The per-region build layer. The old Tier-2 slot (Chapter Canon stubs) was retired in Phase 5.5; this repurposes Tier 2 for the region-page build product, consistent with the tier numbering (T0 registries, T1 foundation, T2 region pages, T3 characters, T4 antagonist).
Region pages are the granular per-region build docs — one per canonical region (69 regions per T1_World_Geography_Master). Each page consolidates, for one region, the substrate the downstream engines consume: geography and layout, the culture and history and myth substrate, the significant relational web (trade partners, allies, rivals), the NPCs and factions, the boss and encounter anchors, and the asset hooks (3D, terrain, audio). They are produced by the region-page-building pipeline that Fable 5 will construct, consuming the v3 spine graph plus the research corpus.
Empty scaffold, awaiting two upstream steps: (1) Fable 5's 79-node v3 spine rewrite (the machine-consumable graph the region pages hang off), and (2) the region-page-building pipeline engine (one of the downstream build engines in the Fable-5 pipeline program). Region pages populate once both land.
_ready_for_processing/ — the book-processing inbox. Scanned books and digital sources stage here for the book-processing pipeline; the scan files themselves are gitignored so they never bloat the repo. This is a global ingest (it feeds the whole corpus, not only region pages) and can be relocated to a top-level location later if preferred.
