground: a hollow pain-clinic writing scripts by the quota; a diversion crew squatting the Sea Islands back-routes and terrorizing the sweetgrass gatherers; a cold-chain logistician who quotes shipping metrics at overdoses; and, above all of it, the man who signs the directive and funds a museum wing with the change. When she finally reads the internal record — the manifests laid against the mortality data, the marketing memos that engineered the whole appetite — the inscription-sight she learned over a dozen cultures turns the digital text as legible as any temple wall, and what it spells is not a mystery. It is a decision, made in a boardroom, to sell more.

She meets him once. He is charming, and grieved-looking, and genuinely convinced he has relieved more pain than he ever caused; he has a philanthropy for everything, a donation to answer every death. The journal entry she writes that night is the angriest thing in the whole record — not because he is a monster, but because he is not, because the ledger was kept by an ordinary man who reconciled it every quarter and slept. She had grown used to enemies who believed in something. This one believes in the accounting.

And yet the chapter refuses to become despair, because the people here refuse it. On St. Helena the ring-shout still turns counterclockwise in the praise-house, the same circle that crossed the water inside people who were sold; she stands at the door where a guest stands and does not step into the ring, and she feels the ground answer it anyway. Mother Wisteria Greene paints her porch-ceiling the pale blue that turns away the haints and hangs the bottle-tree to catch what walks at night, and asks the girl, dryly, whether she has come to help or to write it down — and is satisfied, barely, when the answer turns out to be help. Miss Louvenia Frazier's baskets hold the coil of a craft four thousand words of the ancestral tongue could not erase, and her rice-field trunk-gates still breathe the tide the way an African coast taught them to. The elders test her, once, with a Brer Rabbit story — the trickster who came over as Anansi and learned to wear a cottontail — and they tell it their own way, not the plantation-parlor way, and they watch to see whether she knows the difference. She does.

And the enemy, this once, reaches past the paperwork for something older. When the sweetgrass gatherers will not be scared off their grounds, the diversion crew looses a thing on them in the dark — a forced haint, a bought echo of a boo-hag set to ride the people who walk the causeway at night, so the marsh will empty and the back-routes stay open. It is not the community's own boo-hag, the one their idiom names and their grandmothers knew how to keep out; it is a stolen, driven thing wearing that shape, held on a mark she has learned to read across three continents, and the tell that gives it away is that the community's own defenses work on it exactly as they always have. The haint-blue on the porch-ceiling, the bottle-tree hung to catch what walks, the brick-dust and the salt drawn across the threshold — these are not decoration and never were; they are a working craft, and here she takes them up in her own hands, renewing Mother Wisteria's wards along the causeway until the forced thing has nowhere left to ride. The community keeps its boo-hag firmly its own. Only the House's counterfeit is cut loose.

And there is a second thing the deep sight shows her here that she can barely stand to look at: the dead. Not summoned, not paraded — just present, a weight in the hollows and the low country, the overdose dead the ledger counted and the coroner filed and the county tried to forget, so many of them that the ground itself has begun to hold their number. She does not raise them or speak for them or put a single name to a face; she only perceives what is already there, the sheer arithmetic of it made legible the way the manifests are legible, and understands that the strongest thing in her whole case against the man in the good suit is not a document at all. It is how many.

So she fights the way this ground allows. Never a hand raised against a soul who lives here — every blow lands on the apparatus: the clinic's paid muscle, the marsh-poachers, the cold-chain crew, and the forced haint the crew looses; and when they turn and hunt her across the marsh and the causeway at night, the fight becomes a running thing, the diversion crew's guns and the bought haint driving her through a low country that answers with its own teeth — the timber rattlesnake, the cottonmouth, the boar stirred up out of the palmetto by the chase, everything alive on that ground crossing the fight at once. And the man himself she never touches at all. She beats him the only way his kind can be beaten, the way the whole modern arc is teaching her: she reads his own record back to him in daylight, until the constructs of his deniability collapse into the one document he cannot reframe, and the supply chain is severed by evidence instead of violence. When it is done the clinic doors open again on the whole-plant medicine the synthetic had crowded out, and Granny Cordelia hands her a tincture without being asked, which from her is a kind of grace. The thread did not end in a ruin after all. It ended in people who kept the medicine, kept the circle, kept the tide-gates, and needed only for someone to cut the thing that was choking the ground — and then to write down who signed it.

Protected-chapter combat framing (ruling 5)

Ch 43 is not a maximum high-care node (those are Ch 29 / 42 / 57), but the Ruling-5 protection applies in full: no combat against the Gullah Geechee, Appalachian, or Cherokee communities, and Gullah living practice (ring shout, root-work, the bottle tree, haint-blue) engaged at witness-depth only per the §17.1 discipline [SRC: T0_Hard_Lines @ HL_0003] [SRC: T1_CVD_Creative_Vision_Document # 17.1]. Every fight is directed at the oppressors — the opioid distribution apparatus, the pill-mill security, the marsh-poaching diversion crew and its enforcers, and the crew's forged bound HAINT (a construct, never a person and never the community's own boo-hag) — and at documented dangerous fauna (timber rattlesnake, cottonmouth, wild boar), the permitted fauna-combat of Ruling 5 (the Hunter-Trigger Aggro-Magnet during the causeway chase); the communities are defended and their grounds restored (the Sea Islands causeway, the moonshiner's still, the herb clinic), never fought beside as anything but allies, and their own protective custom (the haint-blue, the bottle tree, the salt-and-brick-dust lines) is renewed in the player's hands as the counter to the forced haint. The overdose dead are perceived-not-summoned (the wronged-dead cap — a composite/land-memory weight, never a named victim raised or puppeted) [SRC: T0_Hard_Lines @ HL_0004]. The main boss himself is fought Social/Legal with no violence at all, exactly as the PHARMACEUTICAL op-type mandates [SRC: T0_Boss_Encounter_Registry @ BE_0043]. Cherokee representation holds the three-sovereign-nation consultation framing (the Eastern Band of Cherokee Indians, the Cherokee Nation, and the United Keetoowah Band); and the living-religion floor binds — no synthetic voice-clone of a ring-shout leader or root-worker (HL_0110) and no parodic caricature of their practice in sound (HL_0111) [SRC: T0_Hard_Lines @ HL_0110] [SRC: T0_Hard_Lines @ HL_0111].
