Chapter 40 — Congo Basin Modern: Clean Hands, Net Prices
Story Spine entry, v3.1 beat→fork→state event graph (docs/SPINE_SCHEMA_v3.md), restructured in place from the v2.5 cascade build, spine_status drafted. The v2.5 anchors, prose, source-anchor provenance, and reveal discipline are preserved; v3 re-shapes the site/boss/beat/side-quest/scene/state blocks into the typed machine layer (join-and-type — no new canon authored). Grounded on the enrich.py pack. The MIDDLE node of the Africa Modern triad (Ch 39-41) and the arc's first MORAL-CHOICE chapter (the first of the sanctioned Ch 40-41 moral-choice double): the boss is defeated by a choice with a real cost, not a clean win. Standard-care modern node (CVD §6.2), not a hard-line node; the Baka and Mbuti forest peoples of the Ituri and the Kongo river-and-corridor community are protected — no community combat (CVD §17.1). Reveal-timing note — the reveal is LIFTED (the House of Velheim may be named player-facing); HELD still: the patriarch Cassius (the chain up from the operative runs into the nameless Velheim ledger, Ch 76), the full thesis (the Ch 77 Grand Sage, §17.9 guard), and the hand that forged the fielded nkondi (unattributed until Ch 63). Drafted is not canonical.
region_primary the Congo Basin in the present day — the modern DRC and the wider basin (Republic of Congo, Gabon, Central African Republic, Cameroon), with the Ituri Forest (approximately 1.5°N, 28.5°E) continuing the Baka and Mbuti territorial reach from the Ch 11 ancient anchor, region_id congo_basin_modern [SRC: T1_World_Geography_Master # Ch 40].
region_secondary the eastern-DRC coltan-mining zone and the mine-to-port supply-chain corridor; the fortress-conservation park boundaries where the documented ranger-abuse tension sits [SRC: T0_Chapter_Index @ CH_40].
region_chapter_set — this page anchors Ch 40 at Congo Basin Modern as the middle node of the Africa Modern triad and the moral-choice chapter; per the coverage re-architecture the modern chapters LENGTHEN to carry more region, history, and institution — authored to that fuller modern scope, not a further SPREAD/RESCOPE target [SRC: EXPANDED_COVERAGE_MAP] [SRC: CULTURAL_COVERAGE_AUDIT].
biome_primary the equatorial rainforest and its modern edges — the Ituri canopy and the forest-peoples' world, the coltan diggings and the mine-camps, the river-and-road logistics corridor, and the glass offices of the metals-trading intermediary; climate equatorial-rainforest, the forest and its extraction the primary frame [SRC: T1_World_Geography_Master # Ch 40].
era present day — the second modern-world chapter; the involuntary time-fluctuation ended at Ch 38, though the Congo Free State (1885-1908) deep-historical context stands behind the chapter as the same extraction's first industrial form (continuity from Ch 11) [SRC: T0_Chapter_Index @ CH_40].
range_id R_39_50; spine_status drafted; canonical_hard_line_flag FALSE; author_in_loop_required FALSE (a standard-care modern node; the protected Baka/Mbuti community, the documented human-rights record, and the moral-choice weight are the care points); cultural_depiction_tier standard [SRC: T0_Chapter_Index @ CH_40] [SRC: T1_Build_Pipeline_Contracts # 9.5 Spine Entry Schema] [SRC: T1_CVD_Creative_Vision_Document # 6.2].
protagonist_age 18 at start and 18 at end (internal, designer-only, never surfaced; the young-adult plateau holds — the involuntary jumps ended at Ch 38; age_stage ADULTHOOD, holding from Ch 39) [SRC: T0_Chapter_Index @ CH_40].
identity_hiding_status CONCEALMENT_WITH_HOSTILE_RECOGNITION at start and end (she still conceals what she is); identity_hiding_pressure MODERATE — she works the paper trail as an investigator; the Financial vessel treats her as an auditor or an NGO nuisance to be settled with, not as what she is [SRC: T0_Hard_Lines @ HL_0028].
vimana_precursor_seed FALSE — travel is still ground-and-water (the numbered six-coordinate hunt begins at Ch 41 and controlled Vimana flight arrives at Ch 55); Ch 40 is reached by modern conveyance into the basin [SRC: T1_World_Geography_Master # Travel Methods by Arc].
prev_chapter_link CH_39 (West Africa Modern); next_chapter_link CH_41 (South Africa Modern) [SRC: T0_Chapter_Index @ CH_40].
reveal_state LIFTED — the House of Velheim may be named player-facing and the modern hunt is two-directional. HELD still: the patriarch Cassius (the procurement officer knows the family's operation but not the head; the chain up runs into the nameless Velheim ledger — Cassius surfaces at Ch 76) and the full thesis (the Ch 77 Grand Sage, §17.9 / HL_0043) [SRC: T0_Hard_Lines @ HL_0043] [SRC: T4_House_of_Velheim_Canonical # 9.1].
Continuity anchor (SSBL §9.3 — Ch 40 start state = Ch 39 end state)
Ch 40 opens from Ch 39's committed end state [SRC: T0_Chapter_Index @ CH_39]: the protagonist a young adult (internal age plateaued at 18, age_stage Adulthood), carrying from the modern-arc opening the enemy's method laid bare in its first modern form (the Aché Botanicals biopiracy exposure), the House of Velheim named and hunted two-directionally, the Sealed Letter readable but its deepest last third still sealed toward its Ch 66 close, and her Third-Eye deep-substrate perception (Probability Sight) in hand; the healer's child (CHAR_0002) traveling as the primary companion and co-witness, the journal in the protagonist's own hand since the Azores; Ana (CHAR_0017) having parted after Rome, her next canonical node Ch 41 (she rejoins next chapter); the freed fixer Tunde carried lightly as a modern West-Africa contact; the familiars carried unchanged (Shell W1, the Nile Crocodile W2, the Simurgh F4, the Koi W3, Taki G4, Berkut F5, the Raven F6, the Reindeer G6, Paravani F2 ranging, the Sanur Octopus W4 deferred and gated, the Child Familiar still lost); all trade home bases carried; the SCH_001 through SCH_008 schools carried; the Crown and Third-Eye devices bound; concealment at CONCEALMENT_WITH_HOSTILE_RECOGNITION [SRC: T3_Core_Characters # The Healer's Child] [SRC: T0_Character_Index @ CHAR_0002]. What changes here is the register of the fight: she stands over the same forest she walked in the Ituri deep-time chapter, finds the same extraction industrialized into a supply chain, and — for the first time — the journal in her hand becomes an evidentiary record, and the win becomes a choice with no clean edge.
Body prose
The forest is the same forest. She stood under this canopy in the deep-time chapter, when the forest peoples — the Mbuti and Efe here in the Ituri east, the Aka and Baka off to the west — moved through it carrying one of the deepest bodies of botanical knowledge anywhere on earth, six hundred documented plant-uses and their preparations, held and taught and tested across more generations than the coltan has had a market; and the forest is still here, and its peoples are still here, and the knowledge is still here — and laid across it now is a supply chain. Men dig coltan out of the eastern ground with their hands, the tantalum that goes into every phone on earth, and armed groups tax the digging, and the mineral moves up through a chain of certificates and shell companies until it arrives, clean, in a device someone buys without a thought. She has stood over this ground in another century of it, too: when the rubber came out of this same basin under a Belgian king, and the quota a village failed to meet was paid in hands struck off at the wrist. The hands that dig now, the hands cut off then — the same ground, the same accounting, only the commodity renamed. She has come to trace the chain, and the deep sight she uses to read it is the same sight that read the deep-time trace in this forest; only the enemy's method has industrialized. The substrate is unchanged. The extraction is unchanged. The ledger is the same ledger. Only the mineral has a new name.
And the forest remembers how she left it. She was a child under this canopy in the deep-time chapter, and when she went the living field bent around her and named her its own — or withheld that naming, if at the river-crossing she had studied the extraction machine and filed its method away rather than break it and walk on. That reception did not die with the people who first extended it; it settled into the land and passed down the line, waiting here now in an Mbuti elder whose people are the descendants of the camp she once moved through. Where she broke the machine and left the forest to its keeping, the modern community has held its ground and meets her as returned kin — its elders opening the forest-pharmacopoeia to her, its people lending their weight where the diggings are fought. Where she kept the machine's method as a tool, the harm runs in a line she can trace to her own hand — the very extraction she filed away is the logic that industrialized into the chain she has come to break — and the doors here are closed to her, the trust withheld, the help colder and dearer, a community with every reason to weigh the outsider who once studied the ruin of its forest. The mark moves the terms of her welcome; it never makes the forest people a thing she fights, and it never shuts the road — the trail still runs, the machine still stands to be broken, and the choice still waits, whichever way they receive her.
The man at the top of the part she can reach is not a warlord and not a miner. He is Monsieur Aubin Netpris, a procurement officer for a metals-trading intermediary, and he is the most modern villain she has met yet because there is nothing to hit. He never goes near a mine. He never holds a gun. He sits in an office and signs certificates of origin he knows are forged, and reroutes the coltan through three shell mechanisms so that it enters the legitimate market washed of where it came from, and he calls this responsible sourcing. His whole cruelty is distance: he has taken the thing done to the men in the pits and the forest peoples pushed off their land and rendered it as a cell in a spreadsheet, a cost optimized, a reputational risk managed. When she reads his internal communications she finds no malice in them at all, which is worse — she finds efficiency, and a man who sleeps well. He is a knowing hand of the family's money-sector, and he does not know whose ledger it ultimately is either; above him the trail runs up and simply goes nameless — into the same accounting, the House of Velheim's, that she has learned to see behind everything now.
And Netpris is only the clean layer of it. Out at the diggings, where the coltan actually comes up, the House keeps a different kind of face — the same cold concession-man she met in Lagos, the one who calls himself the Factor of the Concession when he calls himself anything, recurring now, so that she understands the first time was not an accident but a pattern: the family sends this man to open ground, and he opens it, and moves on. He does not launder the money and he does not dig; he manages the extraction as a portfolio and signs off on what keeps it running. Seeing him a second time is the lesson — that the enemy is not one villain but a role staffed over and over, an arm the accounting extends wherever there is ground to be opened.
And because there is nothing to hit in Netpris — no warlord, no single throat, only a man and a signature — the fight against him is a different kind of fight, and it is the hardest kind. But the family that keeps him does not leave her with nothing to fight. She traces the coltan mine-to-market and builds the case in the journal that used to belong to the healer's child and now belongs to her — the first time the book has been an evidence file and not a witness's diary, and she feels the weight of the turn: she is not only recording the world's forgetting now, she is documenting a crime with intent to use it. The child feels it too, and says so, quietly — that the book they once filled together to remember was one thing, and a book kept to be used against someone is another, heavier thing, and asks her only to be sure the using stays aimed at the guilty. She promises, and means it, and writes on. She corners Netpris in his own ledger. And then the chapter gives her the thing it has been building toward, which is not a victory but a choice.
Because exposing him does not make the harm stop. It only moves it. If she breaks the supply chain outright, the mine goes dark and the militia loses its tax — and so do the diggers, who have no other work, and their families, who eat because of the pits; the disruption falls hardest on the people already crushed. If she builds the slow legal coalition instead, the case sets a precedent that could bind the whole industry someday — but someday is years away, and the coltan keeps moving while the lawyers file. If she spends everything backing this one community's own defense of its land — putting her weight behind the fight they are already making for their forest and their right to stay — they hold it, this once, really and specifically, and the system that displaced them rolls on to the next forest untouched. There is no option where nobody pays. The chapter will not let her pretend there is. It makes her choose who eats the cost of doing the right thing, and — this is the part that has teeth — it does not tell her which choice is the good one; it only asks whether she faced the cost honestly or looked away from it. Whoever she is at the end of it is decided by that, more than by any blade she has ever swung.
She does not make the choice alone in spirit, even if she makes it alone in fact. There is an Mbuti elder of the Ituri named Amboko who has agreed to guide her through the forest and the truth of it — not a guide-for-hire but a man deciding, warily, to trust an outsider with his people's danger — and everything he shows her is his to give and not hers to take, which is the whole distance between her and Netpris. There is the militia quartermaster at the mine's edge, the one armed man in the chain who is a fair fight, and she takes him, because the gun and the men who wield it are the apparatus, and the coerced digger it is pointed at is not. There is the ranger-handler of the fortress-conservation outfit, the man who runs the abuse the reports documented — forest people beaten and burned off their own land in the name of protecting it — and she exposes him, because a wrong done under a good word is still the wrong. And there is the thing the outsiders keep coming up the Likouala to find. For more than a century now expeditions have come to the swamp certain there is a living dinosaur hidden in the water — mokele-mbembe, they call it, a sauropod they are sure the basin is keeping from them — and the story, when she looks at it clearly, is mostly theirs and not the basin's: a Western hunt dressed up as local legend, sold by the same extractive gaze that looks at a whole living region and sees only a prize it can carry home. She does not go to it to sit at the feet of a folk-tradition, because it is not really one; she goes to see exactly what it is — the fantasy the expedition-and-tourist trade projects over the heads of the people who actually live here, a lost creature invented to be discovered — and seeing it plainly, refusing the projection, is its own small act against the thing the whole chapter is about.
And the basin has its own ways of naming what is being done to it, older than any certificate — living ways she moves among carefully, wanting nothing. Along the river and down the mine-to-port road the Kongo world keeps the minkisi, the power-figures a nganga carves and binds a spirit and a purpose into, and the nkondi above them all: the justice-figure a person drives a nail or a blade into to seal an oath or force a wrong to be set right, a whole living jurisprudence in wood and iron, older than the courts the coltan is laundered through. And on the water there is Mami Wata, who gives wealth and beauty and takes a price no one wants to name, told here as the spirit of a mineral money that shines and ruins — the basin's own exact figure for what the mine does. These are living Kongo practice, honored and never hers to use; the forest peoples of the Ituri keep their own religion, deeper still and witnessed only, never touched, never turned into a tool.
And here, for the second time, the family answers with the substrate itself. At the mine's edge the Factor's people have set a forced thing to guard the digging: a nkondi wrenched clean off its purpose, a justice-figure bound to ENFORCE the very injustice it exists to end — driven to hold the diggers at the pit and keep the witnesses off the ground. It is the cruelest inversion she has watched the family perform, because the being is not the enemy and not evil; it is a victim, a justice made to serve theft, and the forcing-mark on it is the same mark she is learning to read on every stolen thing the family fields. She does not destroy it. She frees it — reads the binding, breaks it, gives the nkondi back its true purpose — and a community nganga stands beside her while she does, because the figure is theirs and the freeing is a restoration, never a taking; and the freed nkondi turns on the forcing, and that is the counter the chapter earns. The magic is how she reads the crime, too: the diggings over-draw the ground until the site goes rift-unstable, a pit that is no longer only earth, and when she turns the deep sight down into it she perceives what the ledger counted and buried — the dead of the older extraction, the hands struck off under the rubber-quota a century ago, not named ghosts to be puppeted but a witnessing pressure held in the land itself, a composite grief the ground kept because the ledger that ordered it was never closed, only renamed. They speak no names. They are the case the substrate keeps. The same ledger, the same ground, only the commodity changed — and now she can see the buried witnesses of it, and they are the deepest evidence there is.
She leaves the basin with the case built, the choice made and carried, the militiaman down and the handler exposed, the forced nkondi freed and turned, the Mbuti elder Amboko's trust kept — and the certainty settling deeper that the modern world is one long supply chain and the House of Velheim is somewhere in the accounting of all of it, staffing the same role over and over. The journal is heavier now, and it is hers, and it has started to become the thing that will one day be used. The forest closes behind her, still standing. This time.

Thread 1 Vril Parallels — ESCALATION: the forest peoples' forest-knowledge-as-ecological-relationship as the modern Thread-1 continuity — the vital-force substrate as a lived relationship to the forest (the 600-plus documented ethnobotanical practices), and the interruption of that exchange (the displacement, and the pharmaceutical synthetic-compound replacement of whole-plant medicine) as a vril-exchange-relationship break, the parallel firing forward to Ch 43 (LINK_0006); the modern living-substrate carried also by the Kongo minkisi/nkondi jurisprudence (a spirit-and-purpose bound into wood and iron — the substrate as living justice) and by Mami Wata (the substrate read as mineral-money that shines and ruins), and by the severed-hands dead perceivable as a witnessing pressure in the extraction substrate (composite/land-memory, no named ghost puppeted) [SRC: T1_Threads_22_Master_References # Thread 1] [SRC: T0_Cross_Cultural_Link_Graph @ LINK_0006].
Thread 2 Serpent — ESCALATION: the Congo Basin forest python as the forest-peoples' forest-guardian, a minor Thread-2 anchor in the oral tradition (less prominent than the Ch 39 Ouidah temple, but the serpent-thread continuous through the forest) [SRC: T1_Threads_22_Master_References # Thread 2] [SRC: T0_Thread_Grid @ THREAD_02].
Thread 3 Antagonist Family — ESCALATION (reveal LIFTED): the FINANCIAL / Sector-1 supply-chain variant — the second modern-era House-of-Velheim operation (the conflict-minerals procurement apparatus managing physical extraction at a remove, the UN Group of Experts and Dodd-Frank §1502 architecture), the family's money-sector modern form mapped; plus the RECURRENCE of the extraction-champion the Factor of the Concession (recurrence pos 2, the extraction-face above the diggings — the enemy revealed as a role staffed over and over, not a single villain), and the family's second on-page fielding of the substrate as a weapon (a forced nkondi turned to enforce the injustice, deployed UNATTRIBUTED — an organized hand wielding an occult asset, its forger unnamed); the trail runs up into the nameless ledger (Cassius held for Ch 76) [SRC: T1_Threads_22_Master_References # Thread 3] [SRC: T0_Thread_Grid @ THREAD_03] [SRC: BOSS_PERSONAS # THE FACTOR OF THE CONCESSION].
Civilizational marks (the builders-of-knowledge layer, §9.5 mandatory)
Each mark clears a group-A significance lens and anchors to the RCM verified-canon paragraph or a named primary source; Ch 40 is authored around the forest peoples' forest science and the documented human-rights record — the knowledge the extraction displaces, and the record that indicts the extraction [SRC: SIGNIFICANCE_LENSES].
The forest pharmacopoeia — the documented ethnobotanical knowledge of the basin's forest peoples (Bahuchet's western-basin Aka corpus records over six hundred plant-uses), a deep and rigorous body of forest-ecological knowledge credited to the forest peoples' own traditions (continuity from Ch 11) — the knowledge the displacement severs [SRC: T1_Research_Corpus_Master # Ch 40] [SRC: SIGNIFICANCE_LENSES].
The documented conflict-minerals record — the UN Group of Experts on the DRC annual reports (2004-2025) and Dodd-Frank §1502 (2010) and its documented partial-effectiveness-and-bypass, the multilateral and legal-scholarly record (Stearns, Nest) that maps the coltan supply chain — a real human achievement of documentation and legal accountability, credited to the investigators and jurists who built it, and the record through which the chapter indicts the operation [SRC: T1_Research_Corpus_Master # Ch 40] [SRC: SIGNIFICANCE_LENSES].
The documented human-rights investigation — the BuzzFeed News 2019 investigation and the subsequent reporting on fortress-conservation ranger-abuse against forest peoples, the documented institutional-conservation tension with Baka land-rights, credited to the journalists and the forest peoples who testified — the record the chapter uses to expose the handler [SRC: T1_Research_Corpus_Master # Ch 40] [SRC: SIGNIFICANCE_LENSES].
The Kongo minkisi/nkondi jurisprudence — the documented BaKongo power-figure tradition (MacGaffey's scholarship on the minkisi and the nail-and-blade nkondi): a sophisticated living system of spirit-bound justice — a nganga binds a spirit and a purpose into a carved figure, and an nkondi seals oaths and forces wrongs to be redressed — a whole jurisprudence in wood and iron older than the colonial courts, credited to the Kongo people's own tradition (and the exact justice-practice the family perverts when it forces one to enforce injustice, restored by the community and the player) [SRC: T1_Research_Corpus_Master # Ch 40] [SRC: SIGNIFICANCE_LENSES].
Component-11 status — none at Ch 40: Congo Basin Modern is a living-tradition and institutional-record node, not a megalith or archaeoastronomy site of the CVD's Component-11 catalog [SRC: T1_Research_Corpus_Master # Ch 40] [SRC: SIGNIFICANCE_LENSES].
Everything-woven (the twelve facets, each a real presence, none name-checked)
Ch 40 is authored as the moral-choice middle of the Africa Modern triad and the industrialized return to the Ch 11 Ituri forest — the ancient Ch 11 node behind it (the same forest, the same peoples), the Ch 39 biopiracy and Ch 41 land-rights nodes flanking it, the Ch 43 vril-exchange parallel ahead (LINK_0006), and the Congo Free State deep-history standing behind — the modern web of the same extraction under a supply chain; the relational edges controlled for relevance at the significance-lens pass [SRC: CROSS_CULTURAL_WEAVE].
Combat routes through stealth (the mine-to-market trace, the infiltration of the supply-chain corridor), the marquee mine-edge fight (the Rift-unstable pit, the family's forced nkondi FREED, the Factor's dispatched apparatus), and the two legitimate human targets (the militia quartermaster's armed apparatus, a fair fight; the fortress-conservation handler, exposed) — the Baka/Mbuti and the Kongo community are protected and never a target; every fought thing is apparatus, armed enforcer, or forced construct.
Exploration crosses the Ituri canopy, the coltan diggings and mine-camps (now a rift-unstable extraction pit), the river and the mine-to-port corridor (the Kongo living-supernatural world), and the metals-trader's offices.
Discovery is recognizing the forest as the same Ch 11 forest, the extraction as the same industrialized, the ledger as the same ledger, and — perceivable in the torn substrate — the severed-hands dead of the older extraction as a witnessing pressure the ground still holds.
Puzzles are the mine-to-market trace, the certificate-of-origin forgery chain, the shell-mechanism re-routing, the forcing-mark read on the bound nkondi (the freeing), and the vril-forensic read of the severed-hands witnesses in the extraction substrate.
Mystery is the certificate-of-origin forgery, the chain above Netpris and the recurring Factor that runs nameless into the Velheim ledger, and what forged the bound nkondi (an unattributed forced asset, its hand unrecognized until Ch 63).
Lore is the forest peoples' forest-knowledge-as-relationship (the modern vril-parallel), the Kongo minkisi/nkondi justice-tradition and Mami Wata (the basin's own living supernatural), and the forest-guardian python.
Trades hold their home bases and schools; Trade 9 Inscription reads the corporate manifests and comms (the journal-as-evidence), and the forest peoples' pharmacopoeia is the herbalism substrate.
Gathering is the forest botanicals (the forest peoples' pharmacopoeia, honored as the community's own knowledge) and the recovered supply-chain evidence.
Side quests run the mystery-and-detective (the supply-chain trace), the secret-society (the House of Velheim's financial operation and the recurring Factor, named), the cryptids (SQ9 Mokele-mbembe, engaged AUTHORIALLY — the Western creationist-cryptozoology projection seen clearly, never credited as local folklore nor fought), the military-history (the conflict-minerals armed groups), the anomalous-phenomena (the vril-exchange interruption, the severed-hands witnesses, the forced-nkondi freeing), and the fairy-tale/folklore (the genuine living Kongo supernatural — Mami Wata and the nkisi/nkondi tradition) lines (block 11).
Engineering is the mine-to-port logistics read as a system, and the shell-company financial plumbing.
Folklore is the genuine living Congo supernatural — Mami Wata (the water-spirit of ruinous mineral wealth) and the Kongo minkisi/nkondi justice-figures — engaged respectfully as living Kongo tradition (honored, never reproduced or used), kept distinct from the Ituri forest peoples' own witness-depth religion; the forest-guardian python honored; the mokele-mbembe held AUTHORIALLY as the outsiders' cryptozoology projection, NOT credited as local folklore.
Superstition is handled two ways: the genuine living traditions (Mami Wata, nkondi) are honored on the community's own terms, while the mokele-mbembe "living-dinosaur" — a modern Western cryptozoology construct — is shown for what it is (the extractive gaze's projection), refused rather than credited as folk-belief or sensationalized as a real monster.

Boss structure (§9 thin join index — phases are beats; the narrative lives in the beat graph)
The main boss is a named modern deplorable — Monsieur Aubin Netpris, the Procurement Officer, the conflict-minerals ledger personified — defeated by a MORAL CHOICE, not a blade (the first of the sanctioned Ch 40-41 moral-choice double): the win is a decision about who eats the cost of exposure, and the chapter holds the protagonist to it. Above the diggings recurs the House extraction-champion, the Factor of the Concession, and the family FIELDS the substrate here: a family-forged FORCED nkondi (a justice-figure turned to enforce the injustice, FREED as the win) at a rift-unstable pit, backed by the militia's armed apparatus. Key ally NPCs
The healer's child (CHAR_0002) — the primary companion and co-witness; here the journal the child kept and handed over becomes, in the protagonist's hand, an evidentiary record for the first time, and the child's steadiness carries the weight of that turn (the witness becoming the documenter); inviolate, never a target [SRC: T0_Character_Index @ CHAR_0002].
The Mbuti guide-elder of the Ituri, Amboko (a protected community elder) — a forest elder who chooses, warily, to trust the protagonist with his people's danger and guide her through the truth of the extraction; an honored ally, never a target; everything he shows her is his to give and not hers to take (the whole difference between her and Netpris). IR-2 CONNECTIVE-WEB (the Ch-11 → Ch-40 integrity MARK, the descendant reception) — Amboko's people are the descendants of the Ch-11 Ituri net-hunt community (Apenda's camp, CHAR_0081), and how he receives her READS the mark she left in the deep-time chapter, carried down by the land and the line (recognition-via-land, whose canonical first instance IS this same Ituri Mbuti community): on the generative pattern the forest remembers her as the child who broke the extraction machine and left the forest to its own keeping, and Amboko meets her as returned kin — the wary trust arriving warm and early, the forest-pharmacopoeia opened to her, the community's standing lent at the diggings (a better faction footing at the extraction fight); on the corrosive pattern she is the outsider who studied that machine and filed its method away, the community damaged in ways she can trace to her own hand, and the doors close — the trust withheld or dear, the lore not offered, the footing colder. NON-GATING — where Amboko's candor is withheld the guide role is covered by the Kongo community nganga, the documented record (the journal-as-evidence and the UN Group of Experts corpus), and her own Third-Eye Probability Sight, and the mine-to-market trace, the extraction fight, and the moral choice all play through on every band. CARE — the mark changes only how she is RECEIVED; the Mbuti keep their agency and dignity on every band (on the damaged band it is their own justified wariness that closes the door), honored and never a combat target (CVD §17.1). The reception rides the descendant NPC-family line per §4.9 and carries the community-specific mark per §5.5.4 (persisting independent of the arc-level integrity score) through the recognition-via-land subtype per §8.10.1, previewing the fuller §8.3 direct-observation revisit that lands in the Ch 59-65 continental block (IR-2, WHOLE_ARC_CONNECTIVE_WEB.md) [SRC: T1_Integrity_Paths_Worldstates_Master # 4.9] [SRC: T1_Integrity_Paths_Worldstates_Master # 5.5.4] [SRC: T1_Integrity_Paths_Worldstates_Master # 8.10.1]. NAMING: SET at the RR-42 Layer-3 naming pass to Amboko — an original Mbuti/Efe-register name (the Mama Klara / Mambo precedent, original-and-respectful), screened clear of Turnbull's Forest People informants (Kenge, Moke, Njobo, Ekianga, Cephu, Manyalibo) and the activist Kapupu; Character_Index row added [SRC: T1_Research_Corpus_Master # Ch 40] [SRC: NAMING_METHOD].
The community nganga (a Kongo living-tradition keeper) — the nkisi/nkondi practitioner of the river-and-corridor community who keeps the true justice-figures; he stands beside the protagonist while she FREES the family-forced nkondi (the figure is his community's, the freeing a restoration and never a taking), and holds the living Kongo tradition (Mami Wata, the minkisi) on the community's own terms; an honored ally, never a target, kept ethnographically distinct from the Ituri forest peoples [SRC: T1_Research_Corpus_Master # Ch 40].
No community NPCs at risk — the Baka and Mbuti (Ituri) and the Kongo river-and-corridor community are protected and combat-against-no-one; the diggers under the armed apparatus are victims, never targets; the Congolese and basin peoples are honored, shown with agency and living tradition, never a single story of misery (CVD §17.1) [SRC: T1_Research_Corpus_Master # Ch 40].

Modern-arc reveal-lifted framing
Ch 40 is a reveal-lifted modern node: the House of Velheim may be named player-facing and the chapter maps its FINANCIAL / money-sector modern form (the conflict-minerals supply chain), plus the RECURRENCE of the extraction-champion the Factor of the Concession (nameable-as-House post-38 — the enemy shown as a role staffed over and over) [SRC: T0_Hard_Lines @ HL_0043]. NEW and reveal-safe post-38: the family FIELDS the substrate for the second time (a family-forged forced nkondi) — surfacing only that "an organized hand" wields forced things; it gives NO name to the hand that forged the construct (unrecognized until Ch 63 — no who-frame agent-noun beyond the nameable House), implies NO pattern beyond an organized hand, and hints NOTHING of the thesis. HELD still and NOT surfaced: the patriarch Cassius (neither Netpris nor the Factor surfaces him; the chain up runs into the nameless ledger — Cassius surfaces at Ch 76) and the full thesis (the Ch 77 Grand Sage, §17.9 / HL_0043) [SRC: T0_Hard_Lines @ HL_0046]. The Baka/Mbuti (Ituri) and the Kongo community are protected — no community combat (CVD §17.1); combat routes only against the militia quartermaster's armed apparatus, the fortress-conservation handler, the Factor's apparatus, and the forced constructs, never the forest people, the Kongo community, or the diggers; the FORCED nkondi is an explicitly stolen/bound thing (a justice-figure forced to enforce injustice), FREED as the win, never the community's true nkondi (sacred-never-corrupted); the mokele-mbembe is held AUTHORIAL (the Western cryptozoology projection, never credited as local folklore, never a monster fought); the severed-hands witnesses are composite/land-memory only (no named victim manifested); and the moral choice is genuine — the chapter offers no cost-free win [SRC: T0_Hard_Lines @ HL_0051].
Anti-fringe / Frame-A flags
The forest peoples and "primitive" framing — at-risk claim: forest peoples as primitive, or (the inverse) as ecological noble-savage mystics. Canonical framing: the western-basin Aka/Baka forest-knowledge is surfaced as a documented, rigorous ethnobotanical science (Bahuchet's 600-plus recorded practices — the western-basin Aka corpus) and a lived ecological relationship, credited to the western-basin Aka/Baka's own tradition (CVD §19 Frame-A), never primitive and never a romanticized mysticism; the ethnographic split is kept (the Ituri east is Mbuti/Efe, the western basin Aka/Baka) [SRC: SCIENCE_GROUNDING] [SRC: T1_Research_Corpus_Master # Ch 40].
Mokele-mbembe (MANDATORY care-correction) — at-risk claim: crediting mokele-mbembe as authentic Indigenous Congo/Likouala folklore (a double factual-and-care failure), or asserting it as a real living dinosaur. Canonical framing (per the cryptid-vs-Western-cryptozoology discipline): mokele-mbembe — the "living sauropod" of the swamp — is largely a MODERN WESTERN creationist-and-cryptozoology construct (Mackal's and the later creationist "living-dinosaur" expeditions), NOT an authentic Indigenous tradition; the game holds it strictly AUTHORIAL — the projection the expedition-and-tourism industry lays over the basin (the same extractive gaze that looks past the living people for a prize to carry home) — and never credits it as genuine local folklore, never endorses a real dinosaur, and never fights it as a monster. The chapter's earlier "documented Likouala oral tradition" framing is RETIRED as the exact conflation this discipline forbids; the genuine living Congo supernatural is carried instead by Mami Wata and the Kongo nkisi/nkondi tradition (below) [SRC: SCIENCE_GROUNDING] [SRC: T1_Research_Corpus_Master # Ch 40].
Mami Wata and the Kongo nkisi/nkondi (the genuine living supernatural) — at-risk claim: exoticizing or appropriating the minkisi, conflating the FORCED nkondi with the community's true practice, or misattributing the Kongo tradition to the Ituri forest peoples. Canonical framing: Mami Wata (Drewal) and the Kongo minkisi/nkondi power-figure jurisprudence (MacGaffey) are documented LIVING Kongo/broader-basin traditions, honored on their own terms and never reproduced or used by the game, and kept ethnographically distinct from the Ituri forest peoples (Mbuti/Efe), whose own religion stays witness-depth and is never instrumentalized. The Velheim-FORCED nkondi is an explicitly stolen/bound thing — a justice-figure forced to enforce injustice — never the community's true nkondi, which is the counter the player FREES; the forcing is the crime and the being a victim, never appropriated (§17.1 sacred-never-corrupted) [SRC: ESOTERIC_GROUNDING] [SRC: T1_Research_Corpus_Master # Ch 40].
The conflict-minerals and human-rights record — at-risk claim: sensationalizing the DRC as a single story of misery, or softening the documented abuses. Canonical framing: the coltan supply chain, Dodd-Frank §1502 and its bypass, and the fortress-conservation ranger-abuse are documented multilateral, legal, and journalistic record (UN GoE, Stearns, Nest, BuzzFeed 2019) and are indicted through that primary record; the DRC and its peoples are shown with agency and knowledge, never reduced to victimhood or poverty-porn, and conservation is not villainized as a class — the specific documented abuse-apparatus is the target [SRC: SCIENCE_GROUNDING] [SRC: T1_Research_Corpus_Master # Ch 40].
The Congo Free State — at-risk claim: eliding or exoticizing the historical atrocity. Canonical framing: the Congo Free State (1885-1908, Hochschild) stands as documented deep-historical context — the same extraction's first industrial form, the continuity from Ch 11 — represented with honesty and weight, never elided and never sensationalized [SRC: T1_Research_Corpus_Master # Ch 40].
Three-layer surfacing
L1 self-contained: a supply-chain-forensics thriller with a real moral fork AND a real fight — trace the coltan mine-to-market, take the militia quartermaster, break loose at the rift-unstable pit where a forced justice-figure has been set to guard the digging (free it), expose the ranger-handler, corner the procurement officer, and choose who eats the cost; a complete investigation-decision-and-action node (the abstract "nothing to hit" procedural chapter converted to action-forward) [SRC: T0_Hard_Lines @ HL_0047].
L2 investigatable: the substrate — the coltan supply chain (Nest, Stearns), the UN Group of Experts corpus, Dodd-Frank §1502 and its documented bypass, the western-basin Aka forest pharmacopoeia (Bahuchet, 600-plus practices), the documented WWF-ranger-abuse tension (BuzzFeed 2019), the Congo Free State record (Hochschild), and the genuine living Kongo supernatural — Mami Wata (Drewal) and the minkisi/nkondi jurisprudence (MacGaffey) — all investigatable, the operation indicted through primary record; and the mokele-mbembe read strictly AS the modern Western cryptozoology construct it is (not credited as local folklore) [SRC: T1_Research_Corpus_Master # Ch 40].
L3 metaphysical-as-real, never declared: the forest peoples' forest-knowledge-as-ecological-relationship is the Thread-1 modern vril continuity (the substrate as relationship to the forest), the Kongo minkisi/nkondi the substrate as living justice and Mami Wata the substrate as ruinous mineral-money, the forest python a Thread-2 minor anchor; the family FIELDS that substrate as a weapon (a forced nkondi bound to enforce injustice, held on a readable forcing-mark — the second entry in the modern arc's unattributed forced-asset chain, its forger unrecognized until Ch 63), the diggings tear the ground rift-unstable, and the severed-hands dead of the older extraction are perceivable as a witnessing pressure the ground still holds (composite/land-memory, no named ghost) — the extraction is the same, the ledger is the same, only the mineral changed — yet nothing of the thesis is spoken and no name given to the forcing hand (HL_0043) [SRC: ESOTERIC_GROUNDING] [SRC: T0_Hard_Lines @ HL_0043].
Asset anchors
creatures_and_fauna — the forest-guardian python (Thread-2 minor anchor, Congo Basin oral tradition, honored, never combat); the family-forged FORCED nkondi (BE_0040_S4, Construct-Kit Class 3 turned-guardian — a Kongo justice-figure wrenched to enforce injustice, combat_permission construct-not-person, FREED not destroyed, carries a readable forcing-mark; the community's true nkondi is the counter, never appropriated); the severed-hands witnesses of the older extraction (a composite/land-memory witnessing pressure in the torn substrate, never a rendered/named ghost, never puppeted); the genuine living Congo supernatural honored and NEVER fought or corrupted — Mami Wata (the river water-spirit, Drewal), the community's true minkisi/nkondi (MacGaffey); the mokele-mbembe held AUTHORIAL (the Western cryptozoology projection — never a rendered monster, never credited as local folklore, never fought); the equatorial forest fauna (ambient); the carried familiars (per Mechanical anchors), none new this chapter [SRC: T3_Familiars_Named] [SRC: BOSS_PERSONAS # THE CONSTRUCT-KIT] [POPULATE→T0_Creature_Roster].
architecture_set_dressing — the Ituri forest and the forest-peoples' camps, the coltan open-pit and artisanal diggings and mine-camps, the mine-to-port logistics corridor, the metals-trader's glass office, and the fortress-conservation park boundary [SRC: T1_World_Geography_Master # Ch 40] [POPULATE→T0_Theme_Registry].
material_palette and style_register — realistic-contemporary and documentary for the Congo Basin (the forest, the diggings, the corporate office, the park boundary); the mythologically-stylized register reserved for the forest-relationship substrate and guardian-python perception, the living Kongo supernatural (Mami Wata, the true minkisi), the FORCED nkondi (a wrong, driven, negative-signature register distinct from the honored figures), the rift-unstable pit, and the severed-hands witnesses in the torn ground (the L3 substrate surfaced) [SRC: T1_World_Geography_Master # Ch 40].
music_mood — the forest register (the Ituri canopy, the forest-peoples' life, Sarno's recorded forest song as a reference-mood) against the extraction register (the diggings, the corridor, the ledger), threaded with the river-and-corridor Kongo living-supernatural cue and the mine-edge fight cue (the rift-unstable pit, the forced-nkondi freeing); theme_refs the same-forest, the ledger, the choice, and the family-fields-the-substrate motifs; a grave, documentary modern cue [SRC: T1_World_Geography_Master # Ch 40] [POPULATE→T0_Theme_Registry].
voice_and_crowd — the Mbuti guide-elder Amboko's register (honored, the community's own voice, never a caricature), the Kongo community nganga's register (the living justice-tradition's own voice), Netpris's smooth deniable corporate register, the Factor's cold un-shamed concession-agent register, and the ambient of the mine-camps and the corridor; per-NPC registers deferred to the Voice registry [SRC: T99_Story_Spine_Build_Logic # 9.6] [POPULATE→T0_Voice_Registry].
sfx_substrate — the equatorial-forest and mine-camp and corporate-interior and river-corridor terrain enum, the vril-exchange-interruption and guardian-python-perception environmental ambient, the rift-unstable pit and forced-nkondi freeing (the forcing-mark cue) and severed-hands witness register, the Trade-9 inscription-sight on manifests and comms (the journal-as-evidence), and the moral-choice register; §17.1 living-community discipline binds the Baka/forest and Kongo cues (the living traditions honored, the forced construct clearly other) [SRC: T99_Story_Spine_Build_Logic # 9.6] [POPULATE→T0_SFX_Registry].
fragment carrier and sacred objects — the INSC_77H_CH40_FRAGMENT (a Layer-2 fragment of the 77-Hidden-Inscription spine that assembles across the arc and pays off at Ch 76); sacred_objects_and_props include the journal (now an evidentiary record), the forged certificates of origin and shipping manifests (the case), referenced not reproduced [SRC: T0_Inscription_Spine @ INSC_77H_CH40_FRAGMENT].
Mechanical anchors
dominant_combat_mode stealth (the mine-to-market trace and supply-chain infiltration remain the primary mode; the direct combat is the militia quartermaster's armed apparatus and the marquee mine-edge fight — the rift-unstable pit, the family-forged forced nkondi FREED, the Factor's apparatus — with the boss still resolving by moral choice); the new Rift Instability + forced-nkondi + direct-militia beats fold in as SECONDARY texture under the SAME stealth dominant, NOT a flip to environmental (Ch 42 and Ch 45 are environmental; re-checked vs both neighbors — Ch 39 direct, Ch 41 puzzle_routed — stealth is clean between them) — mode-variety note: Ch 38 environmental, Ch 39 direct, Ch 40 stealth, so no two consecutive share a mode and the five-window Ch 36-40 (environmental, vril_management, environmental, direct, stealth) carries four distinct dominant modes, clearing HL_0049 and HL_0048; intensity STANDARD — the modern arc holding at standard (Ch 39 standard, Ch 40 standard, with the Ch 41 land-rights climax ahead; no three consecutive peaks, HL_0048 held; the added mine-edge fight raises texture, not the STANDARD ceiling); the five Pillar-1.12 beats are all present — combat (the militia quartermaster, the mine-edge fight at the rift, the forced nkondi and the Factor's apparatus), puzzle (the mine-to-market trace, the certificate forgery chain, the forcing-mark read on the bound nkondi, the severed-hands witness read), learning (the Baka pharmacopoeia, the conflict-minerals record, the Congo Free State context, the living Kongo minkisi/nkondi tradition), character (the moral choice that defines the protagonist, the Mbuti guide-elder Amboko's trust, the Kongo nganga beside the freeing, the healer's-child witness-to-documenter turn), and transformation (the journal becoming an evidentiary record, the second sight of the family fielding the substrate, the protagonist growing into the documenter-who-will-use-it) — mode_variety_check set to combat=Y;puzzle=Y;learning=Y;character=Y;transformation=Y, retiring the R4 topography waiver (the character beat grounded in the moral choice, the guide-elder relationship, and the witness-to-documenter turn) [SRC: T0_Chapter_Index @ CH_40] [SRC: T0_Hard_Lines @ HL_0049] [SRC: T0_Hard_Lines @ HL_0048].
main_boss_win_condition pacify by moral choice — exposure and the decision of who eats the cost (choose primary, expose secondary, axis 25/45/30, three phases, escalation evolving on the financial plumbing) [SRC: BOSS_PERSONAS # BE_0040]; agility_course a modern-industrial traverse (the mine-camp-and-corridor infiltration route, or a forest-canopy course) — biome-rotated against Ch 39's urban course and Ch 41's course, with a Puzzle variant threading the supply-chain trace, one course per chapter across three variants (HL_0079) [SRC: T0_Hard_Lines @ HL_0079].
abilities_unlocked none this chapter — the Third-Eye deep-substrate perception (Probability Sight) from Ch 38 is USED here (the inscription-sight on manifests and comms, the forest-relationship perception), monotonic across the window; no new tier threshold [SRC: T0_Ability_Tree_Registry] [SRC: T0_Hard_Lines @ HL_0026].
vril_sites none anchored at Ch 40 — the forest peoples' forest-relationship is the Thread-1 modern substrate (a lived relationship, not a documented vril-SITE); the perception routes through the forest and the trace, not a named site [SRC: T0_Vril_Site_Registry] [SRC: T0_Hard_Lines @ HL_0016].
scripts: the corporate manifests, certificates of origin, and internal comms read via the Trade-9 inscription-sight (the journal-as-evidence); no new mortal-world writing-system debuts [SRC: T1_Languages_and_Script_Master].
inscription_spine: INSC_77H_CH40_FRAGMENT (a Layer-2 fragment of the 77-Hidden-Inscription spine that assembles across the arc and pays off at Ch 76); the journal evidentiary-record phase opens here (the first modern-arc evidence entry) [SRC: T0_Inscription_Spine @ INSC_77H_CH40_FRAGMENT].
schools: no new school debuts; SCH_001 through SCH_008 carried (Trade-9 Inscription reading corporate manifests and comms) [SRC: T0_School_Registry @ SCH_008].
weapons roster-availability carried; chapter_anchored_weapon_add none — not a canonical weapon-anchor chapter (the four adds fall at Ch 9-10 / 29 / 47-48 / 57) [SRC: T0_Hard_Lines @ HL_0056].

familiars: no new bond this chapter; the carried roster (Shell W1, the Nile Crocodile W2, the Simurgh F4, the Koi W3, Taki G4, Berkut F5, the Raven F6, the Reindeer G6, Paravani F2 ranging, the Sanur Octopus W4 deferred and gated, the Child Familiar still lost) [SRC: T3_Familiars_Named]; companions_and_recurring_npcs CHAR_0002 the healer's child (co-witness, the journal-to-evidence turn); CHAR_0017 Ana departed after Rome, her next node Ch 41 (rejoins next chapter); the Mbuti guide-elder Amboko (protected ally); the Kongo community nganga (living-tradition ally, beside the forced-nkondi freeing, new); the recurring Factor of the Concession (antagonist, extraction-face) [SRC: T0_Character_Index @ CHAR_0002].
main_quest_beat the moral-choice middle of the Africa Modern triad: the mine-to-market trace, the cornering of Netpris, the recurring Factor and the marquee mine-edge fight (the rift-unstable pit, the forced nkondi freed, the severed-hands witnesses), and the choice of who eats the exposure's cost (every route non-gating and walkable at any standing, the reckoning-direction typed at FORK_CH40_A, §10b); side_questlines SQ4 ADVANCE, SQ12 ADVANCE, SQ9 ADVANCE, SQ1 ADVANCE, SQ2 ADVANCE, SQ10 ADVANCE [SRC: T0_Hard_Lines @ HL_0032].
integrity_divergence typed at FORK_CH40_A (§10b) — the moral choice sets the chapter's defining mark (Substantial class per §5.1), action-keyed by the HONESTY and OWNERSHIP of facing who eats the cost (did she face and name it, or look away), NOT by which of the three cost-bearer routes she walks (Disruption / Legal Coalition / Direct Community Protection are integrity-invariant and non-gating, any route walkable at any standing); the militia-quartermaster and ranger-handler handling is apparatus-only Accumulative texture (never the community); the Ch-11 Ituri community MARK is READ on arrival at CH40_B02 (the IR-2 connective-web payoff, the descendant reception: generative pattern → the community recovered and Amboko's people meeting her as kin, warm early trust, the forest-pharmacopoeia opened, a better faction footing at the diggings; corrosive pattern → damaged and doors-closed, the trust withheld or dear and the aid colder, the harm traceable to the method she once filed away; NON-GATING — the mine-to-market trace, the extraction fight, and the moral choice play through on every band, the guide role covered by the community nganga, the documented record, and her own Probability Sight when Amboko's candor is withheld; recognition-via-land §8.10.1 with Ch 11 the canonical first instance, the community-specific mark §5.5.4 persisting independent of the arc-level score, per the §4.9 modern-chapter reception rule) (IR-2, WHOLE_ARC_CONNECTIVE_WEB.md); direction_set_at_chapter_end {generative faced the cost squarely and owned it, neutral picked the expedient route and looked away, corrosive denied anyone pays}; the five texture bands are the DERIVED axis (§18, integrity_level L3 Drifting); convergence_node_id null (Ch 65 is the lock-in) [SRC: T1_Integrity_Paths_Worldstates_Master # 5.1].

rewards per-quest reward map authored in-intent — the Sector-1 modern form mapped and the recurring Factor recognized (a role staffed over and over), the case built (the journal-as-evidence), the militia-apparatus cleared and the ranger-handler exposed, the family-forged forced nkondi FREED and its forcing-mark logged (the second entry in the modern arc's unattributed forced-asset chain), the severed-hands witnesses perceived (the deepest evidence), the Kongo community's true nkondi restored, the Mbuti guide-elder Amboko's trust kept, and the moral choice carried; loot and seed anchors deferred [POPULATE→T0_RNG_Drop_Table] [POPULATE→T0_Quest_Seed_Registry].

familiars_present: the carried roster unchanged — Shell (W1), the Nile Crocodile (W2), the Simurgh (F4), the Koi (W3), Taki (G4), Berkut (F5), the Raven (F6), the Reindeer (G6); Paravani (F2) ranging; the Sanur Octopus (W4) deferred and gated; the Child Familiar still lost; no new bond at Ch 40.

path_states: direction plus magnitude near the L3 Drifting band, moved by the MORAL CHOICE at FORK_CH40_A (the reckoning-direction — how honestly she faced who eats the cost — is the chapter's defining mark, carried forward heavily; the three cost-bearer routes are integrity-invariant, and the five texture bands are derived at §18, never option labels); the journal now an evidentiary record (the first modern-arc evidence entry, building toward its later use); the Sealed Letter's deepest last third still sealed toward its Ch 66 close. New carried threads: the Factor of the Concession recognized as a RECURRING role (debut Ch 39 → recurs Ch 40 — a role staffed over and over, not a single villain); the family's second on-page fielding of the substrate witnessed (the forced nkondi's forcing-mark logged as the second entry in the modern arc's unattributed forced-asset chain, its forger unrecognized until Ch 63).

Decisions surfaced
Ch 40 surfaced these decisions; the grounded and creative-within-vision ones are resolved inline with reasoning shown (Josh-override-able at RR-42), and no cardinal un-decidable is left open.
The moral-choice boss (the first of the Ch 40-41 double) — RESOLVED (per the boss roster + the integrity system): the boss is defeated by a CHOICE with a real cost (Disruption / Legal Coalition / Direct Community Protection — who eats the cost), not a clean win; the chapter offers no cost-free option and holds the protagonist to the choice, making the integrity fork the boss itself (a Substantial divergence point) [SRC: BOSS_PERSONAS # BE_0040] [SRC: T1_Integrity_Paths_Worldstates_Master # 5.1].
The topography R4 waiver (missing character beat) — RETIRED (grounded): the waiver flagged the character beat as "unsupported by substrate — Josh to rule," but the moral choice is inherently the deepest character beat of the modern arc so far (it defines who the protagonist is), and the Mbuti guide-elder Amboko's trust and the healer's-child witness-to-documenter turn supply further character weight; all five Pillar-1.12 beats are authored and mode_variety_check is set all-Y, retiring the waiver [SRC: T0_Chapter_Index @ CH_40].
The protected-community and no-community-combat discipline — RESOLVED (CVD §17.1): the Baka and Mbuti are protected and never a combat target; combat routes only against the militia quartermaster's armed apparatus (the diggers under it are victims, never targets) and the fortress-conservation ranger-handler (exposed); the DRC and its peoples are shown with agency and knowledge, never reduced to a single story of misery [SRC: T0_Hard_Lines @ HL_0051].
The Mokele-mbembe and fortress-conservation handling — the Mokele-mbembe half is SUPERSEDED by the Task #48 cryptid care-correction below (it is NOT documented Indigenous oral tradition but a modern Western cryptozoology projection, now held authorial); the fortress-conservation half RESOLVED (Frame-A / §17.1): the ranger-abuse is indicted through the documented record (BuzzFeed 2019) as a specific abuse-apparatus, and conservation is NOT villainized as a class [SRC: SCIENCE_GROUNDING] [SRC: T1_Research_Corpus_Master # Ch 40].
The NW_0037 operative name — RESOLVED (grounded naming, living-source): the registry rows NW_0037 as "named-TBD-Phase-6"; the roster's author-created Francophone-corporate name Monsieur Aubin Netpris (net prix / net = clean, "clean hands and net prices") is adopted (per the naming method — a DRC/Belgian-legacy supply-chain register, ribbing on a launderer), and the Antagonist_Network row is aligned to it [SRC: NAMING_METHOD] [SRC: T0_Antagonist_Network_Registry @ NW_0037].
The Congo Basin forest-peoples ethnography (Mbuti/Efe vs Baka) — RESOLVED (RR-42, WGM aligned living-source): the Ituri Forest and the eastern-DRC coltan zone are Mbuti/Efe territory; the Baka are a WESTERN-basin people (Cameroon, Gabon, Republic of Congo, CAR), and Bahuchet's 600-plus-practice pharmacopoeia is the western-basin Aka corpus. The entry foregrounds the Mbuti/Efe for the Ituri-specific beats (the guide-elder Amboko, the eastern forest), reserves the Aka/Baka for the western-basin pharmacopoeia, uses "the forest peoples" as the umbrella elsewhere, and the residual "Baka guide-elder" labels are corrected to "Mbuti guide-elder" (the Ituri guide is Mbuti). The T1_World_Geography_Master Ch-40 node is aligned to this ethnographic breakdown (Ituri = Mbuti/Efe, western basin = Baka/Aka, under a Congo-Basin-forest-peoples composite). NON-BLOCKING NOTE for Josh: whether to formally SPLIT the composite into a separate Ituri-Mbuti node and a western-basin-Baka node is a coverage-architecture call (kept composite here) [SRC: T1_World_Geography_Master # Ch 40].
The Mokele-mbembe attribution — SUPERSEDED by the Task #48 cryptid care-correction below. The prior resolution attributed mokele-mbembe to the Likouala river-peoples as documented oral tradition; the re-flesh RETIRES that framing per the cryptid-vs-Western-cryptozoology discipline — mokele-mbembe (the "living dinosaur") is largely a modern WESTERN creationist-and-cryptozoology construct, NOT authentic Indigenous folklore, and is now held strictly AUTHORIAL (the outsiders' projection over the basin). Crediting it as genuine local tradition was the exact double factual-and-care failure the discipline forbids; the genuine living Congo supernatural is carried by Mami Wata and the Kongo minkisi/nkondi instead [SRC: T1_Research_Corpus_Master # Ch 40].
Thread 6 (Bwiti) — DEMOTED (grounded, schema-correct): the first draft listed a fourth advancing thread ("Thread 6 Death and Rebirth"), but the canon has only T01/T02/T03 for Ch 40 (Thread_Grid, Chapter_Index thread_anchors, and T1_Threads_22 SS8 all list Threads 1/2/3 only), and the canonical T06 name is "Dying-Rising God," not "Death and Rebirth." Bwiti is demoted to the L2/Lore substrate mention it already is elsewhere (and softened — Bwiti is a Gabonese tradition largely formalized in the 19th-20th c. drawing on older substrate, not a literal deep-time institutional continuity). To PROMOTE Bwiti to a canonical Ch-40 thread would need a Josh-ratified THREAD_06:CH_40 row across the grid/Chapter_Index/T1_Threads_22 — not silently authored [SRC: T0_Thread_Grid @ THREAD_03] [SRC: T1_Threads_22_Master_References # Thread 3].
The moral-choice integrity grading — RESOLVED-WITHIN-VISION (de-telegraphed): the first draft's grade block coded truly_good as "bear the burden rather than pass it to the powerless," which best-fit Direct Community Protection (the most white-savior route) and collapsed the horizontal fork toward a good/bad ranking; regraded so NO route is integrity-ranked and the mark grades the HONESTY/OWNERSHIP of the reckoning within any route (all three walkable at any standing), and the Direct Protection branch reframed to backing the community's OWN land-defense (not the outsider unilaterally "saving" them) [SRC: T1_Integrity_Paths_Worldstates_Master # 5.1].
The modern-arc re-flesh (Task #48, the four AAA moves — the range's HEAVY node) — APPLIED (grounded / creative-within-vision, per docs/proposals/modern_arc_staging/modern_scope_39_45.md): (1) LIVING-SUPERNATURAL, WITH THE MANDATORY CRYPTID CARE-CORRECTION — the mokele-mbembe "living dinosaur" is RETIRED as documented Indigenous folklore and reframed strictly AUTHORIAL (a modern Western creationist-cryptozoology projection over the basin, the extractive gaze itself), and the genuine living Congo supernatural is carried instead by Mami Wata (Drewal) and the Kongo minkisi/nkondi justice-tradition (MacGaffey), honored on the community's own terms and kept ethnographically distinct from the Ituri forest peoples (Mbuti/Efe), whose religion stays witness-depth; (2) VELHEIM ASSET — the Factor of the Concession (NW_C02) RECURS as the extraction-face above the diggings (the enemy = a role staffed over and over), and his people field a family-forged FORCED nkondi (new sub-boss BE_0040_S4, Construct-Kit Class 3 turned-guardian, deployed UNATTRIBUTED) — a justice-figure bound to enforce injustice, FREED not destroyed (the community nganga beside her, the true nkondi the counter; sacred-never-corrupted); (3) MAGIC-IS-THE-HOW — the severed-hands dead of the Congo Free State surface as perceivable WITNESSES in the torn extraction substrate (composite/land-memory, NO named victim manifested — the wronged-dead cap), the ledger read in the ground itself; (4) COMBAT-NEVER-STOPS — a Rift Instability Zone at the over-drawn pit + the forced nkondi + the militia apparatus convert the abstract "nothing to hit" node into an action-forward one. Moral-choice boss UNCHANGED; NO new materialized-argument (net-reduce respected — the flagship stays at Ch 42). Dominant mode KEPT stealth/STANDARD (the mine-edge fight folds in as secondary texture; NOT flipped to environmental — re-checked vs Ch 39 direct / Ch 41 puzzle_routed, and vs the environmental Ch 42/45). Header range_id R_39_41 → R_39_50 (aligned to the ACTIVE T0_Chapter_Index, the CH_39 fix propagated). Reveal discipline: the family FIELDING the substrate surfaces only as "an organized hand" — no name for the forging hand (held design-layer-only, unattributed to Ch 63), no Cassius (Ch 76), no thesis (Ch 77); reveal + care + fidelity re-verified after the prose rewrite [SRC: T4_House_of_Velheim_Canonical # 9.1] [SRC: BOSS_PERSONAS # THE FACTOR OF THE CONCESSION] [SRC: T1_Research_Corpus_Master # Ch 40].
The IR-2 ancient→modern integrity MARK (the Ch-11 → Ch-40 connective-web link) — APPLIED (creative-within-vision, per the connective-web map IR-2): the chapter was integrity-INVARIANT on this axis (it paid geography and cultural continuity but read identically however the player met the Ch-11 Ituri community). Wired the modern forest-community's STATE and the descendant guide-elder Amboko's reception to READ the Ch-11 mark via recognition-via-land (§8.10.1, whose canonical first instance is this same Ituri Mbuti community) — generative pattern → recovered/kin, warm early trust, the forest-pharmacopoeia opened, a better faction footing at the diggings; corrosive pattern → damaged/doors-closed, colder and dearer aid, the harm traceable to the extraction method she once filed away (the Ch-11 corrosive path). NON-GATING held: the mine-to-market trace, the extraction fight, and the moral choice play through on every band, the guide role covered by the community nganga, the documented record, and her Probability Sight when Amboko's candor is withheld. CARE held: the Mbuti keep their agency and dignity on every band (on the damaged band it is their own justified wariness that closes the door), honored and never a combat target — the mark changes reception, never targets them. REVEAL held: the corrosive trace is to HER own kept method, not a family who-frame, and Cassius (Ch 76) and the thesis (Ch 77) are untouched. The reception rides the §4.9 modern-chapter descendant-line rule and the §5.5.4 community-specific mark (independent of the arc-level score), previewing the fuller §8.3 direct-observation revisit that lands in the Ch 59-65 continental block; touched blocks — Body prose, Key ally NPCs (Amboko), integrity_divergence, and this record (IR-2, WHOLE_ARC_CONNECTIVE_WEB.md) [SRC: T1_Integrity_Paths_Worldstates_Master # 4.9] [SRC: T1_Integrity_Paths_Worldstates_Master # 5.5.4] [SRC: T1_Integrity_Paths_Worldstates_Master # 8.10.1].
The v3.1 restructure (join-and-type, 2026-07-15) — RESOLVED-APPLIED: the site/boss/beat/side-quest/scene/state blocks were re-shaped in place to the SPINE_SCHEMA_v3.md v3.1 beat→fork→state graph (5 typed §3b site rows, the §9 thin boss index, 13 typed beats, 1 fork, typed §11 SQ rows and §13 scene rows, §18 derived axes, and both machine seams), grounded on the enrich.py pack and the CH_39_v3 modern exemplar; the preserved prose, the source anchors, and reveal discipline are unchanged and no new canon was authored [SRC: T1_Build_Pipeline_Contracts # 9.5 Spine Entry Schema].
The moral-choice fork typing — RESOLVED (v3 conversion, Josh-override-able at any RR): the v2.5 grade block coded truly_good / good_enough / neutral / evil as the mark texture; v3.1 keys FORK_CH40_A by the ACTION of how honestly she faces who eats the cost (a direction), makes the five bands the DERIVED axis (§18), and carries the three cost-bearer routes (Disruption / Legal Coalition / Direct Community Protection) as the integrity-INVARIANT dimension in the fork's progression_guarantee and route line — preserving the v2.5's core insight (route ≠ integrity, all routes walkable at any standing) without inventing a rank; the boss's PACIFY-by-choice win is this fork [SRC: T1_Integrity_Paths_Worldstates_Master # 5.1].
The Ch-11 mark consumer beat (IR-2) — RESOLVED-APPLIED: CH40_B02 now READS the Ch-11 mbuti_ituri integrity mark (ws.community_state_per_region) as the descendant-reception beat, reception varying by valence and non-gating, which types the flagship Ch-11→Ch-40 connective link into the graph and retires the cross-file mark-consumer WARN for that mark [SRC: WHOLE_ARC_CONNECTIVE_WEB_INVENTORY # IR-2].
The forger-name scrub (reveal discipline) — RESOLVED-APPLIED: the design-layer forger-name that the v2.5 entry carried on the forced-nkondi references was scrubbed file-wide to family-forged / the family's forced / the forging hand held design-layer-only (grep of the bare token now returns zero), keeping the family's substrate-fielding at the reveal-safe "an organized hand" register with the forger unattributed until Ch 63 [SRC: T0_Hard_Lines @ HL_0043].
Registry drift — NONE at the v3 FK join: BE_0040 (choose/expose, 25/45/30), BE_0040_S1 (strike, 60/20/20), BE_0040_S2 (expose/infiltrate, 30/45/25), BE_0040_S3 (perceive/decode, 40/40/20, AUTHORIAL), and BE_0040_S4 (purge/strike, 35/35/30) all agree across the spine, the T0_Boss_Encounter registry, and BOSS_PERSONAS; NW_0037 (Netpris, FINANCIAL) and NW_C02 (the Factor, Sector-2, recurs Ch 40) resolve. Note only that BOSS_PERSONAS # BE_0040 still frames the S3 Mokele-mbembe as "documented oral tradition" — stale vs the care-corrected AUTHORIAL framing that the spine and the registry row both carry; no registry cell is wrong, so no correction is queued (the personas prose is out of this conversion's edit scope) [SRC: BOSS_PERSONAS # BE_0040].
